New Apportionment Patterns

March 27, 2017 — The Census Bureau released new population estimate data at the end of last week, and their information about the largest growth areas and places losing the most residents helps us project how the states will change in congressional representation. With almost four years remaining until reapportionment occurs at the end of 2020, much can still change, but the current population shift patterns provide some early clues as to what may be the future state gain/loss formula.

According to the Bureau’s new estimates, Maricopa County (Arizona) ended 2016 as the nation’s largest growing local entity replacing Harris County (Texas), which had been in the first position for the last eight consecutive years. The population estimates show that the Phoenix area gained 81,360 people from July 1, 2015 to the same date one year later. The Houston area net resident total increased 56,587 during the same period.

The calculations analyze the natural increase (number of births outpacing the number of deaths), net domestic migration, meaning those who move from one part of America to another, and net international migration figures (those coming from other countries). Maricopa County’s totals meant that an average of 222 new people came to or were born in the domain each and every day during the 2015-2016 yearly midpoints.

Election 2016: Urban vs. Rural

Jan. 26, 2017 — Now that the election returns are official and divided into congressional district and county totals, we can now see exactly how the presidential election unfolded.

It became clear from early Election Night totals that Donald Trump won the national vote because of his performance in the outer suburbs and rural areas in the 30 states that he carried over former Secretary of State Hillary Clinton. His margins there, largely because of turnout, were enough to compensate for Clinton’s larger-than-expected advantages in the major cities and inner suburbs.

In looking at the country’s largest metropolitan statistical areas, we find that Clinton scored an average 59.9 percent of the vote, when averaging her percentage performance in the nation’s 10 most populous urban regions. This compares to President Trump’s 35.8 percent. Keep in mind that the national popular vote percentage total was 48.1 – 46.0 percent.

In the rural areas surrounding these specific urban centers, the numbers dramatically changed. Counterbalancing the Clinton margins in the metroplexes, Trump’s lead in the outer suburban and rural regions in the states he carried was roughly equivalent to the former secretary of state’s urban advantage but with greater turnout. In the corresponding Trump state rural regions, the new president averaged 56.8 percent as compared to Clinton’s 39.7 percent.

Election 2016:
How the Electoral College Won

Jan. 25, 2016 — Over the past few decades we have witnessed a great debate in American politics involving the Founding Fathers’ implementation of the Electoral College to govern the presidential election. The just-completed 2016 contest provided many definitive answers to questions surrounding whether the system has outlived its usefulness, or is even needed.

Understanding that the Electoral College was created largely to protect the lesser populated states, rural issues and concerns, and prevent the large population areas from dominating the outcome at all others’ expense, 2016 proved all of those tenets are still salient in the modern political era.

Looking at the presidential election results divided into congressional districts and counties, we can begin to pinpoint the ebbs and flows of the Trump and Clinton vote characterizations and begin to understand how this election truly unfolded. We knew from Election Night that the 2016 electorate was badly polarized in terms of the metropolitan areas versus outer suburb and rural regions, but now we have the tools to see just how deep a divide actually exists. Such appears to be cavernous.

Breaking down the top 10 Metropolitan Statistical Areas (MSAs) relating to population, we generally see an overwhelming support trend in Hillary Clinton’s favor, which makes the increased turnout and overpowering Trump advantage in the outer suburban and rural areas all the more stunning.

Surprising Choice in Virginia; Strange Poll in Illinois

June 30, 2015 — Saturday’s meeting of the Virginia Republican State Central Committee (SCC) was thought to be the venue for adopting the convention presidential nominating option, but a surprise secret ballot vote changed the committee’s direction.

Eighty-two SCC members participated in the Staunton, Va. meeting to determine the apportionment system for the state’s 49 Republican presidential delegates. Though a primary was held in 2008, Virginia has typically been known as a convention state. Most of the state Republican nominees have been chosen in this fashion before assemblages usually exceeding 12,000 individuals.

Things started to unravel for the pro-convention contingent when a motion was made to convene in executive session for purposes of considering a measure to allow a secret ballot vote on the question of convention or primary, instead of employing the traditional roll call method. When the vote to adopt a secret ballot procedure passed on a 41-39 vote with two abstentions, it became apparent that the primary forces had a shot at carrying the day. When tabulated, the vote for a primary system was adopted 42-39, with one member abstaining.

Analysis of the Rand Announcement; Rahm Rolls in Chicago

April 9, 2015 — Sen. Rand Paul (R-KY), as expected, officially announced his 2016 presidential campaign in front of a raucous crowd of supporters in Louisville earlier this week. He also confirmed that he intends to seek re-election to the Senate.

The latter may be a difficult feat, since Kentucky law prohibits individuals from appearing for more than one office on the same ballot. If the state Republicans changed their nominating system from a primary to a caucus, Paul could get around that requirement, but the result would become problematic for the Kentucky GOP, ironically, if Sen. Paul were to win the party presidential nomination. Kentucky election law contains no provision for replacing a party nominee who prematurely withdraws from a race.

But Sen. Paul’s presidential prospects are what’s at top of mind during this period, and opinions vary as to whether he has a legitimate chance of winning the nomination and the presidency itself.

Daley for Governor

The Daley family Chicago political dynasty has never produced a governor, but that may soon change if former US Commerce secretary Bill Daley realizes his new quest. Announcing via video the formation of a gubernatorial exploratory committee, Daley, son of former Chicago mayor Richard J. Daley and brother of ex-mayor Richard M. Daley, will almost certainly challenge incumbent Democratic Gov. Pat Quinn.

There has been little doubt that the unpopular Quinn would be in a difficult position for renomination, let alone re-election. Most of the attention, however, has been focused upon Attorney General Lisa Madigan, who is expected to make the race in 2014 after shying away from a similar challenge in 2010. A three-way contest among Quinn, Madigan, and Daley could produce unexpected results.

The move to run for governor is out of character for Daley in several ways. First, challenging a Democratic opponent is an unusual act for a man who has exemplified party unity throughout his entire political career. Daley is a former US Commerce secretary for President Clinton, chairman of Vice President Al Gore’s 2000 presidential campaign, and an ex-chief of staff for President Barack Obama. He also spent time in the banking industry and as a law firm partner.

Massachusetts Senate Race Shapes Up; Halvorson Hit by Bloombert; Chafee Down in R.I.

As predicted, now that the Massachusetts Senate special election is officially underway, Rep. Stephen Lynch (D-MA-8) jumped into the race. He released an announcement video yesterday declaring his statewide candidacy. From his tweets on Twitter, it is clear that he will attempt to draw a sharp contrast between he and fellow Democratic Rep. Ed Markey (D-MA-5), his opponent in the party primary to be decided on April 30.

Lynch will position himself as the outsider, versus Markey, who he portrays as the insider, establishment candidate. This might be a very difficult strategy to implement since Massachusetts voters normally support the most entrenched of incumbents.

Congressman Lynch represents downtown Boston and the South Boston area, going as far as Quincy and Brockton before swinging back up toward West Roxbury and Jamaica Plain. Markey, on the other hand, represents the area north of the city commonly known as “Bean Town,” including his home base in Malden and Melrose, before swinging southeast to Revere and then west toward Framingham. Special Election Highlights

Much political news and speculation continues to unfold in places where Senate replacement appointments and congressional special elections will soon occur. With a South Carolina Senate appointment just being made that will lead to a congressional special election, another state with a new vacancy, Hawaii, may be following a similar path. Finally, a new development in the IL-2 House special could have a major impact upon that particular election.

McIntyre Wins, Finally, in NC-7

Only one 2012 US House election remains unresolved, as the state of North Carolina has now certified Rep. Mike McIntyre (D) as the winner of their 7th Congressional District contest. After all of the ballots were finally recounted, McIntyre actually gained one tally and secured a now official 654-vote victory over state Sen. David Rouzer (R).

The North Carolina redistricting plan gave McIntyre a much more challenging seat, as thousands of Democratic voters in the Lumberton area were placed in a different district. The changes made the Wilmington-anchored southeastern North Carolina seat a very competitive one and will likely be so again in 2014.

The one remaining House seat to be decided will be finalized in southwest Louisiana (LA-3) on Dec. 8. There, two Republican incumbents face each other in a run-off election since neither captured a majority of the vote in the Nov. 6 statewide primary vote.

Rep. Charles Boustany (R-LA-7), originally elected in 2004, and freshman Rep. Jeff Landry (R-LA-3) are vying for the new 3rd District. Since the new 3rd is comprised from 76 percent of Boustany’s current constituency and includes his home political base of Lafayette, he is regarded to be the favorite for the run-off. But, as we have repeatedly seen, anything can happen in a low-turnout election.

NOTE: Former Rep. Jesse Jackson Jr.’s (D-IL-2) post-election resignation has caused a vacancy in his Chicago-anchored seat, which will be filled via special election early next year. The all-important Democratic primary is scheduled for Feb. 26, with the general election to be held March 19. A bill is making its way through the legislature to allow the governor to schedule the special general concurrently with the April 9 local and municipal elections, and is expected to pass. Current law requires all Illinois political vacancies to be filled within a 155-day period after the incumbent officially exits.

IL-2 Special on Schedule – Sort Of

Illinois Gov. Pat Quinn (D) has set the special election to replace resigned Rep. Jesse Jackson Jr. (D-IL-2) for a Feb. 26 primary followed by a March 19 special general election, but the latter date will likely move. Illinois law requires a vacancy to be filled within 155 days of a vacancy occurring.

Quinn’s schedule falls within the current law’s parameters, but with local and municipal elections already scheduled for April 9, a move will be made to consolidate the two voting periods, per the request of local officials. Instead of asking a court to waive the legal requirements as first thought, Quinn will simply ask the legislature upon convening in January to change the special election law with an urgency clause. Such action will give him authority to move the special general election to April 9.

Since this is a heavily Democratic seat, the special general is irrelevant. What does matter is the Democratic primary, and that will stay on Feb. 26, since the municipal nominating contests are also that day.

Already, three candidates have announced their intentions to run. Former Rep. Debbie Halvorson (D-IL-11), who challenged Rep. Jackson in the 2012 Democratic primary, officially joined the race over the weekend. Quickly following her public move was Chicago Alderman Anthony Beale along with state Senator-elect Napoleon Harris. All three are Democrats.

Many more candidates are expected to file before the end of December. Though the district is more than 62 percent African-American, Halvorson hopes a crowded field with no run-off election will allow her to coalesce the minority white vote around her and overtake the majority African-American vote, which will be fractured among multiple contenders. Halvorson scored just under 24 percent against Jackson in March of this year, meaning that she has at least a small base from which to begin this campaign.
