The California Pairings

California Congressional Districts

March 17, 2020 — The laborious California ballot verification and tabulation process continues, and now just two US House races fail to have general election finalists. Democratic Reps. Lucille Roybal-Allard and Maxine Waters don’t yet know the identity of their general election opponent, but neither is in a politically competitive district.

Under the California electoral system, the top two jungle primary vote-getters from the March 3 Super Tuesday election advance into the general regardless of percentage attained and political party affiliation. It appears that 12 of the state’s 53 congressional districts will feature some level of competition. In each of these instances the seat is either open, known to be a national target, or the incumbent garnered less than 50 percent of the vote in the primary election.

The following are the competitive general election pairings, including the special general election in the 25th District that will be held on May 12:

CA-7

Rep. Ami Bera (D) – Incumbent, 4th Term – 49.3%
Buzz Patterson (R) – Retired Air Force Officer – 34.8%
• The 7th District, which contains most of Sacramento County, has turned in some close elections since redistricting created it before the 2012 election. Rep. Ami Bera (D-Sacramento), first elected in that year, had very tight original election results but has seemingly secured the district in his latter campaigns. Though he did not hit the 50 percent mark in the primary, at least at this point, the four-term incumbent should still win comfortably in November. Likely Democratic

CA-8

• Open Seat (Rep. Paul Cook-R elected as San Bernardino County Supervisor)
Jay Obernolte (R) – State Assemblyman – 35.1% in primary
Chris Bubser (D) – Engineer – 28.7% in primary
• Since county supervisor races in California are non-partisan, retiring Rep. Paul Cook (R-Apple Valley) was able to win his new office on March 3 by securing majority support. In his wake, state Assemblyman Jay Obernolte (R-Hesperia) and engineer Chris Bubser will advance to the November congressional election. The 8th is one of the very few safe Republican districts in the state, and Obernolte is a lock to become the new congressman. Safe Republican

Rep. Josh Harder (D) – Incumbent, 1st Term – 43.3%
Ted Howze (R) – Former Turlock City Councilman – 34.9%
• Freshman Rep. Josh Harder (D-Turlock/Modesto) unseated veteran Rep. Jeff Denham (R) in 2018. Though he finished well below 50 percent in this primary, Rep. Harder is still a strong favorite for the general election in a district that continues to become more Democratic. Former local elected official Ted Howze (R) raised over $717,000 at the pre-primary filing period, but $325,000 of that total was self-contributed. Likely Democratic

New Frontline Program Incumbents

March 9, 2017 — In February, the National Republican Congressional Committee announced the first round of its Patriot Program, the system where GOP House members help raise funds to support those in the most politically marginal districts. Now, the Democrats have countered.

The Democratic Congressional Campaign Committee’s leadership has included 19 incumbents in their Frontline Program’s first wave, an usually large number.

Of the 19, 10 should be considered truly vulnerable top-tier targets. They are:

• Tom O’Halleran – AZ-1 – 50.7% win percentage – Trump district
• Stephanie Murphy – FL-7 – 51.5%
• Charlie Crist – FL-13 – 51.9%
• Brad Schneider – IL-10 – 52.6%
• David Loebsack – IA-2 – 53.7% – Trump district
• Rick Nolan – MN-8 – 50.2% – Trump district
• Josh Gottheimer – NJ-5 – 51.1% – Trump district
• Carol Shea-Porter – NH-1 – 44.3% – Trump district
• Jacky Rosen – NV-3 – 47.2% – Trump district
• Sean Patrick Maloney – NY-18 – 50.8% – Trump district

Bera Wins; Issa Close; More Jockeying

Nov. 23, 2016 — The Associated Press yesterday projected California Rep. Ami Bera (D-Elk Grove/ Sacramento) the winner in the hotly contested CA-7 District campaign, even though there are approximately 43,000 ballots still left to count.

Rep. Bera has pushed his lead to 6,008 votes over Sacramento County Sheriff Doug Jones (R) at the end of the day’s counting. This means, with what will likely be just under 300,000 total votes cast in the district, that Jones would need approximately 57 percent of the outstanding ballots to overtake Bera. While not impossible, the projection appears legitimate considering that Jones has yet to lead this race.

The Bera victory means the Democrats are assured of at least 194 seats in the new Congress. Republicans are guaranteed of 239. The GOP looks to win the second of two Louisiana run-off elections, after wrapping up the first (District 3) on November 8th when two Republicans advanced to the general election run-off. The LA-4 contest is projected to go Republican on Dec. 10.

The Uncalled Races

Nov. 15, 2016 — The state of Michigan, in the presidential race, and both CA-7 and CA-49 remain uncalled. The reasons for the long delay in finalizing the tallies are detailed below.

The unofficial final Michigan election totals stand at 2,279,210 for Donald Trump and 2,267,373 for Hillary Clinton, a difference in the Republican’s favor of 11,837 with all votes received and counted. The state has not declared even an unofficial winner because a re-count can still be requested. Under Michigan procedure, elections within a percentage point are not called unless the re-count options are exhausted.

This week, as in virtually every state, the official county canvasses are beginning, in which tabulations in the 83 counties are verified and readied for official certification. Once the numbers are confirmed, the election results will be finalized for all Michigan elections held Nov. 8. Should Trump maintain his lead, his national electoral vote total will swell to 306 versus Hillary Clinton’s 232.

In California, votes are still being received. The Golden State, similar to the procedure used in Washington, allows mailed ballots to be postmarked on Election Day. The other two states that rely totally or heavily on mailed ballots, Oregon and Colorado, require the votes to be received on Election Day. This year, the CA deadline for receiving the ballots was moved, because of the Veterans Day holiday on Nov. 11, to yesterday, Nov. 14.

Bera and Issa

Oct. 7, 2016 — Competitive action is occurring in several California House districts, but new data has just emerged suggesting that two House incumbents are headed for a tough finish.

Back in 2014, the race between Sacramento County Congressman Ami Bera (D) and former US Rep. Doug Ose (R) became the most expensive race in the country as the two candidates combined for $10 million in spending, not counting independent expenditures.

Now facing Sacramento County Sheriff Doug Jones (R), a new Public Opinion Strategies poll (Oct. 1-3; 400 likely CA-7 voters) is forcing this contest up the National Republican Congressional Committee’s (NRCC) challenger target list. According to the new POS data, Jones has taken a 47-42 percent lead over the two-term incumbent suggesting that the candidates will be making a mad dash for the political finish line in the campaign’s closing weeks.

Bera Challenged Again in CA-7

Nov. 18, 2015 — Democratic Sacramento Congressman Ami Bera is no stranger to close elections, and it appears he’s headed toward another in 2016.

Three years ago, Dr. Bera defeated then-Rep. Dan Lungren (R-CA-3) in a 52-48 percent win, a spread of just under 9,200 votes. His first re-election was even closer, a 1,455-vote margin against former Rep. Doug Ose (R-CA-3) who was attempting a political comeback. In both instances, Bera trailed in the Election Day vote but his strength among the early and absentee ballots, which, in California usually accounts for about half of the vote, brought him the victories.

Now, his presumptive opponent will be Sacramento County Sheriff Scott Jones (R) who officially announced his challenge to Rep. Bera as the week began. Expect this to again be a highly competitive campaign in a congressional district that hosted the most expensive 2014 campaign in the United States. The two candidates combined to spend over $9 million, and there was an additional $13 million expended from outside organizations. This, in a media market that ranks as the 20th largest in the country.

The 7th District is fully contained within Sacramento County, encompassing the eastern and southern portions of the region. In effect, this district claims virtually the entire county except for the city of Sacramento and the small delta agricultural area. It combines the Sacramento suburban area along with rich agricultural lands and contains the cities of Folsom and Elk Grove.

House Races Conclude; Landrieu Reeling

CA-7, CA-16

The two outstanding California House races are now finished. Both Democratic incumbents Ami Bera (D-CA-7) and Jim Costa (D-CA-16) have officially pulled out close victories.

Despite the Republicans chalking up their largest majority since the 1928 election, the Bera and Costa wins mean the Democrats actually gain one seat in the lopsided California delegation. This result was made possible because of five other very close wins in San Diego (Rep. Scott Peters over GOP challenger Carl DeMaio), Ventura County (freshman Rep. Julia Brownley barely surviving against Assemblyman Jeff Gorell), and San Bernardino (the open Republican seat where Redlands Mayor Pete Aguilar (D) scored a tight 51-49 percent win over GOP candidate Paul Chabot).

With counting of absentee ballots just about complete, some 15 days after the election itself, Rep. Bera has now increased the lead he just took to 1,432 votes, a number that the national and local news media deems insurmountable for former Rep. Doug Ose (R) to overcome based upon the number of ballots still remaining to be counted.

In Fresno, the race is even closer with only a few more ballots left to count in Democratic strongholds. Rep. Costa, like Bera in Sacramento, trailing for most of the post-election period has now assumed an Continue reading >
