New Frontline Program Incumbents

March 9, 2017 — In February, the National Republican Congressional Committee announced the first round of its Patriot Program, the system where GOP House members help raise funds to support those in the most politically marginal districts. Now, the Democrats have countered.

The Democratic Congressional Campaign Committee’s leadership has included 19 incumbents in their Frontline Program’s first wave, an usually large number.

Of the 19, 10 should be considered truly vulnerable top-tier targets. They are:

• Tom O’Halleran – AZ-1 – 50.7% win percentage – Trump district
• Stephanie Murphy – FL-7 – 51.5%
• Charlie Crist – FL-13 – 51.9%
• Brad Schneider – IL-10 – 52.6%
• David Loebsack – IA-2 – 53.7% – Trump district
• Rick Nolan – MN-8 – 50.2% – Trump district
• Josh Gottheimer – NJ-5 – 51.1% – Trump district
• Carol Shea-Porter – NH-1 – 44.3% – Trump district
• Jacky Rosen – NV-3 – 47.2% – Trump district
• Sean Patrick Maloney – NY-18 – 50.8% – Trump district

They’re At It Again

May 27, 2016 — Now the Republicans are doing it.

Before the May 10 Nebraska primary, we detailed how the Democratic Congressional Campaign Committee was running television ads under their own acronym, advising Omaha Republican voters about who was the most conservative candidate. As we chronicled, the Democrats’ ploy to promote former state senator and Douglas County Commissioner Chip Maxwell because they believed him to be the weaker contender, had little effect since retired Gen. Don Bacon (R) won a landslide Republican nomination victory.

Now, Republicans are replicating the tactic in California. Feeling they have a chance to advance a pair of Republicans in the open June 7 CA-24 jungle congressional primary, the National Republican Congressional Committee, under the disclaimer “NRCC”, is now attempting to “educate” the Democratic electorate about who is the more liberal candidate.

The new ad targets Santa Barbara County Supervisor Salud Carbajal, who the NRCC and most political analysts believe is the strongest Democratic candidate. The 24th District is open this year because veteran Rep. Lois Capps (D-Santa Barbara) is retiring.

Golden State Filings

March 22, 2016 — The California candidate filing deadline occurred at the end of last week, and several races in both the June primary and general election look interesting.

To review, California uses the top-two, jungle primary system, where all candidates appear together on the June 7 ballot, and then the first two finishers advance to the general election regardless of political party affiliation. It is likely that this system contributes to the large number of congressional candidates coming forth this year.

In the Senate race, while Democrats hope to qualify two of their own for the general election, namely Attorney General Kamala Harris and Rep. Loretta Sanchez (D-CA-46), voters will have to find the pair through a mass of 32 other candidates in order for them to secure advancement. Six Democrats, 17 Republicans, and 11 Independents will be in the June Senate race. Attorney General Harris is favored to win the seat in November.

In the congressional races, only two of the 49 incumbents seeking re-election failed to draw an opponent. Representatives Jackie Speier (D-CA-14) and Lucille Roybal-Allard (D-CA-40) are the only unopposed members for both the primary and general elections.

Senate No-Go’s in Florida;
A California Democrat Fights Back

Aug. 3, 2015 — Three House members who had been very public about considering US Senate bids in their respective states, yesterday announced their decisions not to pursue a statewide campaign.

In what is becoming the most unpredictable of all Senate races, another surprise occurred in Florida.  Rep. Jeff Miller (R-Pensacola), who had been hiring staff, beginning to raise money, and even assembling an initial campaign schedule suddenly reversed course and will not join the growing field of Republican candidates.

Gainesville Rep. Ted Yoho (R), potentially a victim of the mid-decade, court-ordered congressional redistricting process, also reached the same conclusion about his own prospective Senate campaign.  So did California Rep. Xavier Becerra (D-Los Angeles).

Capps Out in California;
The Cortez Masto Effect In Nevada

April 10, 2015 — Veteran California Rep. Lois Capps (D-Santa Barbara), aged 77, announced Wednesday that she will not seek re-election to an eleventh term in office next year for her CA-24 seat. The congresswoman entered the House via a special election victory in 1998 after her husband, Rep. Walter Capps (D-CA), passed away suddenly; he was first elected in 1996 but suffered a fatal heart attack at the Washington Dulles Airport less than a year after winning his seat. Lois Capps finished her husband’s term and has been re-elected ever since.

The 24th District contains Santa Barbara and San Luis Obispo Counties, along with part of Ventura. The California Citizens Redistricting Commission made this district much more competitive as Capps’ 55 and 52 percent victory margins in the past two elections suggest. The 2001 congressional map created a coastal district for Capps (then numbered CA-23), slanting the seat to the ideological left in order to help the Democratic incumbent hold the seat. Thanks in large part to map construction, Capps had little in the way of challenges throughout the decade.

But it was becoming clearer that Republicans have a chance to convert the new 24th as a direct result of including all of the more conservative San Luis Obispo County in the district. Republican Chris Mitchum, son of deceased actor Robert Mitchum, pulled 48 percent against the congresswoman in the last election despite spending less than one-quarter the amount of money of his opponent. A stronger candidate could possibly have done better perhaps even scored an upset over Capps in what became a very favorable Republican year.
