May 15, 2018 — Voters in four more states go to the polls to choose their nominees today. Today, we examine those four states as voting gets underway in the Idaho, Nebraska, Oregon and Pennsylvania primaries.

Pennsylvania

Voters in the Keystone State go to the polls throughout the day to choose partisan nominees for governor, US senator, and representatives in their 18 new US House Districts.

The governor and Senate contests are not stirring up much intrigue as neither Gov. Tom Wolf (D) nor Sen. Bob Casey Jr. (D) face any Democratic primary opposition. On the Republican side, state Sen. Scott Wagner (R-York) seems to have the inside track against businessman Paul Mango and former Pittsburgh Chamber of Commerce president Laura Ellsworth. In the Senate GOP contest, US Rep. Lou Barletta (R-Hazelton) appears primed to defeat state Rep. Jim Christiana (R-Monaca) for the opportunity to challenge Sen. Casey in November. Both Democratic incumbents are currently favored to win new terms.

PA-1: Rep. Brian Fitzpatrick (R-Levittown) will easily win re-nomination against a minor Republican candidate. Democrats have three candidates vying for advancement to the general election. Though the district remains 93 percent intact after the state Supreme Court re-drew the Pennsylvania CDs, and contains all of Bucks County, this race has toss-up potential.

PA-2: Rep. Brendan Boyle (D-Philadelphia) is running in the eastern downtown district, now fully contained within Philadelphia County. Rep. Boyle will have little trouble securing this seat in tonight’s Democratic primary and in the general election. Half of Rep. Boyle’s previous 13th District comprises new District 2.

PA-3: Freshman Rep. Dwight Evans (D-Philadelphia) seeks re-election in a slightly different district, as 80 percent of his former constituents are re-cast into the new 3rd CD. Evans will easily be re-elected in both today’s primary and the general.

PA-4: The new 4th is comprised of parts of five previous districts, and now contains most of Montgomery County with a sliver of Berks County. Former US Rep. Joe Hoeffel (D) is attempting a comeback here, but it appears state Rep. Madeleine Dean has the advantage in the Democratic primary. The new 4th is safely Democratic in the general election.

The Turnout Report:
Signs of a “Blue Wave”?

— Looking at the voting patterns for Tuesday’s primaries in the four states holding elections, we see little evidence of the reported “blue wave” often discussed in media analyst reports — meaning a surge in Democratic Party voter turnout — but there is also sparse information to determine specific participation trends in many of the noted places.

state-of-ohio-mapOhio has the most complete data to compare totals for midterm elections dating back to 2006. On Tuesday, 1,506,777 people voted in the two major party primary elections, with just about 55 percent recorded in the Republican gubernatorial contest. The current grand total was the second largest participation figure in the four midterms since 2006, inclusive. The 1.506 million aggregate total was second only to the 2006 turnout that saw 1.626 million Ohioans voting. This year, both parties featured open gubernatorial primaries, each with a clear leader heading into Election Day.

In all four of the tested Ohio midterms, more people voted in the Republican primary. The 54.9 percent participation factor when measuring the two parties against each other on Tuesday night was the second highest of the sampled four. Only the Republicans’ 56.0 percent participation rate in 2014 was stronger. To put the current rate in perspective, the GOP low occurred in 2006 when 50.8 percent of primary voters cast a Republican ballot. In the succeeding general election, Democrat Ted Strickland would win the governor’s campaign, making the result consistent with the higher Democratic primary participation rate.

In the Buckeye State House races, eight of the 16 districts featured primary elections for both parties. In each of the districts holding primaries for both parties, the political entity controlling the seat before the election saw more people vote in that party’s primary. The most significant race was the special primary election in the 12th District, the seat former Rep. Pat Tiberi (R) vacated to return to the private sector. There, 23,902 more people voted in the Republican primary, thus providing some tangible support for predicting the state Sen. Troy Balderson (R-Zanesville) is favored to win the seat in the Aug. 7 special general vote.

Primary Previews

2018-elections-open-seats-185May 8, 2018 — Today’s elections kick-off the prime time of primary season, with voters in four states — Indiana, North Carolina, Ohio and West Virginia — choosing nominees for November. Here is an outlook for each of the states:

Indiana

With no governor’s race on the ballot this year, the Republican Senate nomination campaign tops the Indiana political card, which is one of the more interesting campaigns in the country. Here, Reps. Todd Rokita (R-Brownsburg/Lafayette) and Luke Messer (R-Greensburg/Muncie) are battling former state representative and Meyer Distributing and Meyer Logistics companies’ owner Mike Braun for the right to face first-term Democratic Sen. Joe Donnelly in November. Donnelly has no opposition for his party nomination.

Braun has gained national notoriety for his campaign, which has strategically melded both congressmen into basically one person. The Braun Campaign ads have characterized Reps. Rokita and Messer as being part of the Washington “swamp”, concentrating negatively on their budget and trade votes, as well as casting them as professional politicians. He even goes so far as to brandish two cardboard cutouts of the congressmen where they are dressed exactly alike and says they are both lawyers who never practiced, instead spending their entire careers in politics.

Conflicting Polls in West Virginia

April 27, 2018 — The nomination races in the May 8 primary states are heating up as Election Day draws near, and one of the more interesting campaigns is in West Virginia. There, three major Republican candidates are vying for the party nomination to earn the right to challenge Sen. Joe Manchin (D) in November.

Two polls were released earlier in the week, each projecting a different leader. The first came from National Research, Inc. for GOPAC, a long-established political organization that supports Republican candidates. The survey (April 17-19; 411 likely West Virginia GOP primary voters) gives Attorney General Patrick Morrisey a 24-20-16 percent lead over US Rep. Evan Jenkins (R-Huntington) and former Massey Energy company CEO Don Blankenship who recently spent time in a Nevada prison for his role in a mine explosion that killed 29 of his company’s workers in 2010. Five years later, Blankenship was found guilty of conspiring to willfully violate government safety standards. He received the maximum sentence, which resulted in a one-year prison term and a $250,000 fine.

The second poll comes from Fox News, employing their normal research process. The media organization conducts its surveys in collaboration with two polling firms, one a Democratic research organization, Anderson Roberts Research, and the other Republican, Shaw & Company Research. In West Virginia, their poll was in the field over the April 18-22 period and interviewed a more robust 985 likely West Virginia Republican primary voters.

Missouri’s Dead Heat

April 16, 2018 — Mason-Dixon Polling & Research conducted a new poll of the Missouri electorate (April 4-6; 625 registered Missouri voters) and confirmed what most political observers already believe to be the case. That is, a campaign between two-term incumbent Sen. Claire McCaskill (D) and state Attorney General Josh Hawley (R) is a statistical tie. According to the M-D data, McCaskill has a slight 45-44 percent lead over the attorney general in one of eight Senate campaigns where the 2018 general election participants are already clearly defined.

With first quarter fundraising numbers about to become public after the April 15 filing deadline, the McCaskill Campaign has already issued a statement saying they raised a whopping $3.5 million in the first quarter, holding $11.5 million in the committee’s financial account. Hawley has not released his fundraising numbers, but it is clear he won’t have as much money as the senator at this early point in the election cycle. The conservative Missouri Rising Super PAC, however, reports raising $650,000 in the quarter to support their efforts to oppose Sen. McCaskill.

Though Hawley’s early campaign start has been slower than many Republican leaders and strategists would have preferred, the polling clearly indicates that he remains at parity with the senator.

In favorability terms, Sen. McCaskill scores a 41:38 percent positive to negative ratio, while AG Hawley posts 33:23 percent. The senator’s name ID is virtually maximized, as 99 percent of those surveyed could identify her. Hawley’s aggregate name recognition is 83 percent. By comparison, President Trump has a 44:38 percent favorability index with everyone recognizing his name.

Geographically, the poll clearly contrasts between metropolitan and rural candidate support, which is not altogether surprising though the stark and symmetrical polarization is more distinct here than in most other places.

Sen. McCaskill performs well in the St. Louis and Kansas City subsets, scoring support percentages of 51-39 and 51-37 percent, respectively, while Hawley posts mirror-like results in southeast (51-38 percent) and southwest (52-34 percent) Missouri. The two other poll segmentation regions, northern Missouri and central Missouri, break more strongly for Hawley (northern: 55-38 percent) and a bit weaker (central: 47-40 percent).

The geographic results tell us that this contest likely will be decided on voter turnout. McCaskill will do her best to increase the voter participation rate in the state’s two major population areas while the Hawley forces will concentrate on driving turnout in all areas to the north, south, around, and between St. Louis and Kansas City. Additionally, both campaigns must do well enough in their opponents’ strongholds to avoid falling hopelessly behind to the point where even capitalizing in their own favorable areas doesn’t completely erase the statewide deficit.

The poll also detects mirror image support in several demographic and political segments. In gender, age, and party support, the candidates are again almost symmetrically opposite.

Sen. McCaskill scores a 49-41 percent advantage with women; Hawley carries men 48-39 percent. With those over 50 years of age, Hawley claims a 51-37 percent advantage, while Sen. McCaskill takes those under 50 at a 54-36 percent clip. McCaskill tallies a Democratic support factor of 90-3 percent; Hawley fares slightly worse with Republicans: 84-6 percent. Among Independents, the two candidates are virtually tied, with Hawley claiming a slight 43-42 percent edge.

Obviously, the Missouri Senate campaign will remain one of the nation’s most competitive campaigns all the way to Election Day.

Florida Senate Race: Now Official

April 11, 2018 — Florida Gov. Rick Scott (R) made official what everyone believed was happening for more than a year: launching a challenger offensive against three-term Sen. Bill Nelson (D).

Gov. Scott entered elective politics in the 2010 election and said he never intended to assimilate himself into the way state politics has traditionally been run and claims to have kept that promise. He said in his announcement statement Monday that his intention is to have the same attitude toward going to Washington.

Worth in the neighborhood of $140 million and willing to spend a large amount of his personal wealth on his political campaigns, Gov. Scott had the luxury of waiting until relatively late in the cycle to launch his expensive statewide campaign. While the governor consistently said he would make his political plans known once the regular state legislative session ended, a loosely connected Super PAC was brandishing his accomplishments as Florida’s chief executive over the past year, and rallying support for Scott’s state issue agenda. So, this future Republican Senate nominee was very much in the middle of the Florida political scene even though he was not an announced candidate.

To no one’s surprise, the Florida Senate race figures to be a razor-thin contest. Since the famous 2000 presidential campaign when the national result depended upon the final Sunshine State vote (George W. Bush prevailed by an official 537 vote margin from more than 5.8 million cast ballots), and through four more one-point statewide campaigns in the ensuing presidential, governor and Senate races, Florida voting has become synonymous with very tight elections.

Two of those three one-point victory races went to Gov. Scott. He won in 2010, defeating then-state Chief Financial Officer Alex Sink by a 1.2 percent margin, and was re-elected with one-point spread over former Gov. Charlie Crist, the Republican-turned-Independent-turned-Democrat who now serves in the US House of Representatives.

Except for a four-year break, Sen. Nelson has been in elective office consistently since winning his first election in 1972. He served three terms in the Florida House of Representatives, 12 years in the US House, and then ran unsuccessfully for governor in 1990, losing in the Democratic primary to US Sen. Lawton Chiles who would win the position later that year.

Sen. Nelson returned four years later with a victory in the treasurer, insurance commissioner, and fire marshal statewide office and was twice elected to that post. He then ran for the Senate in 2000, defeating then-US Rep. Bill McCollum (R-Orlando), who would later be elected state attorney general. Sen. Nelson topped US Rep. Katherine Harris (R-Sarasota) for his first re-election in 2006, before beating then-US Rep. Connie Mack IV (R-Ft. Myers) for his third US Senate victory on the same day that President Obama was re-elected.

Comments coming from Democratic activists concede that Gov. Scott was successful in winning two surprise victories for governor, but say that he has never faced as formidable an opponent as Sen. Nelson.

This assessment is open to question. When he first won in 2010, Scott, who would defeat McCollum for the Republican nomination, was the clear underdog. At the time, Sink was promoted as the best possible candidate the Democrats could field, so it was never believed that she was any second-tier contender.

Though Crist was a flawed candidate from his debacle in the 2010 US Senate race when he left the Republican Party and tried to run to Marco Rubio’s left as an Independent before switching to the Democrats in order to run for governor four years later, he still had universal name identification and was able to raise and spend almost $50 million on his campaign. Thus, the argument that Scott didn’t face anyone as tough as Nelson seems overblown.

Though we don’t likely need proof that the Nelson-Scott race will be close at the political finish line, we only have to examine the public polling for confirmation. Since August of 2017, 17 polls have been released of the proposed Senate race from 10 different pollsters. The results find Sen. Nelson leading in nine of the surveys, while Gov. Scott has the advantage in seven, and one was a flat tie. In 11 of those polls, the margin between the two candidates was four percentage points or less.

April 9, 2018 — Former Minnesota Gov. Tim Pawlenty (R), who briefly became a presidential candidate in 2012, ventured back into the active campaign world late last week. Though routinely indicating that he had “retired” from elective politics after serving eight years as the state’s governor and then dipping his toe into the presidential campaign waters, Pawlenty is now again an active political candidate.

The Minnesota gubernatorial race is an open contest. Though the state does not impose term limits on its governor, Democratic incumbent Mark Dayton has chosen to retire after eight years in office. Prior to winning the governor’s office, Dayton served one term in the United States Senate.

But Pawlenty’s run will not be an easy one. Hennepin County Commissioner Jeff Johnson (R), who held Gov. Dayton to a 50-45 percent re-election victory in 2014, pledged to continue his own campaign saying that, “Pawlenty has never gotten over 46 percent of the vote in a statewide election, even after four years of being governor, and that was before a controversial second term, before he made $10 million as a Washington, D.C. lobbyist, and he publicly trashed Donald Trump a month before Election Day.”

Minnesota politics features a major state endorsing convention in June before the August primary. Most of the time, candidates who do not receive enough delegate support to win an official state party endorsement usually end their campaigns and support the one who did secure the backing. Such unity may not appear in this Republican battle, however. It is unclear if Pawlenty will even enter the convention because precinct caucuses to choose state delegates have been underway since February and Johnson has fared well in early straw polls. Should Pawlenty force a primary, which appears to be his ultimate choice, it is clear that there will be an ensuing battle between he and Commissioner Johnson for the nomination.
