Q2: The Money Count – Senate

July 22, 2019 — The second quarter campaign financials are now public, and already candidates in both parties have raised millions of dollars in preparation for hard-hitting 2020 US Senate campaigns. And, the two most prolific fundraising candidates from April through June are actually running against each other.

Topping the campaign receipts category with $4.21 million raised for the quarter is retired astronaut Mark Kelly (D), who is an Arizona Senate candidate. Close behind, with $3.34 million obtained during the same three-month period, is Kelly’s general election opponent, appointed Sen. Martha McSally (R). Obviously, with each candidate already holding between $4.3 million (McSally) and $5.9 million (Kelly) in their political committee accounts, this Arizona campaign will almost assuredly set a statewide campaign spending record in 2020.

Of the 30 Senate incumbents presumed to be actively seeking re-election next year, 21 raised over $1 million in the quarter, and four obtained more than $2 million. Two others topped $3 million in receipts. In addition to Sen. McSally, Senate Majority Leader Mitch McConnell (R-KY) raised just over the $3 million mark.

Another senator, Cory Booker (D-NJ), reports raising no money during the quarter for his Senate campaign because he is running for president.

Overall, the Republican candidates’ aggregate figure was higher than the Democrats in the second quarter ($33.3 to $29.8 million) and for the entire cycle through June 30 ($105.7 to $79.2 million). This is likely because the Republicans have more incumbents on the ballot in the current cycle, 19 to 11, in addition to defending three of the four open seats.

The cash-on-hand category is, of course, highly important. Here, three Republicans lead the category. Texas Sen. John Cornyn, who faces the largest electorate in any 2020 Senate campaign, leads the cash category with just over $9 million in the bank. In no surprise, Senate Majority Leader McConnell has the second most, with $7.9 million. Third is South Carolina GOP Sen. Lindsey Graham with $6.5 million.

The Democrat holding the highest number of dollars is again challenger Mark Kelly in Arizona. Virginia Sen. Mark Warner, who surprisingly had a close call in 2014, is the Democratic incumbent holding the most cash: $5.4 million.

The Early Delegate Projections

June 25, 2019 — There have been several important state polls recently released that provide us data about where the Democratic presidential candidates stand in relation to popular preference. But that is only half the story.

In order to gauge where the candidates might stand in terms of delegate apportionment, we have taken the available published polls from 16 states and began extrapolating a reasonable delegate projection for each.

For purposes of this exercise, all of the polling data is considered accurate, even though in some instances such a conclusion is a stretch. Additionally, these projections were only based upon the at-large numbers but understand more than half of the delegates come from the state’s chosen districts (usually congressional district, though Texas uses their state Senate seats).

It is reasonable to believe, however, that the district apportionment will, in most cases, be similar to the statewide total. At this point, the at-large ratios are the only data set from which we can begin to draw statistical conclusions.

With that short background, the states and their most recent polling result are listed below along with our unofficial delegate projections listed in chronological order based upon voting schedule:

Electoral Vote Compact Takes a Hit

June 3, 2019 — Recently, Sen. Elizabeth Warren (D-MA) spoke one of her strongest applause lines on the presidential campaign trail, when she talked about eliminating the Electoral College. And the National Popular Vote Interstate Compact organization had been gaining significant energy when Colorado, Delaware, and New Mexico officially joined its ranks earlier this year. But, that momentum hit a major roadblock yesterday.

The National Popular Vote Interstate Compact, or NPVIC, began soon after the 2000 presidential election when Democratic nominee Al Gore won the popular vote count but fell to George W. Bush in the Electoral College. The result marked the first time since the 1888 election when the popular vote winner failed to win the presidency.

By 2007, Maryland became the first state to officially join the NPVIC. Today, 14 states are Compact members, representing 189 Electoral Votes. The organization’s stated goal is to recruit enough states to equal a majority of 270 EVs that will agree the respective members will deliver its Electors to the national popular vote winner regardless of how their own electorate votes.

However, the Maine House of Representatives, on a 76-66 vote, defeated legislation late last week to add their state to the growing NPVIC organization. And, Nevada Gov. Steve Sisolak (D), in a surprise move to some, vetoed the compact legislation that had reached his desk. Earlier in the Oregon legislative session, the state Senate passed its bill to join the compact and action is awaited in the House before the legislative session’s scheduled end on June 21.

Period Ending May 17, 2019

PRESIDENT
• Gov. Steve Bullock: As has been expected for some time, Montana Gov. Steve Bullock (D) officially announced his presidential effort this week, becoming the 23rd Democratic candidate. Bullock made the argument that he will be an effective national candidate because he’s won two elections in a conservative state and has been able to earn legislative achievements, like Medicaid expansion, in negotiating with Republican leaders.

• Mayor Bill de Blasio: Following Gov. Bullock, New York City Mayor Bill de Blasio released an announcement video at the end of the week making him the 24th Democratic presidential candidate for the 2020 election cycle. His declaration centered around being the candidate for “working families,” and cited the $15 minimum wage, a free pre-K school program, a comprehensive healthcare program that especially covers mental health, and paid sick leave.

• Florida: Former Vice President Joe Biden continues to see strong polling numbers, with the latest data coming from Florida. The Tel Opinion Research organization is reporting its latest results (released May 8; 800 likely Florida Democratic primary voters) that show Biden pulling away from his Democratic opponents on an open-ended ballot test poll. An open-ended ballot test is one where the respondent is not given the candidates’ names. That approach tests for committed strength.
According to Tel Opinion, Biden leads Sen. Bernie Sanders (I-VT), 39-16 percent, with Sens. Elizabeth Warren (D-MA) and Kamala Harris (D-CA) each pulling only five percent support. South Bend (IN) Mayor Pete Buttigieg follows at three percent preference. All of the candidates scored well on the favorability index scale. Biden is viewed positively with an 81:13 percent ratio, where Sen. Sanders’ score is 68:23 percent.

SENATE
• Arizona: Phoenix-based pollster OH Predictive Insights released their latest data from their May 1-2 poll (600 likely Arizona voters) where they queried the respondent universe about the impending Senate race between appointed Sen. Martha McSally (R) and retired astronaut Mark Kelly (D). Though we are more than a year before Arizona’s 2020 late August primary, the chances are strong that the aforementioned will be their respective party standard bearers.
According to the OH poll results, the early race again earns toss-up status. The sample breaks 45-44 percent in Sen. McSally’s favor, which is virtually identical with the firm’s late February poll giving the incumbent a 46-44 percent edge.

Biden’s Drastically Changed Picture

May 9, 2019 — Recent polling has seen former Vice President Joe Biden take full advantage of his announcement tour. While the pre-race appeared to be settling into a battle between Biden and Sen. Bernie Sanders (I-VT), once the ex-VP became an active candidate the picture drastically changed.

Several polls were taken during the last days of April and into early May. The HarrisX research organization and the Morning Consult firm conducted national surveys while Firehouse Strategies/Optimus commissioned Democratic primary polls in three of the first four nomination venues: Iowa, New Hampshire, and South Carolina. All of these polls produced big leads for Biden in contrast to what we were seeing just two weeks ago.

But, Change Research, in a slightly later New Hampshire poll with a larger sample (May 3-5; 864 likely New Hampshire Democratic primary voters), finds Sen. Sanders still on top, 30-26-12 percent over Biden and South Bend (IN) Mayor Pete Buttigieg.

The HarrisX national poll (May 3-4; 440 registered voters in the US) gives Biden a whopping 44-14 percent lead over Sen. Sanders with all others following in single-digits. The third-place finisher, Mayor Buttigieg has only eight percent support. Sens. Elizabeth Warren (D-MA) and Kamala Harris (D-CA) have seven percent and six percent, respectively, while former Rep. Beto O’Rourke (D-TX) has dropped to just three percent, tied with New Jersey Sen. Cory Booker.

The Early Targets

April 3, 2019 — Continuing our early outlook of the 2020 House situation, we can begin by narrowing the field to those districts where Republicans will be concentrating at least their initial efforts in order to reclaim the majority they lost in November.

After the 2016 election, there were 12 districts that supported President Trump but elected a Democrat to the House. After the 2018 midterm, that number rose to 31. For the Republicans to regain the majority, they will need to convert a net 18 seats back to their column, or 19 if the Democrats score a victory in the NC-9 special election to be held later this year in the Charlotte-Fayetteville metro areas in southern North Carolina.

The other two House special elections, PA-12 (May 21) and NC-3 (Sept. 10), unless huge upsets occur, look to remain within the Republican stable of districts.

Of the 31 Trump/House Democrat seats, 16 of them also voted for Mitt Romney over President Obama in 2012. Furthermore, a dozen within this group elected a Republican Representative until the 2018 election. They are:

IL-14 – Rep. Lauren Underwood (D) – Defeated Randy Hultgren (R)
MI-8 – Rep. Elissa Slotkin (D) – Defeated Mike Bishop (R)

OK-5 – Rep. Kendra Horn (D) – Defeated Steve Russell (R)

2020 Senate Review – Part I

March 25, 2018 — Only nearing the end of March in the off-year, already a great deal of early 2020 Senate action has occurred. Thus, it is a good time to begin reviewing all 34 statewide federal races that will adorn next year’s ballot in a three-part series. Today, we look at the first dozen in alphabetical order:

Alabama – Sen. Doug Jones (D) – From the Republican perspective, this could be the most important race in the country. The GOP must convert this seat in order to provide a better cushion to protect their Senate majority.
The 2017 special election became a debacle for the Republicans that allowed Sen. Jones to unexpectedly slip past politically wounded former state Supreme Court Chief Justice Roy Moore. Already, Rep. Bradley Byrne (R-Mobile) and state Auditor Jim Zeigler (R) have announced their 2020 Senate candidacies. Judge Moore claims to be seriously considering running again, which could again create the same adverse situation that previously plagued the Republicans. Toss-up

Alaska – Sen. Dan Sullivan (R) – At this point, there seems little in the way of opposition developing either in the Republican primary or general election against Sen. Sullivan. Safe Republican

Arizona – Appointed Sen. Martha McSally (R) – Another critically important Senate race that has already featured substantial action. Sen. McSally’s appointment came after her defeat in the 2018 Senate race and she faces a difficult campaign ahead to win the 2020 special election. Whoever wins next year serves the remaining two years of the late Sen. John McCain’s (R) final term. The seat next comes in-cycle for a full six-year term in 2022.
Mark Kelly, a retired astronaut and husband of former Rep. Gabrielle Giffords (D-Tucson), has already announced his candidacy and will be a major candidate. In early April, Rep. Ruben Gallego (D-Phoenix), whose ex-wife, Kate Gallego, was just elected Mayor of Phoenix in a special election, is expected to enter the Democratic primary. Since Arizona holds a late August primary, a tough Democratic nomination fight would benefit McSally just as her difficult 2018 Republican primary played to Democratic Sen. Kyrsten Sinema’s advantage. Toss-up
