Herman Cain: “Flavor of the Month” or “The Real Thing?”

For almost three years, former Alaska Gov. Sarah Palin was the darling of many GOP conservatives. Her missteps and her on, and finally off, flirtation with a presidential run helped create a surge of conservative support for Rep. Michele Bachmann (R-MN-6). Texas Gov. Rick Perry’s entrance into the GOP fray nearly coincided with a steep decline in Bachmann’s support. Now, in the wake of his recent poor debate performance Perry has seen his drop in the polls equal the rate of his quick ascendancy to top tier status.

In recent days Perry’s precipitous slide, coupled with former pizza magnate and radio talk show host Herman Cain’s surge are the talk of GOP conservatives.

Cain has topped a bevy of recent straw polls, which, for Republicans, tend to be tests of conservative activists. Cain’s straw poll upset in the early battleground state of Florida surprised the Perry camp and many GOP regulars. His fundraising has apparently picked up substantially and his opinion survey numbers are climbing, too. A recent CBS News survey had the Atlanta businessman in a statistical tie for the lead with former Massachusetts Gov. Mitt Romney.

Is the new Republican frontrunner Herman Cain? He may be at least for this week. Public Policy Polling (PPP) polled Republican primary voters in three very different states last weekend: North Carolina, Nebraska and West Virginia. Each of the three surveys showed Cain leading the way. The polls also showed support for Newt Gingrich increasing, Mitt Romney support holding steady, and a collapse in Rick Perry’s numbers.

Here are the results:

North Carolina: Cain – 27 percent, Romney – 17, Gingrich – 17, Perry – 15, Paul – 6, Bachmann – 6, Santorum – 2 and Huntsman – 2.

Nebraska: Cain – 30 percent, Gingrich – 16, Romney – 13, Bachmann – 10, Perry – 10, Paul – – 5, Santorum – 4, Huntsman – 2

West Virginia: Cain – 24 percent, Gingrich – 18, Romney – 16, Perry – 15, Bachmann – 8, Paul – 6, Santorum – 3, Huntsman – 1

PPP surveyed 400 regular Republican primary voters in Nebraska and 300 primary voters in West Virginia from Sept. 30-Oct. 2, as well as 400 primary voters in North Carolina from Sept. 30-Oct. 3. The margin of error for the Nebraska and North Carolina surveys was +/-4.9 percent, and +/-5.7 percent for the West Virginia survey. These polls were not paid for or authorized by any campaign or political organization.

Cain told the Associated Press on Wednesday, “I am not worried about being the flavor of the week, because we have a whole lot of substance we are putting out there, and Cain supporters do not defect.”

His 9-9-9 tax plan is clearly the central theme of his campaign thus far and seems to be earning him supporters. At the heart of his plan is a promise to scrap the current tax code and replace it with a 9 percent tax on corporations and personal income as well as a 9 percent national sales tax. The sheer simplicity of the change, Cain argues, would boost the economy.

Herman Cain isn’t concerned about being the “Flavor of the Month,” but voters will decide if he’s “The Real Thing.”

Tomblin Withstands Maloney’s Challenge in West Virginia

Acting West Virginia Gov. Earl Ray Tomblin (D) successfully withstood a strong gubernatorial special election challenge from Republican businessman Bill Maloney last night, winning a tight 50-47 percent victory. An overwhelmingly Democratic state in voter registration (53 percent D – 29 percent R), the Mountain State has been voting decidedly Republican in recent national elections. In fact, no Democratic presidential candidate has carried the state since 1996. But, for state contests, the Dems have remained in control as they again did yesterday.

Tomblin will fill the final year of Joe Manchin’s (D) second term as governor. Manchin resigned the office when he was elected to the US Senate last year. He was heavily involved in campaigning for Tomblin and certainly could have made the difference for his Democratic successor in what evolved into a close race. The senator is the state’s most popular elected official.

Polling showed the race closing fast in Maloney’s favor, but it was a question whether his charge was too little, too late. He under-performed in the coal country, which is a good sign for the state’s Democrats. The party’s federal candidates were ravaged here during the 2010 election as a direct result of the President’s Cap & Trade legislation.

Though the GOP, particularly through a $1.8 million Republican Governor’s Association independent expenditure, tried to tie Tomblin directly to President Obama – attacking mostly on healthcare as opposed to Cap & Trade – the strategy came up just short. This may be an example of how an offensive on a federal issue may not necessarily carry over to a state race.

Turnout was very low, just under 25% of the state’s 1.2 million registered voters. An average congressional special election usually broaches participation rates in the 35% range, with statewide contests usually doing better.

Gov. Tomblin is eligible to run for a full term next year. It remains to be seen if Maloney runs again.

Assessing the Nation’s Governors Contests

Often times the trends set in the nation’s governors contests become a precursor to the national presidential elections. This year, four states are choosing chief executives and, if anything, the patterns associated with these races suggest a return to more normal voting behavior. In Louisiana, now becoming a staunch Republican state, Gov. Bobby Jindal (R) is seeking a second term. To date, and candidate filing closes today, he does not even have a major opponent. Jindal is virtually assured a second term.

Next door in Mississippi, Lt. Gov. Phil Bryant who easily won the Republican gubernatorial nomination to succeed two-term Gov. Haley Barbour (R), appears headed for a landslide victory in November over Hattiesburg Mayor Johnny DuPree (D). If successful, Bryant will deliver the fifth consecutive Mississippi gubernatorial election for his party. Kentucky, one of the most loyal of Republican states in the presidential election but a place that almost always elects a Democratic governor, is again falling into a familiar voting pattern. While President Obama trails the top GOP candidates here according to the latest polls, incumbent Gov. Steve Beshear (D) is headed toward an easy re-election this November.

West Virginia, however, is bucking the landslide trend. In a special election to be decided Oct. 4 because Joe Manchin left the governorship to succeed the late Robert Byrd in the US Senate, interim Gov. Earl Ray Tomblin (D) suddenly finds himself in a tight contest against GOP businessman Bill Maloney. The latest Public Policy Polling survey (Sept. 1-4; 708 likely West Virginia voters) gives the Democrat only a 46-40 percent lead, down from his previous double-digit leads. But closer races are becoming a more usual voting pattern for West Virginia, as the state continues to trend more Republican. Expect the campaign to tighten even more as Election Day approaches.

Can these normal gubernatorial elections suggest a return to a more predictable vote in next year’s presidential contest? Quite possibly. If so, expect a much closer result than we witnessed in 2008.

Incumbents Facing Challenges in 2012 – Part II

In concluding our two-part series about House members who will face serious 2012 re-election challenges, below we list 22 more competitive incumbents from states where redistricting has been completed or which is pending but clear.

IN-8 – Larry Bucshon (R) – In attempting to gain a 7R-2D advantage for the delegation, the 8th district of freshman Rep. Bucshon was weakened, from the Republican perspective. Expect competition here, but the new incumbent remains the favorite.

IA-3 – Leonard Boswell (D) / Tom Latham (R) – In the only intra-party pairing of the new election cycle so far, veteran Reps. Boswell and Latham square-off in a marginal district. Mr. Boswell represents more of the new district, but the voting patterns tilt a touch toward Mr. Latham. This race begins as a pure toss-up.

IA-4 – Steve King (R) – The new western-based 4th district is mostly comprised of Rep. King’s current 5th district and part of Mr. Latham’s old 4th. Christie Vilsack (D), wife of former Gov. Tom Vilsack who serves as President Obama’s Agriculture Secretary, already has announced her intention to challenge Rep. King. This will be a competitive race because of Vilsack’s fundraising capability. However, King begins with the decided advantage.

LA-3 – Jeff Landry (R) / Charles Boustany (R) – Louisiana’s loss of a congressional seat pits freshman Rep. Jeff Landry against veteran Charles Boustany in a Republican primary battle. The winner retains the seat. Boustany is the early favorite.

MI-9 – Sander Levin (D) / Gary Peters (D) – Michigan’s loss of a district pairs 15-term Rep. Levin against two-term Rep. Peters. Levin, who will be 80 at the time of the next election, is a retirement possibility. Peters has also tested the waters to run for Oakland County Executive. The winner of this primary battle, should it occur, holds the seat.

MO-2 – Russ Carnahan (D) – The loss of a seat in Missouri has forced Rep. Carnahan either to challenge Rep. Lacy Clay in the 1st district Democratic primary or try to survive in the neighboring Republican 2nd district seat, in open status because Rep. Todd Akin is running for the Senate. Carnahan is competitive here, but will be the underdog.

NH-2 – Charlie Bass (R) – The 2nd district is now more like Vermont than New Hampshire in terms of voting patterns. This means the seat is decidedly Democratic. Rep. Bass regained the position he lost in 2006, but by just one percentage point over Democratic lobbyist Anne McLane Kuster. Redistricting must move only 254 people between the two districts, so Bass’s hopes for a more Republican seat are gone. This is a prime Democratic conversion opportunity.

NY-25 – Ann Marie Buerkle (R) – Though redistricting won’t be completed well into next year, we can count on a competitive race in this Syracuse-based district. Chances are the city will remain intact, meaning it will anchor a seat in the Upstate region. Former Rep. Dan Maffei (D), the man Ms. Buerkle unseated in 2010, has already announced his intention to run again next year.

NC-3 – Rep. Walter Jones (R) – Though Rep. Jones has a safe Republican seat in which to run for re-election, the district has vast new territory for him. Already, retired New Bern Police Chief Frank Palumbo (R) has announced a GOP primary challenge to Mr. Jones. Others could follow suit.

NC-4 – David Price (D) / Brad Miller (D) – The Republican redistricting plan placed two Democratic incumbents in a seat that now stretches from Raleigh to Fayetteville. This will be a difficult primary as each man represents about one-third of this new district. The winner retains the seat for the Democrats.

NC-7 – Mike McIntyre (D) – Redistricting also threw Rep. McIntyre into a difficult district. This will be a top Republican conversion target. Both 2010 GOP nominee Ilario Pantano and state Sen. David Rouzer (R) have announced their intentions to run.

NC-8 – Larry Kissell (D) – Rep. Kissell loses a great number of Democratic votes in this new redistricting plan, making him a tempting GOP target. Three local officials, including one who isn’t from the district, have announced for the seat. Expect more candidates to soon enter the fray.

NC-11 – Heath Shuler (D) – Rep. Shuler may have received the most difficult draw of all, as he now represents the most Republican congressional district in North Carolina. Local District Attorney Jeff Hunt and several local officials already are officially running.

OR-4 – Peter DeFazio (D) – The seat became a touch more Republican in redistricting and Rep. DeFazio raised eyebrows with his comment earlier this week that he is thinking about retirement. Could be competitive in an open situation. Republican Art Robinson, who received 44% of the vote against DeFazio in 2010, is running again.

RI-1 – David Cicilline (D) – Negative stories about Rep. Cicilline’s financial management of Providence when he was mayor has made the freshman congressman potentially vulnerable. Two strong Republican candidates, including 2010 nominee John Loughlin and former state police chief Brendan Doherty, are running. Chances appear high that Cicilline could draw Democratic primary opposition, too.

TN-3 – Charles Fleischmann (R) – Though redistricting is not yet finalized in Tennessee, freshman Rep. Fleischmann in the Chattanooga-based seat will likely face primary opposition. Robin Smith, the local county Republican Party chair who lost to Fleischmann by less than 1,500 votes in 2010, is considering a re-match.

TN-4 – Scott DesJarlais (R) – Mr. DesJarlais, who unseated then-Rep. Lincoln Davis (D) by more than 30,000 votes last November, could see a GOP primary challenge from state Sen. Bill Ketron (R). Sen. Ketron is on the legislative committee in charge of redistricting, which presumably allows him to draw the 4th district to his liking.

TN-8 – Stephen Fincher (R) – Though redistricting is not completed, the 8th district, by virtue of its geographic location in the northwest corner of the state, will likely be competitive in 2012. Mr. Fincher is the first modern-day Republican congressman from this region.

TX-35 – Lloyd Doggett (D) – If the Texas map survives its legal challenges, Rep. Doggett will face a stiff Democratic primary battle in the new 35th District that includes parts of Austin and San Antonio. Already, state Rep. Juan Castro (D), twin brother to San Antonio Mayor Julian Castro (D), has announced he will challenge Doggett.

UT-2 – Jim Matheson (D) – Redistricting will likely put Rep. Matheson in another strongly Republican seat. He already represents the most Republican district held by a Democratic member. Matheson is also a potential statewide candidate. The Republicans will win the seat if he vacates.

WV-1 – David McKinley (R) – Redistricting kept the 1st district largely intact, which is a seat Mr. McKinley can hold, despite it being in Democratic hands for generations before 2010. Ex-Rep. Alan Mollohan, who was defeated in the Democratic primary after 14 terms in office, is a possible candidate in 2012. The Democrats will field a strong challenger here, and this race will be competitive.

WI-7 – Sean Duffy (R) – Mr. Duffy won a seat that was in former Rep. David Obey’s (D) hands for more than 40 years. The district gained Republicans in the re-draw, but Rep. Duffy can expect a stiff re-election challenge from a strong Democrat.

In these two reports (go to our Part I report) we already have isolated 44 incumbents who will face a competitive re-election challenge in either the primary or the general election. Keep in mind that no less than 13 major states still have not completed their redistricting, including Florida, New York, Pennsylvania, and Ohio. Add in at least 26 more open seats and it is conceivable that as many as 90-100 House seats could be contested as the 2012 election hits its stride.

Senate Financials Tell Interesting Stories

The second quarter US Senate financial disclosure summaries are now available and in almost all cases, the incumbents have prepared adequately for their re-election campaigns. Obviously, the size of the state dictates the money range needed to run a viable effort, so the benchmark cash on hand figures differ greatly. All in-cycle incumbents have more than $1.5 million in assets with the exception of Sen. Joe Manchin (D-WV), who possesses $1.279 million. Massachusetts Sen. Scott Brown (R) has the most money in the bank, $9.628 million. The next closest cash on hand figure is Sen. Bill Nelson’s (D-FL) $6.057 million.

The only incumbent with less cash on hand than a challenger is Sen. Dean Heller (R-NV). Rep. Shelley Berkley (D-NV-1) has $2.476 million in her campaign account versus Heller’s $2.272 million. The comparison is a bit unfair, however, because Heller is an appointed incumbent, replacing the resigned Sen. John Ensign (R). Therefore, his Senate incumbency is short-lived and should not be measured comparably to the other in-cycle full-term Senators.

The Senate incumbents having the strongest fundraising cycle to date are Scott Brown ($3.739 million), Bill Nelson ($3.695 million), and Democrat New Jersey Sen. Bob Menendez ($3.581 million). The strongest open seat/challenger fundraisers are Ohio state Treasurer Josh Mandel (R), who still has yet to announce his Senate candidacy, Connecticut Rep. Chris Murphy (D-CT-5), who is seeking retiring Sen. Joe Lieberman’s (I) open seat, and Rep. Denny Rehberg (R-MT-AL) challenging one-term Sen. Jon Tester (D-MT). Mandel raised $2.339 million, Murphy $2.012 million, and Rehberg $1.964 million.

The fundraising and resource components provide some idea as to how competitive some of the projected close races might become. Sen. Nelson, for example, continues to prove he is in solid shape by every measuring instrument. His $6.057 million cash on hand is more than seven times as great as his closest financial opponent, GOP former interim Sen. George LeMieux. Sen. Ben Nelson (D-NE), commonly viewed as the most vulnerable incumbent seeking re-election, raised only $111,000 more than Attorney General Jon Bruning, but leads his chief Republican opponent $2.916 million to $1.265 million in the cash on hand category.

The competitive race that is proving to be the closest, at least in resources, is the Nevada Senate race. There Rep. Berkley shows $2.476 million compared with Sen. Heller’s $2.272 million cash on hand. This race could turn out to be the most hotly contested in the country. Nevada is a tight swing state, both candidates are equally well-known, and they both possess the same quantity of campaign resources. With turnout expected to be high in the presidential election year, the final wave will likely decide this campaign. The same can be said for the Virginia Senate race. There, former Sen. George Allen (R) has raised $2.615 million with $1.649 million on hand. Tim Kaine, the former governor and Democratic National Committee chairman, has raised a similar, but smaller, $2.266 million but has slightly more in the bank, $1.875 million.

As we know, finance tells only part of any political story, but no one denies that the dollar count is a highly important factor of any campaign effort.

Below is a link to a PDF spreadsheet containing the relevant financial numbers for all 33 Senate races being contested in 2012. The only state not recording any figures is Wisconsin. Sen. Herb Kohl (D) is retiring, and no one has yet formally declared their candidacy for the open seat.

Our Rundown of 23 Former Congressmen and Congresswomen Who May Run Again

At this point, early in the 2012 election cycle, nine former members of Congress have announced that they will run again next year. An additional 14 confirm they are considering mounting another congressional campaign effort, but have not yet made a final decision.

Those who have announced their candidacy are highlighted in blue. The names in italics are possible candidates:

Elections are Right Around the Corner

By this time next week, we will know the results of a special congressional election and two statewide primaries. And, on May 24, in upstate New York, another congressional vote follows. We will present an update report on the NY-26 race when that particular election approaches.

Saturday, May 14 – West Virginia Governor:
When Joe Manchin was elected to the Senate last year, he left the governor’s office with two years remaining on his final term. Under a rather ambiguous state succession law, it was determined that state Senate President Earl Ray Tomblin (D) would become acting governor, but a special election would still be held to fill the unexpired portion of the gubernatorial term. The special election winner would serve the remaining 14+ months of the term but would be eligible to run for a full four years in the regular 2012 election.

Because every West Virginia office holder has a free ride for the special election, both parties drew very crowded fields. For the Democrats, aside from Tomblin, Secretary of State Natalie Tennant, state Treasurer John Perdue, state Senate President Jeff Kessler, and WV House Speaker Rick Thompson are all in the field of candidates. When the biggest Republican name, Rep. Shelley Moore Capito (R-WV-2) decided not to enter the race, a plethora of eight Republican candidates jumped into the race, led by former Secretary of State Betty Ireland. Westover Mayor Cliff Ellis and Senate Minority Whip Clark Barnes appear to be among the most serious challengers to Ireland.

Heading into Saturday’s election, it appears that Tomblin has a sizable polling lead among Democrats, as does Ireland for the Republicans. The special general election won’t be until Oct. 4, meaning a rather long special cycle. Should Tomblin win the Democratic nomination as expected, he will begin the special general in the favorite’s position.

Tuesday, May 17 – Kentucky Governor:
While the other elections are all of the irregular variety, the Kentucky vote is regular. The Blue Grass State normally elects its governor and statewide constitutional officers in the odd-numbered years. Tuesday should be a yawner in the governors’ race, however. Gov. Steve Beshear (D) is seeking re-election and remains unopposed for his party’s nomination. Republicans feature three sets of candidates, as gubernatorial and lieutenant governor candidates run as a team, even in primary elections. State Senate President David Williams and his running mate, Agriculture Commissioner Richie Farmer, appear to be the decided front-runners for the GOP nomination.

With a clear financial advantage and the voting history trends decidedly favoring the Democratic candidate in Kentucky governor races, Beshear becomes a prohibitive favorite in the major party match-up with Williams for the Nov. 8 general election. Five other offices: attorney general, secretary of state, state treasurer, state auditor, and agriculture commissioner, will also being decided during this regular election cycle.

Tuesday, May 17 – CA-36 Special Election
California Rep. Jane Harman (D), who resigned her seat early in the term to accept a position with a foreign policy think tank, forced the Democrats to risk a congressional seat mid-term. Fortunately for them, CA-36 is safely Democratic and the new election laws now allow candidates of the same party to qualify for the general election, meaning their prospects of retaining the seat are even brighter. Considering the field of candidates and the Democratic nature of this district (Obama ’08: 64; Bush ’04: 40) it is likely that two specific individuals will qualify for the special general.

Los Angeles City Councilwoman Janice Hahn (D), who previously ran unsuccessfully for the congressional seat in 1998, losing to Republican Steve Kuykendall who then turned around and lost to Harman two years later, and then subsequently lost a statewide Democratic primary for lieutenant governor, should qualify for the special general election. By bringing in $423,000+ by April 27, Ms. Hahn was the leading fundraising in the race and has significant name identification in the region.

Secretary of State Debra Bowen (D), who was just re-elected to her second and final four-year term as a statewide official, hopped into the race to preserve her long-term political future. Bowen represented large portions of this Los Angeles harbor district during her tenure in both the state Assembly and Senate. Bowen raised $338,000 by the same April 27 disclosure filing deadline. Based upon the strength of the candidates and the CA-36 voting patterns, it would be shocking if someone other than these two ladies moves onto the general election. (There are a total of 16 candidates on the ballot: five Democrats, six Republicans, and five Independents.)

As in the other states hosting gubernatorial elections, the length of this special general cycle is also long. The second election is scheduled for July 12th. A Hahn-Bowen general election will be interesting because both candidates are strong and credible with solid name identification. The summer election will likely become hotly contested because both women possess political strengths. Councilwoman Hahn should place first in the primary and begin the special general election as a slight favorite. In any event, the district will easily remain in Democratic hands, regardless of which of their candidates finally claims the seat in mid-July.
