Coronavirus Polling Numbers

June 30, 2020 — The Pew Research Center yesterday released the results of their national poll about how the public is viewing the COVID-19 response, which enables us to put the data in a political context. The polling results contain some good news for both presidential candidates and the respective major party leaders who are attempting to craft national campaign agendas in unique times.

According to the Pew methodology report on page six of their synopsis, the survey was conducted from June 4-10 via “the American Trends Panel (ATP), as created by the Pew Research Center, [which] is a nationally representative panel of randomly selected U.S. adults. Panelists participate via self-administered web surveys.” The ATP has a total of 19,718 adults of which 11,013 were sampled for this poll and 9,654 responded.

The sampling error is reported to be plus or minus 1.6 percentage points, but Asians (8.2), Blacks (5.3), and Hispanics (4.5) were well over the average. While the pollsters show all segments falling between a plus or minus 1.8 and 8.2 error factor, they still list the overall sample rate (1.6 percent) as falling below even the low number on racial segmentation.

The best news for former vice president Joe Biden is that the Trump Administration scores the lowest rating relating to whom and what the respondents trust most about coronavirus information. The administration is believed either almost all (eight percent), most (21 percent), or some of the time (29 percent) by a combined 58 percent of the respondents. In contrast, the Center for Disease Control is the most reliable cited source with a combined 88 percent rating (22 percent almost all; 42 percent most; 24 percent some of the time).

With President Trump and his team scoring low on the believability scale, the better news for his campaign is that fewer people are following the disease coverage closely. Furthermore, it is clear that large segments don’t know what to believe from news accounts of the disease’s effects.

COVID & Redistricting

April 29, 2020 — The deadline for the Census Bureau to release the new population data is March 31, 2021, but with the entire process being delayed due to COVID-19 precautions, the ability to meet the requirement is becoming more difficult by the day. Already, the Bureau has been delayed in dispatching their door-to-door teams necessary in obtaining the responses from people who did not return their mail tabulation form.

The Trump Administration is reportedly suggesting that the March 31 deadline be postponed to sometime in the summer of 2021. If this happens, we will see a series of redistricting problems ignited in the states. First, the political leaders in New Jersey and Virginia, places that have 2021 elections and need their new state legislative lines in place well before that date, would find themselves in a difficult position.

Initially, the two states would certainly have to postpone their primary elections because both nominate their general election candidates in June. Beyond that, it is possible they would have to even postpone their general elections into 2020 or run in the obsolete boundaries that were drawn back in 2011. In either case, we could expect lawsuits being launched from whichever party loses a particular electoral contest.

Other states would be affected, too. Many have legal deadlines in place mandating that the new redistricting maps for state legislature and the US House delegation be adopted before the legislative sessions ends. Most states recess before mid-summer, which would mean special sessions being called if the legislature is to act.

The problem intensifies in the states that are either gaining or losing congressional districts in reapportionment. Currently, it appears that seven states will add seats to their delegations (the best projections suggest that Texas will gain three, Florida two, and Arizona, Colorado, Montana, North Carolina, and Oregon one apiece), while 10 will lose single districts (Alabama, California [for the first time in history], Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island, and West Virginia).

The aforementioned apportionment is based upon calculations released publicly and not, of course, using the actual numbers. Therefore, we could see some differences between these projections and what the formulas actually produce when the Census Bureau finally can produce the updated real figures.

The Campaign Begins

Feb. 8, 2019 — President Donald Trump used his State of the Union Address on Tuesday night to informally begin his re-election drive.

While some theorized that the president might decide not to seek a second term as we got closer to the primaries, the text of his speech told us just the opposite. In fact, instead of being a State of the Union Address, his subject matter and delivery made it closer to a campaign announcement speech.

In addition to using the address to frame the beginning of his re-election effort, the president also outlined what will likely become his key strategic tenets. In other words, he showcased the speech to begin painting the picture of his Democratic opponents that he wants the electorate to see.

It was clear from his emphasis points that Trump intends to create a clear contrast between he and the Democrats, and certainly the future party nominee whomever that may be, by attempting to position himself as the center-right candidate and driving his opponents into the far left ideological realm.

He also displayed the key points that will likely serve as the foundation for his campaign offensive: increasing jobs, economic prosperity, and the number of small businesses; re-emphasizing his America First theme with both the country’s allies and adversaries in relation to foreign affairs and trade issues; and, how the Trump Administration has made the world a safer place because of its foreign policy decisions and initiatives.

The president also used the speech as a tool to put the Democrats on the defensive, and even apparently shocked them at least a couple of times if their initial reaction is any indication.

The Coming New Specials

May 1, 2018 — Just when we thought the number of special elections was lessening when Debbie Lesko won the AZ-8 election last week to replace resigned Arizona Rep. Trent Franks (R-Peoria), new vacancies are popping up.

On Friday, Pennsylvania Rep. Pat Meehan (R-Chadds Ford), who had previously announced his retirement for term’s end, abruptly resigned when learning the House Ethics Committee was going to launch an investigation into the severance payment awarded to one of his staff employees. The source of this particular recompense was the special taxpayer funded congressional account found to cover members’ special staff settlements.

Meehan also pledged to repay the $39,000 payment that is the investigation’s basis within the next 30 days. Now that Meehan has exited the House, the Ethics Committee no longer has jurisdiction. He joins former Texas Congressman Blake Farenthold (R-Corpus Christi) who resigned in early April also to avoid a congressional investigation.

Oklahoma Rep. Jim Bridenstine (R-Tulsa) resigned his seat in late April to accept his position in the Trump Administration as the new NASA Administrator. Pennsylvania Rep. Charlie Dent (R-Allentown) says he will resign his seat at an unspecified date in early May, presumably because he will be accepting a position in the private sector. As we know, the late New York Rep. Louise Slaughter (D-Rochester) passed away on March 16.

Looking at the Governors’ Races

Jan. 25, 2018 — Earlier this month, we set the stage for the Senate and House campaigns. Today, we look at another important election platform, that of the nation’s governors. Though these races will elect people who will obviously determine future individual state policy, most of the 2018 gubernatorial winners will carry redistricting veto power in 2021. Therefore, these elections also carry national implications.

Of the 36 governors’ campaigns, 17 will be open races mostly due to state term limit laws. While the Democrats must protect the preponderance of US Senate seats this year, the opposite situation exists in the governors’ races. Here, Republicans must defend 26 state houses, 13 of which are open seats.

Of the 13 GOP incumbents seeking re-election, three are actually running for governor for the first time. Govs. Kay Ivey (R-Alabama), Kim Reynolds (R-Iowa), and Henry McMaster (R-South Carolina) were all lieutenant governors who ascended to their current position because the person elected in 2014 is no longer in office.

Alabama’s Gov. Robert Bentley (R) was forced to resign as part of a plea bargain arrangement over campaign finance violations. The other two state chief executives, Terry Branstad (IA) and Nikki Haley (SC), accepted positions in the Trump Administration. At this point in the election cycle, all three unelected governors are favored to win a full term.

Special Elections Today

Aug. 15, 2017 — Voters go to the polls today in the long-awaited Alabama special US Senate primary, the first tangible step in permanently replacing Attorney General Jeff Sessions. As we know, Sessions resigned his Senate seat early in the year to accept the top law enforcement position in the Trump administration.

Most of the special election campaign action is on the Republican side, as appointed Sen. Luther Strange (R) fights to secure a run-off position.

With the nine GOP candidates clearly attracting enough support to prevent any one of them from capturing a majority and winning the party nomination outright today, moving to a Sept. 26 run-off vote appears certain. Polling suggests that former state Supreme Court Justice Roy Moore will seize the first run-off position, but with 40 percent or less support. Sen. Strange and Rep. Mo Brooks (R-Huntsville) are fighting for the second qualifying position with the other six candidates lagging behind.

The latest poll from the Trafalgar Group (Aug. 8-10; 1,439 likely Alabama GOP primary voters from more than 50,000 contacts), perhaps the most accurate survey research firm because of their most recent track record, finds Judge Moore capturing 35 percent support, with Sen. Strange far back at 23 percent and Rep. Brooks closing to 20 percent.

Election Day Today

June 20, 2017 — Voters in Georgia and South Carolina complete their special election processes today, with Republicans protecting both vacant US House seats and Democrats trying to make one of them a major national gain. The GA-6 and SC-5 seats of Trump Administration appointees Tom Price of Georgia and Mick Mulvaney from South Carolina have been vacant for months, but will have new representatives as tonight draws to a close.

This is the big one. More than $40 million will be spent in the aggregate for this campaign, more money than ever expended for a single congressional contest. Democrats went “all in” on this contest at the beginning of the special election cycle, using President Trump’s 1.5 percentage point victory performance as a harbinger of a changing Republican district.

Polling shows the race between Democrat Jon Ossoff and Republican Karen Handel as being a dead heat. Ossoff has maintained a slight lead for most of the post-primary period, but the polling sample selections have often over-emphasized the 2016 presidential campaign, which has led to a greater number of Democratic respondents. This, plus the Republicans tending to under-poll in the South could give Handel a better chance than the pure numbers indicate.

Democrats are using this race as proof that they can sweep the mid-term elections, but GA-6 isn’t representative of their coming campaigns. First, they won’t be able to raise and spend $25 million for every congressional race in the 2018 cycle, so the financial aspect skews the outcome. Second, the Democratic spokespeople will make this result, should Ossoff win, a statement suggesting that the voting public is rejecting President Trump. This is only a surface argument because Ossoff’s public positions don’t often mention the chief executive, nor do they espouse liberal economic principles. Therefore, it is likely their post-election victory analysis won’t reflect Ossoff’s actual reasons for winning.
