Early House Outlook – Part III

Jan. 22, 2021 — Continuing with our electoral preview for the US House, today we look at 13 states in the country’s northeastern region. Monday, we conclude in the south.


• Connecticut – 5 Seats (5D)

With all of the Nutmeg State’s five congressional districts venturing past the 700,000 resident mark, each of Connecticut’s CDs appear secure after the state lost a seat in 2010 reapportionment. With Democrats holding the redistricting pen, expect only perfunctory changes in the congressional delegation map with each incumbent being awarded a safe seat. All were re-elected in 2021 within a vote percentage range between 56 and 65.


• Illinois – 18 Seats (13D5R)

Democrats have a big advantage in the Illinois delegation and, with the party leaders in control of the redistricting pen, their edge is positioned to expand. Despite the Republicans holding less than half of the number of Democratic seats comprising the delegation, it is one of the Dem’s members who is likely to be paired with another incumbent.

The state has actually lost population (approximately 250,000 residents) when compared with the 2010 census, meaning Illinois will certainly lose one CD with the outside possibility of dropping two. Since the major population loss is coming from the downstate area, the Democrat map drawers will have little trouble taking the seat from the Republicans and can justify such a draw based upon the region losing so many people. This, even though Rep. Cheri Bustos’ (D-Moline) seat has the lowest population figure in the state.

The Chicago area gives the Democrats some redistricting challenges, however. Three of their metro incumbents, Reps. Marie Newman (D-La Grange), Sean Casten (D-Downers Grove), and Lauren Underwood (D-Naperville) scored re-election percentages of 56.4, 52.8, and 50.7 respectively, meaning all three will be lobbying to add more Democrats to their districts. Their lower win percentages are a clue that the metro districts are already stretched to the maximum from a Democratic perspective, so it’s possible such an over-reach could have backfire potential.


• Indiana – 9 Seats (2D7R)

The nine Hoosier State seats also appear secure from a population standpoint, so Indiana looks to be a sure bet to retain all of its nine congressional districts. One seat to watch from a competitive perspective is that of freshman Rep. Victoria Spartz (R-Noblesville), who won an Indianapolis suburban CD in a tight 50-46 percent margin. Democrats will target her in 2022. All of the veteran incumbents seeking re-election broke the 61 percent mark. Freshman Democrat Frank Mrvan (D-Highland/Gary) succeeded retiring Rep. Peter Visclosky (D) with a 57-40 percent victory margin.


• Maine – 2 Seats (2D)

The Pine Tree State again holds two districts with smaller base population figures for the coming decade, one from the north and the other south. Democrats hold both and will control the redistricting pen but with only approximately 30,000 people needing to move from the southern 1st District (Rep. Chellie Pingree-D) to the northern 2nd (Rep. Jared Golden-D), the map will only change marginally. The 2nd CD is the more competitive seat of the two and will again be contested but the state’s Ranked Choice Voting system tends to give the Democrats an added advantage.


• Massachusetts – 9 Seats (9D)

The Bay State, home to one of the Democrats’ most loyal constituencies in the entire country, will retain its nine districts after dropping a seat in the 2010 reapportionment. All nine Democratic incumbents are safe and will continue to be so. The victory percentage range fell between 58-74 percent for the nine current Democratic incumbents, all but one of whom was running for re-election.


• Michigan – 14 Seats (7D7R)

Michigan redistricting will be different in 2021 with the introduction of a voter-passed redistricting commission. The citizen members will be tasked with reducing the 14-member delegation to 13, and Republicans will likely find themselves on the short end. Rep. John Moolenaar’s (R-Midland) 4th CD looks to be the most vulnerable. The districts in the northern part of the state all must gain population, and with Rep. Moolenaar’s seat being surrounded by the rest, his is the most likely to be split in pieces order to feed the others.

Reps. Elissa Slotkin (D-Holly/Lansing) and Haley Stevens (D-Rochester Hills), with respective 2020 win percentages of 50.9 and 50.2, will be in need of more Democrats that may not be forthcoming. Therefore, we could see a more competitive Michigan congressional delegation at least in the early part of the new decade.

A look at how things might play out in key states in the redistricting tug of wars

Dec. 24, 2020 — Continuing our two-part series of examining reapportionment projections for states expected to lose congressional seats, today we look at an additional four states with CDs on the chopping block: Illinois, New York, Ohio, and Pennsylvania.

At this point, it appears a total of ten states are in the losing category. Yesterday, we covered Alabama, California, Michigan, and Minnesota. The remaining two, Rhode Island and West Virginia, are moving to at-large and two district status, respectively, meaning their new maps become obvious.

The new apportionment, originally due at the end of this year but delayed due to COVID, could be released sometime in January.


Illinois

Illinois is a sure loser and one of the few states where the overall population is less (over 158,000 people) according the latest available numbers (July 2019) than registered 10 years ago. Therefore, Illinois is in the rare situation of losing congressional representation not because the population failed to keep pace with the rate of growth, but rather due to the entity actually having fewer people.

This leads to speculation that the state could lose two seats because even in such a scenario the per district population number would be under 800,000 individuals. A two-seat loss would still render the state with a lesser per district total population figure than some of the other states losing one.

All current 18 Illinois CDs need to gain population even under a one-seat loss scenario. Making such calculations we see that the new rudimentary per district population figure would be approximately 745,401 individuals, less than the number projected for most states. Typically, states losing congressional districts feature much higher numbers. This adds to the speculation that the state could drop a second CD.

If the loss is only one, as the current projection formula suggests, the southern part of the state would appear to take the hit. This means that Republicans, while holding only five of the state’s current 18 districts, would likely lose a seat. Aside from Rep. Cheri Bustos’ (D-Moline) 17th District anchored in the Quad Cities region, which has the largest population number to gain, over 79,000 people, the remaining seven of the top eight districts needing a population increase come from the Downstate region.

The figures suggest that combining the five central and southern districts of Reps. Mike Bost (R-Murphysboro), Rodney Davis (R-Taylorville), incoming freshman Mary Miller (R), Adam Kinzinger (R-Channahon), and Darin LaHood (R-Peoria) into four districts would be the most likely scenario unless the Bustos district is collapsed. Considering that the Democrats control the redistricting process, it is probable that the former scenario would be the one adopted.


New York

Like Illinois, New York, while having slightly more people than they did in 2010 (just over 75,000 more according to July 2019 estimated figures), could be on the cusp of losing two seats. Of their current 27 districts, 24 must gain population. Only the seats of Reps. Hakeem Jeffries (D-Brooklyn), Gregory Meeks (D-Queens), and Adriano Espaillat (D-Bronx) are in the position of shedding residents. All others need a population influx even to reach the approximated 748,213 figure that appears be present at this point for a 26-District model.

As in Illinois, a two-seat loss would still keep the per district number at well under 800,000, much less than other states that are projected to lose congressional representation.

Also as in Illinois, the non-urban area looks to need the largest population gain (meaning Upstate, in this case), would contain the area most prone to lose a seat. This means, also as in Illinois, that the party in a small minority, the Republicans, is most likely the one on the chopping block.

Dec. 14, 2020 — The Daily Kos Elections organization is rapidly going through the election returns to provide a presidential vote depiction for every congressional district. At this point, they are only about a quarter of the way through the country but have already recorded some critical battleground states such as Iowa, Michigan, Nevada, Ohio, and Wisconsin.

Dividing the national presidential vote into individual congressional districts portends better analysis because patterns are easier to decipher and analyze in smaller geographic segments.

In the aforementioned five-state region, 46 congressional districts are housed. Turning to the November election, Republicans won 28 of the US House seats in these states while Democrats recorded 18 victories. Just two of the CDs, both in Iowa, switched parties, and went from Democrat to Republican.

In these decisive states, several interesting patterns became evident. What appears clear, in most instances, is President Trump improving upon his 2016 vote percentages and former vice president Joe Biden surpassing Hillary Clinton’s totals of four years ago in all but four of the 46 congressional districts.

Trump exceeded his 2016 percentage performance in 35 of the 46 districts and failed to do so in 11. This despite the fact that he would lose three of the five states studied in this exercise.

Perhaps the most indicative finding centers around President Trump’s standing when compared with the various Republican congressional candidates in all of the tested districts. The fact that he finished under the GOP congressional candidate’s percentage in 32 of the 46 CDs is significant and the key to understanding why he lost two of the states that he carried in 2016. The totals suggest that Republican elasticity in these 32 districts was greater than what the President achieved.

Such is particularly true in the state of Wisconsin, a place Trump lost this year by just over 20,000 votes of almost 3.3 million ballots cast, or only half a percentage point. When examining the eight Wisconsin federal districts, we see Trump running behind the Republican congressional candidate in all five of the GOP-held districts and in two of three Democratic seats.

Winners & losers in the redistricting tug of wars

Nov. 19, 2020 — In yesterday’s Update, we ended with the paragraph, “Considering the states that are losing and gaining seats, party control, and changing political trends, the Republicans are still likely to lose a small net number of seats in the transfer process despite holding the most redistricting power.”

This statement generated some questions about why the Republicans could lose seats in the apportionment transfer when they hold the balance of power in more states. Today, we delve deeper.

At this point, and remembering these are only estimates that could change when the actual apportionment formula produces the official number of seats that each state will possess, it appears ten seats will move from one state to others. Therefore, it is projected that Texas (3), Florida (2), Arizona, Colorado, Montana, North Carolina, and Oregon will gain districts, while Alabama, California, Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island, and West Virginia will lose a seat apiece. We will now explore each individually:


States That Lose

• Alabama – Even though Republicans have full control and a 6R-1D delegation, the Republicans will take the loss here. The Democratic district is a Voting Rights seat, so the loss will come from the GOP column even though they hold the redistricting pen.

• California – The lopsided California delegation, even with Republicans gaining one to three seats here when the votes are all finally counted, will likely yield the Democrats losing the district. California is a commission state that operates under strict guidelines. Therefore, the mathematics suggest, in what will potentially end as a 43D-10R delegation that the transfer seat loss will come from the Democratic column.

• Illinois – Though the state delegation features only five Republicans from a group of 18 members, the Democrats control the redistricting process here and 10 years ago produced the most lopsided of partisan gerrymanders. Expect them to figure a way for the Republicans to take the one seat loss.

• Michigan – The voters adopted a new redistricting commission, but the composition parameters look to favor the Democrats. Therefore, expect the 7D-7R delegation to recede by one Republican seat.

• Minnesota – This state features the only state legislature where each party controls one legislative chamber. Though this gives the Republicans a seat at the redistricting table, the population loss in the northern part of the state, where they have two seats, will likely result in the 4D-4R delegation lessening by one Republican seat.

The Redistricting Prelude

Nov. 18, 2020 — The Census Bureau continues to make progress in completing the decennial population count and it appears the national apportionment report, which details how many congressional seats each state’s population earns, will be delivered to Congress in early January. Because of COVID, the apportionment process has been slightly delayed since the report typically has a year-end deadline.

Once apportionment is known, states then begin receiving their updated data necessary for drawing new congressional and state legislative districts. The states with the earliest primaries are the first to receive their data so they have adequate time to prepare their new congressional and state legislative boundaries.

In terms of apportionment, it is expected that Texas may gain approximately three seats and Florida two. The other gaining states are likely to be Arizona, Colorado, Montana, North Carolina, and Oregon. Those losing seats appear to be Alabama, California (for the first time in history), Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island, and West Virginia. These estimates are not always completely correct, so this list could change when the actual apportionment is applied and publicly released.

A total of 34 states will draw their new districts solely through the legislative process. The remaining multi-member states operate through a type of commission, either an independent body or one under political control. Seven states are at-large meaning their congressional race is statewide. Rhode Island joins this group in 2021 as it will lose its second seat, while Montana will likely regain the district that was lost in the 1991 reapportionment.

In the Nov. 3 election, Republicans saw a net gain in state legislative seats around the country. Only one state saw its legislative chambers flip, however, the New Hampshire House and Senate moving from Democrat to Republican. This means Republicans will control 61 legislative chambers as compared to the Democrats’ 37. The Nebraska unicameral legislature is elected on a non-partisan basis, but Republicans control that chamber as well.

Republicans will again have the advantage in the states where the legislatures and governors determine the new map boundaries. Democrats, largely under the National Democratic Redistricting Committee that former Attorney General Eric Holder leads, targeted 13 states to protect or gain legislative chambers. They failed in all, as Republicans kept their majorities in each state they previously controlled and flipped New Hampshire to their column.

Sights on 2022: The 52 Percent Club

Nov. 12, 2020 — The 2020 election isn’t officially even in the books yet, but we do have enough info to surmise who might be some of the most competitive early targets in the 2022 elections.

Looking at the non-incoming freshmen House members, we see 24 Democratic and four Republican districts where the incumbent recorded 52 percent of the vote and below. Such a re-election performance paints a target on these members in anticipation of the next campaign.

Redistricting, however, will be a wild card for many members and potential candidates, and some who found themselves locked in close 2020 contests could greatly benefit from a re-draw. Of the 24 Democrats in this category, 10 are located in states that are positioned to lose congressional representation, which could possibly make the affected districts even more vulnerable.

Conversely, three of these incumbents are in states projected to gain additional seats, thus likely making it easier for them to improve their political standing.

Only four veteran Republicans found themselves falling in the 52 percent or below group, and two of the four are from states that will lose congressional representation.

Illinois, Michigan, Minnesota, New York, Ohio, and Pennsylvania are expected to lose seats while look to gain one apiece. Texas could add as many as three to its delegation.

Debate Constituencies

Oct. 1, 2020 — In watching the first presidential debate the other night, the question that was hanging out there was, what was each candidate attempting to achieve in relation to the constituencies he needs to win the national election, and was each successful in achieving their specific goals?

The campaign is breaking down into two distinct issue areas for each man. President Trump wants to concentrate on rebuilding the economy and safety from the unrest in many metropolitan areas, while former vice president Joe Biden is zeroing in on healthcare, most specifically protecting the Affordable Care Act, often referred to as Obamacare, and attacking Trump over his COVID-19 record.

President Trump is attempting to rebuild his winning coalition in the battleground states that concentrated on 2016 economic issues. He did that in last night’s debate by highlighting his administration’s economic record pre-COVID and outlining how he would re-build the national economy moving forward after the related shutdown.

On law enforcement and public safety, an issue area emphasized in an attempt to re-connect with many suburban female voters who have left his coalition since the last election, Trump attacked hard. The president probably scored his strongest points of the night regarding this issue area as he pinned Biden down about the lack of law enforcement groups supporting the Democratic nominee’s candidacy.

Biden was strong in his defense of the Affordable Care Act, and again exposed the weakness in the Republican issue platform because the GOP doesn’t have an alternative plan to what currently exists. The Biden emphasis was also an attempt to target the higher educated suburban voter, and particularly the white, married female.

Additionally, the healthcare line of attack was also geared toward the base Democratic voter who depends on the ACA as their sole provider. Again illustrating that these individuals would lose their healthcare coverage if the Supreme Court were to declare the program as unconstitutional very likely scored political points for Biden within his targeted constituency groups.

In the closing section of the debate, President Trump used his time on the issue of mail voting to express his concerns about ballot security and the length of the post-election period that we will see in many states. Expecting political overtime to last “weeks, if not months,” Trump reiterated that concerns exist about whether we will have a verified election, while citing the many states that experienced problems during the primary season.

Why Arizona is So Pivotal

Does Arizona hold the key in a Trump-Biden election?

Sept. 16, 2020 — For several reasons, the Grand Canyon State of Arizona is possibly the most important state on the political map to determine the ultimate presidential election outcome.

Primarily, Arizona is one of five core states that President Trump must win to form a foundation for a favorable remaining state coalition map. The other four, geographically from west to east, are Texas, Georgia, Florida, and North Carolina. Should Joe Biden break through in any one of these five states, he will likely win the national election.

At this point, Arizona appears to be the most precarious of the Trump core states. While the President’s numbers are improving here, the September polls find him trailing Biden in all six publicly released surveys from a range of one to nine points among likely voters, with a mean average of Biden plus-4, and a median of Biden plus-3.5.

The five states are so critical to President Trump, or any Republican national candidate, because, as a unit, they yield a relatively easy remaining victory map. Carrying the five southern sector domains and assuming no leakage in Ohio or Iowa, and even while not winning Nevada or New Hampshire, the GOP nominee then claims the presidency with a victory in any one of the key Great Lakes states: Michigan, Minnesota, Pennsylvania, or Wisconsin. For a Democrat to win under this scenario, he or she would be forced to sweep the aforementioned quartet.

President Trump won the 2016 Electoral College vote 306-232, which means he can relinquish a net 36 electoral votes in 2020 and still win the national election. Under the scenario of him taking either Wisconsin or Minnesota, along with keeping Arizona, he would defeat Biden with exactly 270 electoral votes. This model also assumes he wins the 2nd Congressional District from both Nebraska and Maine, the two states that split their electoral votes. He won both in 2016. Under this scenario, Michigan and Pennsylvania would go to Biden.

Arizona, now potentially teetering toward the Democrats, is critical to the president’s prospects because Trump cannot afford to trade it for one of the western Great Lakes States, either Minnesota or Wisconsin. Such a loss would force the president to win two of the four Great Lakes, but only one could be Minnesota or Wisconsin since those two states have 10 electoral votes and Arizona has 11.

Therefore, simply put, losing Arizona because of its 11th electoral vote would mean that Trump would be forced to carry either Michigan or Pennsylvania in addition to one of the other three remaining Great Lakes States. A further scenario involving Trump losing Arizona and replacing it with both of the 10-electoral vote states (MN and WI) could result in the election ending in a 269-269 tie. This would force a tiebreaker to be decided in the US House of Representatives.

Let’s look at the chances of Trump winning Arizona by comparing his current standing to where he was at this point in 2016. Looking at the Real Clear Politics polling archives, we find that 19 Arizona polls were conducted during the entire 2016 election cycle. In 2020, just since the July 4th holiday break, 25 surveys were publicly reported in the Grand Canyon State.

Four years ago, at the end of August through mid-September, two individual polls came from Gravis Marketing (Aug. 25-27, 2016) and NBC News/Marist College (Sept. 6-8, 2016). These surveys yielded Trump four and one-point leads, respectively. Shortly thereafter, the trend began to turn Hillary Clinton’s way. The OH Predictive Insights survey (Sept. 28-30, 2016) found the two candidates tied at 42 percent apiece, while Emerson College (Oct. 2-4, 2016) and the Arizona Republic newspaper poll (Oct. 10-15, 2016) detected consecutive leads for Clinton of two and five points.

Therefore, Arizona did not turn toward Trump for good until the Monmouth University survey in late October (Oct. 21-24, 2016), which put him just one point ahead. Going into the election from that point, and remembering the 2016 election was on Nov. 8, Trump led in the final four polls from a two to five-point margin. He would eventually win the actual vote count by 3.6 percentage points, 48.7 – 45.1 percent, meaning a raw vote margin of 91,234 votes of more than 2.573 million ballots cast.

Because of Arizona’s fast population growth, the state has changed in four years. During that interval, the overall population expanded five percentage points to 7,278,717 individuals according to the Census Bureau’s July 2019 estimate, the latest available.

Minorities, specifically Hispanics and blacks, account for approximately 69 percent of the population gain, thus at least partially explaining Biden’s improved prospects in the state. Overall, Hispanics represent 31.7 percent of the overall Arizona population, and blacks 5.2 percent, as compared to the non-Hispanic white position receding to 54.1 percent.

The population changes suggest that this already tight political state will likely become even closer as we head for Nov. 3.

Nevada: A Target?

May 8, 2020 — The Silver State of Nevada, with six Electoral College votes, has been regarded as a swing state in most 21st Century presidential elections, but in projecting the 2020 vote, it is routinely considered as a place destined to land in the Democratic column. But, could Nevada ultimately be in play for President Trump?

With a general election electoral vote map looking ever closer as we move toward November, introducing a new target could drastically change the eventual outcome or at least the campaign focus and strategy.

A new ALG Research poll (April 27-30; 76 likely Nevada general election voters) reports findings that are consistent with virtually all of the 2016 Nevada general election surveys. Last week, the firm found former vice president Joe Biden leading President Trump with a 49-45 percent spread. Such a margin and preference percentages fall into the same realm as all 31 polls conducted in Nevada from May through the November 2016 election.

When ‘16 ended, Hillary Clinton carried the state, but her margin was only 2.4 percentage points, meaning a 27,000-vote spread of more than 1.12 million ballots cast. And, consistent with the large number of polls that concluded a close race within the 40s would be the actual result, Clinton defeated Trump, 47.9 – 45.4 percent, validating the plethora of research conducted over the final five-plus months of that election cycle.

Four years ago, 13 different pollsters conducted the almost three dozen surveys, and in no instance did either Trump or Clinton ever reach the 50 percent plateau. On the other end of the spectrum, in just three instances did one of the candidates dip below 40 percent. Therefore, in 28 of the 31 studies logged within the 2016 Real Clear Politics polling archives, both candidates fell within the 40s, meaning this result occurred over 90 percent of the time. In terms of range, the span stretched from Clinton plus-7 to Trump plus-6, but the average between the two was only 2.7 percent, which is almost exactly the actual final total. This obviously suggests a competitive political battlefield.

Mfume Elected; Ohio Races Set

April 30, 2020 — Maryland held a stand-alone special election Tuesday in the state’s 7th Congressional District to replace the late Rep. Elijah Cummings (D-Baltimore) for the balance of the term. Cummings passed away in October and the original special primary was held on Feb. 4.

With more than 100,000 votes counted and more remaining to be tabulated from the all-mail balloting, former congressman Kweisi Mfume returns to the House with 73 percent of the vote. Mfume defeated Republican nominee Kimberly Klacik who did not have a realistic chance in the heavily Democratic district, but she did manage to raise just about $200,000 for her effort.

Candidates for the full term now move onto the June 2 state primary, an election that was originally scheduled to be held yesterday. Gov. Larry Hogan (R) re-scheduled the primary as part of his series of his COVID-19 disease precautions.

In Ohio, Rep. Joyce Beatty (D-Columbus) was in a competitive primary against Morgan Harper, a former Consumer Financial Protection Bureau official who raised over $800,000 for his primary challenge. The four-term congresswoman had little trouble winning re-nomination, however, as she captured more than 68 percent of the vote. She is now the prohibitive favorite in the general election against banker Mark Richardson in what is a safe Democratic seat.

Reps. Brad Wenstrup (R-Cincinnati), Bill Johnson (R-Marietta), Warren Davidson (R-Troy), Marcy Kaptur (D-Toledo), Mike Turner (R-Dayton), Marcia Fudge (D-Cleveland), Troy Balderson (R-Zanesville), David Joyce (R-Russell Township), and Steve Stivers (R-Columbus) all had minor primary opposition. Each won with between 83 and 94 percent of the vote.

In the 1st District, two Democrats were vying for the opportunity of challenging veteran Rep. Steve Chabot (R-Cincinnati). Healthcare company executive Kate Schroder claimed the primary with an unofficial and likely incomplete 68-32 percent victory over engineer and Air Force Reserve officer Nikki Foster. The 1st District has become more competitive as evidenced in Rep. Chabot’s 51-47 percent re-election victory in 2018. Therefore, we can expect another hotly contested campaign later this year in the Cincinnati area.
