Redistricting After-Effects

Feb. 24, 2022 — As more states complete their redistricting process and additional data becomes available, we are beginning to catch a glimpse of each party’s path to either keeping or re-claiming the House majority in the coming midterm election.

The FiveThirtyEight statistical organization along with the Dave’s Redistricting App operation are the two data groups that are charting each district as the states complete their decennial task of drawing new congressional district boundaries.

At this point, we have usable projection data from the two organizations in 350 of the nation’s 435 congressional districts, meaning newly completed maps in all but eight states. (FiveThirtyEight has not yet analyzed the new North Carolina map because the court has not yet given final approval, but Dave’s App has calculated based upon the version now before the judicial panel.) As an aside, several of the outstanding states are large, including Florida (28 congressional districts), Ohio (15 CDs: map was complete but rejected before the state Supreme Court), and Pennsylvania (17 CDs).

At this point we can see, after analyzing each of the 350 completed districts, that redistricting in and of itself will return only a narrow advantage to one party or the other. Considering the still incomplete outstanding states, it is unclear which political entity may earn a slight advantage once the entire process is finalized. Currently, newly created maps are complete (or pending court approval) in 42 states, including five of the six at-large domains whose single-state districts are included in the aforementioned aggregate number.

The FiveThirtyEight projections and Dave’s Redistricting App agree on party advantage in 344 of the completed districts even though they used different mathematical formulas and election complexion to arrive at their conclusions. Therefore, the assigned D or R-plus ratings from FiveThirtyEight consistently align with Dave’s numerical projections for Democratic and Republican strength in each of the 344 CDs.

Of the six districts where the two organizations disagree over party advantage, in each of the half-dozen CDs, the FiveThirtyEight data has projected a stronger Republican number. Three of the six lie in the state of Michigan.

The conflicting districts are:

(Note: a “New Seat” is one drawn in a state that was awarded an extra seat, or two in the case of Texas, through national reapportionment. A “created seat” is a new open district that came as a result of the redistricting process.)

Totaling the 344 districts where FiveThirtyEight and the Dave’s App are in agreement as to party advantage, the Democrats would gain 12 Republican, new, or created districts; while the GOP would gain 10 Democratic, new, or created seats.

Sights on 2022: The 52 Percent Club

Nov. 12, 2020 — The 2020 election isn’t officially even in the books yet, but we do have enough info to surmise who might be some of the most competitive early targets in the 2022 elections.

Looking at the non-incoming freshmen House members, we see 24 Democratic and four Republican districts where the incumbent recorded 52 percent of the vote and below. Such a re-election performance paints a target on these members in anticipation of the next campaign.

Redistricting, however, will be a wild card for many members and potential candidates, and some who found themselves locked in close 2020 contests could greatly benefit from a re-draw. Of the 24 Democrats in this category, 10 are located in states that are positioned to lose congressional representation, which could possibly make the affected districts even more vulnerable.

Conversely, three of these incumbents are in states projected to gain additional seats, thus likely making it easier for them to improve their political standing.

Only four veteran Republicans found themselves falling in the 52 percent or below group, and two of the four are from states that will lose congressional representation.

Illinois, Michigan, Minnesota, New York, Ohio, and Pennsylvania are expected to lose seats while look to gain one apiece. Texas could add as many as three to its delegation.

Setting the 2020 Stage – Part II

Dec. 4, 2018 — Continuing with our look at what will likely be the top 2020 Republican conversion targets, below are the remaining nine districts on our list:

  1. NM-2 (Rep-Elect Xochitl Torres-Small; 51-49 percent):
  2. In 2008, when then-Rep. Steve Pearce (R-Hobbs) left the district for an unsuccessful statewide run, the Democrats converted the district. Pearce re-appeared for the 2010 congressional wars and returned the 2nd District to the Republican column. Could history repeat itself? It’s a possibility. Attorney Xochitl Torres-Small just got by state Rep. Yvette Herrell (R-Alamogordo) in a tight finish that turned the Democrat’s way at the very end.
    With Pearce again losing a statewide bid, he is already saying that he would consider yet another congressional comeback. If he decides to run again, this will be a top-tier race from the beginning of the 2020 election cycle to the end.

  3. NY-19 (Rep-Elect Antonio Delgado; 49-46 percent):
  4. Freshman Rep. John Faso (R-Kinderhook) fell to newcomer Anthony Delgado (D) in a clear ideological contrast race between a conservative and a liberal. Though Rep. Faso strategically tried to paint Delgado into a Democratic Socialist corner, the move failed as the challenger scored a 7,543-vote victory, which is far beyond recount territory. It is unclear whether Faso will file for a re-match in 2020, but this district, which has voted more Republican than Democratic over the years, will attract a top-tier challenger regardless of what he decides.

NH Predictions Hold; Forbes in VB

Feb. 10, 2016 — New Hampshire voters went to the polls yesterday for the long-anticipated New Hampshire presidential primary. A plethora of pre-primary political surveys suggested that Donald Trump and Sen. Bernie Sanders would win the respective Republican and Democratic primaries there. And they were right.

Though the media gives undue attention to this first-in-the-nation primary in relation to its size, long-term momentum is often built in the Granite State. For Republicans, New Hampshire possesses only 23 delegates (from a universe of 2,472), 20 of which are apportioned by today’s vote. On the Democratic side, this primary awards 32 delegates from an overall universe of 4,763.

With Trump placing first as the last 10 public polls all suggested –- in margins from nine to 21 points – he leads the pack of GOP candidates with a cumulative 18 total delegates even when combining his New Hampshire and Iowa totals. This still is less than two percent of the number that he, or any other contender, needs to clinch the nomination.

Democrats Cheer Virginia Redistricting Decision; VA-3 to be Redrawn

June 10, 2015 — Last October, an Eastern District of Virginia special three-judge panel declared VA District 3 (Rep. Bobby Scott, D-Richmond/ Norfolk) unconstitutional. According to the ruling, the draw packed African Americans, thereby diluting the black community’s influence in other districts even though the map was constructed to the dictates of the Voting Rights Act and previous court decisions.

The Republican appeal went to the US Supreme Court, which in turn sent the congressional plan back to the court of origination in order to determine the next course of action. The Supreme Court is using an Alabama state legislative case to chart new ground in relation to minority district redistricting and appears to be returning maps from cases before them back to the lower courts with instructions to add specifics.

The federal Virginia panel took action late last Friday and sent the map to the legislature with instructions to re-draw the 3rd District. As is the case with all redistricting, changes to one CD will affect at least two and possibly several districts. Most likely, Rep. Randy Forbes (R) will find his 4th District significantly changed, much to his chagrin.

Dems Eye House Takeover

Considering the events of the past few weeks, Democrats are now buoyed over their improved chances of wresting the House majority away from the Republicans next year. Most of the early election cycle analysis has been about the Republicans’ chances in the Senate, but the Democrat’s offensive in district elections certainly deserves further attention.

First, a series of MoveOn.org government shutdown polls in Republican-held congressional districts, 61 to be exact, showed most of those particular GOP incumbents to be already trailing a generic Democrat candidate.

Second, the death of Rep. Bill Young (R-FL-13) opens one of 16 seats that in 2012 voted both for President Obama and a Republican congressman. The special election format could further aid the Democrats in their quest to win this seat.

Third, the surprise retirement announcement from sophomore Rep. Tim Griffin (R-AR-2) puts a “Lean Republican” seat into play that had previously elected a Democrat in every term since 1982, consecutively, until the current incumbent won in 2010.

Fourth, the Democratic Party leaders report that their House candidate recruitment has substantially improved.

Though the cumulative effect of these recent events has, at least for the short term, improved the Democrat’s prospects, substantial hurdles remain to be overcome if they are to gain the net 17 seats needed to claim a one-seat majority.

The Dems’ top impediment is the small number of open seats (20), which feature only four currently competitive Republican incumbent-less seats. Therefore, the number of realistic conversion opportunities is modest. In the last cycle, by comparison, the number of open seats was a huge 62.

Second, the Democrats must defend at least 18 of their own seats where Republicans themselves have strong, or relatively strong, conversion opportunities. Realistically, the Dems will have to sweep this category to have any real chance of regaining chamber control.
