Huge Missouri Polling Swing

April 6, 2021 — Two new Missouri Senate surveys are about as divergent as polling gets.

For background purposes, former Missouri Gov. Eric Greitens (R) received a great deal of media attention when he declared for the Senate during the latter part of March, just after incumbent Roy Blunt (R) announced his retirement. Much of the coverage dealt with Greitens’ 2017 sex scandal that forced him from office. Just days later, Attorney General Eric Schmitt (R) went public with his plans to challenge the disgraced former governor for the 2022 Republican nomination.

With so much early attention being paid to the race, two pollsters fielded surveys during the same period, but their ballot test numbers drew very different conclusions. Fabrizio, Lee & Associates interviewed 400 likely Republican primary voters during the March 23-25 period. The Remington Research Group conducted their interactive voice response study within the same time frame, March 24-25, but their sampling universe was a much larger 1,041 Missouri likely Republican primary voters.

Fabrizio Lee puts Greitens in far better position than Remington Research. They see the ex-governor leading AG Schmitt by a whopping 48-11 percent margin with unannounced potential contenders Reps. Ann Wagner (R-Ballwin) and Jason Smith (R-Salem) posting support percentages of nine and seven, respectively.

Conversely, Remington Research finds a very close race. Their ballot test finds Greitens leading AG Schmitt, by only a single percentage point, 40-39 percent. Adding the other potential candidates, Reps. Wagner and Smith along with Reps. Billy Long (R-Springfield), Vicky Hartzler (R-Harrisonville) and St. Louis businessman John Brunner, we see a 31-18-12-9-8-6-2 percent division with Greitens and Schmitt leading the pack with Reps. Wagner, Smith, Hartzler, and Long trailing respectively. Brunner, who has previously lost two statewide races, tracks at only two percent support.

In the head-to-head pairing with Greitens and Schmitt, the geographic segmentation between the two candidates virtually mirrored the statewide 40-39 percent split in Columbia, Joplin, and Cape Girardeau. We see a much different result in Kansas City, St. Louis, and Springfield, the state’s largest population centers. Greitens built a 46-35 percent lead in Springfield and a 43-38 percent edge in Kansas City. Schmitt, however, had the advantage in his home area of St. Louis, 43-34 percent.

Severe breaks occur when an ideological prism is placed over the two candidates. Among those in the survey universe who self-identify as very conservative, Greitens has a 48-34 percent lead. For those who say they are somewhat conservative, the margin tightens: Greitens, 41-37 percent. When looking at the moderate-progressive segment, the outcome substantially flips: Schmitt, 51-21 percent.

Scandal-Tainted Ex-Gov. Eric Greitens Declares for Senate in 2022

March 25, 2021 — Former Gov. Eric Greitens, originally threatening to challenge Sen. Roy Blunt in the 2022 Missouri Republican primary, launched his US Senate campaign Tuesday for what is now an open seat. Sen. Blunt’s decision to not seek re-election obviously drastically changes the Missouri political landscape and opens the door for what could be a nasty GOP primary with a potential ending that could jeopardize what should be a relatively safe Republican seat.

Greitens first ran for office as a conservative retired Navy SEAL and author in 2016, coming from behind to win the Republican nomination for Missouri governor against a crowded field.

Cast as an underdog in that year’s general election to then-Democratic Attorney General Chris Koster, polls suggested he would lose from beginning to end. On election night, however, Greitens scored a 51-46 percent upset victory simultaneously with Donald Trump winning the presidency and Sen. Blunt being re-elected in a close fight.

After attaining the governorship, events turned against the fledgling politician. Reports began surfacing that he, as a married man, was having an affair with his hairdresser. Allegations then came forward that he had briefly held her against her will, taking pictures of her in compromising positions and blackmailing her with threats to make the photos public.

Soon after, Greitens was indicted, and largely due to poor relations with legislative leaders in his own party who were even beginning to prepare impeachment articles, it became evident that a year and several months into his term a forthcoming resignation appeared inevitable. He left office on June 1, 2018.

Later, the charges against him were dropped mostly due to prosecutorial misconduct matters that forced the government to forfeit its case. Despite never being convicted, the sordid affair situation can certainly reappear in a new political campaign. Early analysis suggests that a Greitens victory in the Republican primary could cause the party to potentially lose the seat in the 2022 general election.

The primary situation could be exacerbated if the GOP field becomes crowded as is usually the case in an open race for a seat under the party’s control. Those reported to be considering the Senate race are state Attorney General Eric Schmitt, and US Reps. Ann Wagner (R-Ballwin/St. Louis County) and Jason Smith (R-Salem), among others. Such a split field could allow Greitens to again win the party nomination with only a plurality.

Missouri Sen. Roy Blunt to Retire

March 10, 2021 — Missouri Sen. Roy Blunt (R) announced via video yesterday that he is not seeking a third term next year. He will conclude an era of elected public service that spanned 14 years in the House in addition to completing a dozen years in the Senate. Prior to his federal career, he served as Missouri’s secretary of state, was the Greene County clerk, ran for governor, and saw his son elected governor.

The Blunt exit brings the number of Republican open Senate seats to five and could soon go to seven if Sens. Chuck Grassley (R-IA) and Ron Johnson (R-WI) follow suit. Sen. Grassley will turn 89 years of age before the next election, and Sen. Johnson originally made a two-term promise when he first ran in 2010. The other announced GOP retirees are Sens. Richard Burr (NC), Pat Toomey (PA), Rob Portman (OH), and Richard Shelby (AL).

Without Sen. Blunt in the 2022 race, we can expect a contested Republican primary. Potential candidates include Lt. Gov. Mike Kehoe, Secretary of State Jay Ashcroft, the son of former senator and US Attorney General John Ashcroft, and US Reps. Ann Wagner (R-Ballwin/St. Louis County), Blaine Luetkemeyer (R-St. Elizabeth/Jefferson City), Sam Graves (R-Tarkio/St. Joseph), Billy Long (R-Springfield), and Jason Smith (R-Salem/Southeast MO) among others.

Resigned Gov. Eric Greitens, who was forced from office due to a sex scandal, was beginning to talk about launching a primary against Sen. Blunt, so in an open-seat situation he will be another person whose name will regularly surface.

We’re seeing almost the opposite response among Democrats. The initial public comments from two of the most well-known Missouri Dems, former Sen. Claire McCaskill and 2016 nominee Jason Kander, who held Sen. Blunt to a tight 49-46 percent win in 2016, both immediately indicated that they will not run in 2022. Thus, a previously announced Senate candidate, former state Sen. Scott Sifton, apparently becomes the early leader for the party nomination.

Early House Outlook – Part II

Jan. 21, 2021 — Continuing with our electoral stage preview for the US House, today we look at 12 states in the country’s central region. Tomorrow and the following Monday, we move further east.


• Arkansas – 4 Seats (4R)

Arkansas holds four Republican districts, and the GOP controls the redistricting pen. They will obviously attempt to draw a new map that protects all four incumbents, and they should be able to do so with relative ease as the state continues to move toward the ideological right.

Arkansas had previously received Justice Department approval to draw a map where all of its 75 counties whole within the individual congressional districts, and thus exceeding the plus-or-minus one individual congressional district population variance requirement.


• Iowa – 4 Seats (1D3R)

Iowa has a hybrid redistricting system. The legislature voluntarily cedes power to a particular legislative committee, which then draws the four congressional districts based upon a mathematical population algorithm without regard to incumbent residences or political preferences. The legislature must then approve or reject the map without amendment.

The current map has produced competitive districts as is evidenced in the 2nd District being decided by just six votes in the 2020 election. Three of the state’s four CDs have seen both Republican and Democratic representation during this decade. It is likely we will see the process produce a similar map later this year.


• Kansas – 4 Seats (1D3R)

Both parties have seats at the redistricting table as Republicans control the state House and Senate while Democrats have the governorship. Republicans will attempt to at least protect the status quo but Democratic Gov. Laura Kelly can be expected to hold out for a 2R-2D plan. Any prolonged impasse will send the map to either a state or federal court in order to produce an interim map for the coming 2022 election.


• Louisiana – 6 Seats (0D4R; 2 Vacancies)

The more immediate political task Louisiana sees is filling its two vacant congressional districts. The New Orleans-Baton Rouge 2nd District has no representation because Rep. Cedric Richmond (D-New Orleans) resigned to accept a White House appointment from the Biden Administration. Rep-Elect Luke Letlow (R) tragically passed away after his election and before he was officially sworn into office. Therefore, both seats will be filled in a two-tiered March 20/April 24 special election calendar.

Republicans control the legislature, but Gov. John Bel Edwards (D) holds the veto pen. The number of seats will remain constant since the population appears relatively even through the state’s six districts. The 1st (Rep. Steve Scalise-R) and the 6th (Rep. Garret Graves-R) are over-populated while the 4th (Rep. Mike Johnson-R) and the 5th (Letlow vacancy) will need to gain residents.

The Decisions Within the Election

Oct. 30, 2020 — The 2020 election cycle has been unique in many ways, but a series of significant decisions, typically through judicial rulings, will likely have a long-lasting effect upon the way the various states administer their elections.

Expanded early voting is likely here to stay. With more than 66 million people already voting through Wednesday, we can expect the states to continue with this relatively new process. Currently, only four states do not have some form of early voting.

Whether we see a continuance of the post-election ballot reception period may be another matter. There is likely to be controversy over this practice that 21 states will feature beginning next week. If the presidential race is close and gets bogged down in the political overtime, the negative aspects of counting votes that come in after the election could come to the forefront.

We have also seen changes in some states, most of which came in previous years, over their primary voting procedures. With reapportionment and redistricting on the political horizon, we are seeing states place measures on Tuesday’s ballot that could bring even more change to electoral systems around the country.

According to research presented from the University of Virginia’s Dr. Larry Sabato’s Crystal Ball publication and the Ballotpedia organization, voters in nine states will be deciding measures that could alter even further the way future elections are conducted. As we have seen develop, states adopting changes lead to further states following suit. Therefore, if many of the measures receive voter approval Tuesday, other states may also begin adopting some of these practices.

We start with states potentially changing their primary systems to a variation of the jungle primary system. Currently, Louisiana, where the procedure began, California, and Washington use the top-two qualifying system. In those states, all candidates are placed on the same primary ballot and the top two vote-getters advance to the general election irrespective of political party affiliation. Louisiana can elect a candidate outright if he or she receives majority support in the primary election because the state schedules the primary concurrently with the national general election.

Voters in Florida have a ballot proposition to decide if they want their state to adopt the jungle primary system. The Sunshine State voters are also considering a proposition that would allow changes voted through initiative only to take effect if the measure passes in two general elections. Therefore, should this latter idea attain approval, it, and all of the other passed measures, would be delayed until they again pass in a subsequent election.

Alaska voters are looking at another variation of the jungle primary. They are considering a measure where the primary would produce four finishers, thus setting up multi-candidate general elections.
