Rep. Omar’s Interesting — And Challenging — Open Minnesota Primary Approaching on Aug. 11

Aug. 3, 2020 — In the congressional district where the George Floyd killing that ignited massive demonstrations around the country occurred, Minnesota’s controversial 5th District Congresswoman Ilhan Omar faces a serious Democratic primary challenger in the state’s Aug. 11 primary.

There has been political talk and news coverage that Rep. Omar, who has become a national political figure and one of the symbols of the Democratic Party’s leftward lurch, could be threatened in this primary election; there are some outward signs that attorney Antone Melton-Meaux has a chance to deny her re-nomination. On the other hand, the only available published poll finds the congresswoman well ahead suggesting there is little chance she would be defeated.

Melton-Meaux has attracted funding from around the country and raised a huge amount — $3.7 million. Since the district is geographically small and covers the city of Minneapolis with population slivers from two adjoining counties, Ramsey and Anoka, the local media market is very efficient for this contest, and he has been using it extensively. Since Minnesota has an open primary – a state that doesn’t register voters by political party meaning people can vote in the primary of their choice – there are few ad viewers who can’t vote in this primary. Therefore, such a system adds a type of wild-card flavor to the campaign.

Minnesota: A Player

May 27, 2020 — Most of this year’s political attention will be focused on the presidential election’s top tier states of Arizona, Florida, Georgia, Michigan, North Carolina, Pennsylvania, Texas, and Wisconsin, but a second-tier domain could also become a political player, at least according to a new poll.

Mason-Dixon Polling & Strategy, surveying for the Star Tribune newspaper, along with Minnesota Public Radio and KARE Television Channel 11 (May 18-20; 800 registered Minnesota voters) finds former vice president Joe Biden, as expected, leading President Trump. The margin between the two contenders, however, is a relatively close 49-44 percent.

Minnesota has been the most loyal domain for Democratic presidential nominees. The last time the state’s electorate voted Republican for the nation’s top office occurred all the way back in 1972 when President Richard Nixon carried the North Star State over then-Sen. George McGovern (D-SD). In 1984, President Ronald Reagan came close to beating former vice president and ex-Minnesota senator Walter Mondale but fell 3,761 votes short. The next closest Republican finisher was President Trump in 2016, losing in a 1.5 percentage point spread.

The Trump campaign has already said publicly they plan to make Minnesota a target, along with New Hampshire – another Hillary Clinton state that was close (46.8 – 46.5 percent) – a result that would give Trump a huge boost if he were to convert any state that went against him four years ago.

The Mason-Dixon Minnesota poll divides in stark fashion. The Minneapolis-St. Paul area, specifically noted as Hennepin and Ramsey counties in this survey, breaks for Biden, 62-29 percent. The rest of the metro area, defined as the Twin Cities’ outer suburbs, posts a much closer 48-44 percent Biden edge.

Nevada: A Target?

May 8, 2020 — The Silver State of Nevada, with six Electoral College votes, has been regarded as a swing state in most 21st Century presidential elections, but in projecting the 2020 vote, it is routinely considered as a place destined to land in the Democratic column. But, could Nevada ultimately be in play for President Trump?

With a general election electoral vote map looking ever closer as we move toward November, introducing a new target could drastically change the eventual outcome or at least the campaign focus and strategy.

A new ALG Research poll (April 27-30; 76 likely Nevada general election voters) reports findings that are consistent with virtually all of the 2016 Nevada general election surveys. Last week, the firm found former vice president Joe Biden leading President Trump with a 49-45 percent spread. Such a margin and preference percentages fall into the same realm as all 31 polls conducted in Nevada from May through the November 2016 election.

When ‘16 ended, Hillary Clinton carried the state, but her margin was only 2.4 percentage points, meaning a 27,000-vote spread of more than 1.12 million ballots cast. And, consistent with the large number of polls that concluded a close race within the 40s would be the actual result, Clinton defeated Trump, 47.9 – 45.4 percent, validating the plethora of research conducted over the final five-plus months of that election cycle.

Four years ago, 13 different pollsters conducted the almost three dozen surveys, and in no instance did either Trump or Clinton ever reach the 50 percent plateau. On the other end of the spectrum, in just three instances did one of the candidates dip below 40 percent. Therefore, in 28 of the 31 studies logged within the 2016 Real Clear Politics polling archives, both candidates fell within the 40s, meaning this result occurred over 90 percent of the time. In terms of range, the span stretched from Clinton plus-7 to Trump plus-6, but the average between the two was only 2.7 percent, which is almost exactly the actual final total. This obviously suggests a competitive political battlefield.

COVID & Redistricting

April 29, 2020 — The deadline for the Census Bureau to release the new population data is March 31, 2021, but with the entire process being delayed due to COVID-19 precautions, the ability to meet the requirement is becoming more difficult by the day. Already, the Bureau has been delayed in dispatching their door-to-door teams necessary in obtaining the responses from people who did not return their mail tabulation form.

The Trump Administration is reportedly suggesting that the March 31 deadline be postponed to sometime in the summer of 2021. If this happens, we will see a series of redistricting problems ignited in the states. First, the political leaders in New Jersey and Virginia, places that have 2021 elections and need their new state legislative lines in place well before that date, would find themselves in a difficult position.

Initially, the two states would certainly have to postpone their primary elections because both nominate their general election candidates in June. Beyond that, it is possible they would have to even postpone their general elections into 2020 or run in the obsolete boundaries that were drawn back in 2011. In either case, we could expect lawsuits being launched from whichever party loses a particular electoral contest.

Other states would be affected, too. Many have legal deadlines in place mandating that the new redistricting maps for state legislature and the US House delegation be adopted before the legislative sessions ends. Most states recess before mid-summer, which would mean special sessions being called if the legislature is to act.

The problem intensifies in the states that are either gaining or losing congressional districts in reapportionment. Currently, it appears that seven states will add seats to their delegations (the best projections suggest that Texas will gain three, Florida two, and Arizona, Colorado, Montana, North Carolina, and Oregon one apiece), while 10 will lose single districts (Alabama, California [for the first time in history], Illinois, Michigan, Minnesota, New York, Ohio, Pennsylvania, Rhode Island, and West Virginia).

The aforementioned apportionment is based upon calculations released publicly and not, of course, using the actual numbers. Therefore, we could see some differences between these projections and what the formulas actually produce when the Census Bureau finally can produce the updated real figures.

March 12, 2020 — We have now seen US Senate primaries occur in five states with another six completing the filing process. In 15 instances, we already have either the general election pairings officially or unofficially set, though the Massachusetts Democratic primary on Sept. 1 is effectively the only determinative election.

Biden Scores, Bloomberg Out;
State Primary Results

Joe Biden captured the lion’s share of the delegates on Super Tuesday.

March 4, 2020 — Former vice president Joe Biden, with a strong close from his South Carolina victory on Saturday, captured the lion’s share of the delegates on Super Tuesday and has re-established himself as the front-runner for the Democratic presidential nomination.

Biden placed first last night in 10 states, and surprisingly topped the field in Massachusetts and Maine, right in the backyard of Sens. Bernie Sanders (I-VT) and Elizabeth Warren (D-MA). He also placed first in Minnesota where home-state Sen. Amy Klobuchar had been leading. Her endorsement of Biden clearly helped propel him to the top position. In 2016 against Hillary Clinton in Minnesota, Sanders notched a 61 percent win. Last night his popular vote percentage was only 29.9 percent.

Though the former vice president carried the day in 10 states, one still must receive a majority of the delegate votes to win the presidential nomination. He exceeded the 50 percent mark in only two of the states, Alabama and Virginia.

Sen. Sanders, disappointingly for him, placed first in only four states, his home base of Vermont, and California, Colorado, and Utah. Former New York City mayor Michael Bloomberg did very poorly after spending reportedly as much as $700 million from his own fortune. He placed first in America Samoa and qualified for delegates in just eight of the 15 Super Tuesday voting entities. This morning, Bloomberg announced his withdrawal from the race and endorsed Biden.

The Green Papers organization ran full delegate extrapolation tables based upon the preliminary results in both the at-large and congressional district votes. Delegates are earned by exceeding 15 percent in both categories from each state. Totaling all 19 entities that have now voted, Biden would lead the national delegate count with an unofficial 667 bound delegate votes as compared to Sen. Sanders’ 581.

Bloomberg earned only an unofficial 141 delegate total and Sen. Warren just 76. The remaining 34 delegates were split among three others including Rep. Tulsi Gabbard (D-HI) who won a vote yesterday in American Samoa. These numbers will adjust as official vote totals are reported. California, where potentially more than 2 million votes remain to be counted, will substantially alter the totals once the state’s laborious counting process ends in the next several weeks.

Clearly, Biden is the big winner on Super Tuesday, and the night proved very disappointing for Sen. Sanders. Where the race goes now remains to be seen, but Biden winning on the first ballot in Milwaukee at the Democratic National Convention now seems to be the most likely unfolding scenario.

Super Tuesday Has Arrived

March 3, 2020 — The election landscape has changed since Saturday with former mayor Pete Buttigieg, Sen. Amy Klobuchar (D-MN), and billionaire Tom Steyer all exiting the race. Sen. Klobuchar endorsed former vice president Joe Biden as did Buttigieg in an announcement last night.

How do these developments and an obvious Joe Biden resurgence affect today’s vote? Maybe not as much as meets the eye. With the early voting processes well underway, and even completed in some states, the late-breaking political news and happenings will influence far fewer voters.

In fact, the three largest states with primaries today, California (415 first-ballot delegates), Texas (228), and North Carolina (110), all have extensive early voting options and large percentages of their voters have already cast their ballots meaning Biden’s sudden upswing in momentum after his South Carolina victory on Saturday night won’t sway them.

In California, more than 2 million people have already voted, which may translate into as much as one-third of the total Democratic presidential primary turnout. In 2016, more than 5.1 million people voted in the Hillary Clinton-Bernie Sanders race in June of that year. Returning to today, more than one million have already voted in Texas, and 800,000-plus have cast their ballots in North Carolina.

Thirty-eight states have some form of early voting, even if it is merely an in-person absentee system like those found in Minnesota and Virginia. For Super Tuesday, of the 14 states with primary elections today, only Alabama and Colorado have no early voting. The latter state fully conducts all-mail balloting but has no pre-election process in which to submit votes.

Looking at the current political map, though the establishment is making moves to coalesce behind Biden, the latest polling suggests that Sen. Sanders leads in nine primaries today and it’s possible, even with the candidate departures, that as many as three contenders in almost all of the states could still qualify for delegate apportionment.

Today will also mark the first time that former New York City mayor Michael Bloomberg’s name will be on the ballot and how he fares will be telling. Depending upon how many votes he takes could prevent one of the leading candidates from securing majority support, meaning the race evolving into a contested national convention is still a possibility.
