California Redistricting: Big Shake-up

The new California Citizens Redistricting Commission (CCRC) released their proposed congressional map late Friday afternoon and the early numbers suggest that 30 of the 53 current incumbents will have districts with at least 40% new constituents. Three incumbents, Reps. Gary Miller (R-CA-42), Rules Committee Chairman David Dreier (R-CA-26) and Energy & Commerce Ranking Minority Member Henry Waxman (D-CA-30) will all have districts that are more than 70 percent new. Rep. Linda Sanchez (D-CA-39) will see a new seat with 69 percent new territory.

Tomorrow we will have a full analysis on the new map in a Tuesday morning PRIsm Redistricting Report, but it appears that the Democrats will be in position to improve upon their already lopsided 34D-19R edge. Many believed the Republicans would have a better chance to remain steady or even increase their position under the commission process rather than through the Democratic-dominated state legislature, but that doesn’t appear to be the case.

Several members are paired, as will be detailed tomorrow, but it appears that Rep. Gary Miller and Chairman Dreier are in the toughest re-election positions, along with Rep. Brian Bilbray (R-CA-50). Many Democrats are drawn into substantially new districts, but most of the newly configured districts are safe for the Democratic Party. The Central Valley region appears to be where the Democrats may have the toughest time holding all of their seats because some of the Fresno area districts look to be swing.

The CCRC is comprised of five Democrats, five Republicans, and four Independents. To pass a map, four Democrats, four Republicans, and three Indpendents have to vote in favor. The proposed congressional map attracted unanimous support from the 14 members. The maps are now open for public comment. A final vote will occur on or before August 15th.

Draft Rick Perry?

A surprising group of people have formed a presidential draft committee for Texas Gov. Rick Perry. Though the Republican four-term chief executive has said he is not running for president, five California Republican state legislators think he should. The group, led by northern California Assemblyman Dan Logue and four of his colleagues, say they want Perry to run because of his strong job creation record. Logue and a delegation of Golden State legislators recently traveled to Austin to meet with Perry and others to determine why Texas is adding employment and California is hemorrhaging business opportunities. The draft committee founders believe the Perry policies that have led to 165,000 new Texas jobs being created during the past three years, while California has lost a commensurate 1.2 million positions, is the type of leadership the country needs nationally.

A “Perry for President” campaign, even starting at this late date, could potentially become serious. With no candidate now being able to lay claim to the important southern states, a southwestern governor with a strong, conservative record such as Mr. Perry would have marked potential. Rick Perry may be yet another individual to watch as the presidential sweepstakes now begin to take shape in earnest.

Bowen Concedes in Calif.; Surprise Ruling in Nevada; Hirono for Senate in Hawaii

California Secretary of State Debra Bowen (D) conceded her fate yesterday in the special congressional election, offering her congratulations to Los Angeles City Councilwoman Janice Hahn (D) and businessman Craig Huey (R) for advancing to the general election. Hahn placed first and clinched position No. 1 for the July 12 special general, but the second and final slot was in doubt as absentee ballot counting continued. Huey surprised everyone by nipping Bowen by just over 200 votes on election night, but more than 10,000 absentee ballots had not been tabulated. Once the post-election counting began, and Huey actually increased his margin over Bowen to more than 700 votes, the Secretary of State announced her concession.

This is a surprise result. Most believed that Hahn and Bowen would advance to the special general and be in a close contest. Under California’s new election law, as approved by voters in a 2010 ballot initiative, the top two vote-getters, regardless of political party affiliation, advance to the general election.

The 36th congressional special election — held after Rep. Jane Harman (D) resigned to accept a position with an international relations think tank — was the first test of the new election law in a federal campaign. But even under this new structure, a Democrat and a Republican will face each other in a one-on-one general election. Because of the heavy Democratic nature of this district, Councilwoman Hahn, previously defeated for this congressional seat in 1998 and then later for lieutenant governor, becomes the prohibitive favorite to win in July.

Nevada’s 2nd:

A Nevada state judge yesterday sided with a state Republican Party legal motion and over-turned Democratic Secretary of State Ross Miller’s directive that the Sept. 13 special election in the 2nd congressional district be held in an open jungle ballot format. The judge accepted the GOP argument that the respective state parties have the power to nominate their own standard bearers in a special election. The Democrats will likely appeal the ruling to the state Supreme Court, a panel more likely to be favorable toward their position. The action was a bit of a surprise because the judge removed the people’s’ ability to choose candidates and put it in the hands of the state political party organizations. Under the ruling, the parties would have until June 30th to nominate their candidates. The original filing deadline for the jungle, winner-take-all, election was May 25th.

The ruling will have a great effect upon 2010 GOP Senatorial nominee Sharron Angle who has a strong chance of winning in the jungle election format, but is unlikely to secure the Republican nomination from a panel of state party officials. Democrats believe the jungle ballot approach favors them if they can unite behind one strong candidate and the Republicans remain split. So far, though, more than one strong Democrat is in the race. Much more will happen, and quickly, to finally determine how this election will be conducted.

Hawaii Senate

Across the Pacific Ocean in the 50th state of Hawaii, two-term Rep. Mazie Hirono (D-HI-2) announced that she will run for the Senate next year. Sen. Daniel Akaka (D) is retiring. Hirono has high approval ratings and will certainly be a strong candidate in both the Democratic primary and general elections. In fact, a new Ward Research poll (May 4-10; 614 registered Hawaii voters) shows Hirono in the strongest position of any Democrat if former Gov. Linda Lingle becomes the Republican nominee. Hirono would defeat Lingle 57-35 percent according to the data. Former Rep. Ed Case (D-HI-2) is already a Senatorial candidate. Other potential Democratic contenders are Rep. Colleen Hanabusa (HI-1), ex-Honolulu Mayor Mufi Hannemann, and Lt. Gov. Brian Schatz. Because Lingle loses to all of the aforementioned in hypothetical pairings, the Democrats are the early favorites to hold the open seat in next year’s general election.

It’s Not Over in California’s 36th

The 36th special congressional primary appeared to have placed Los Angeles City Councilwoman Janice Hahn (D) and businessman Chris Huey (R) in the July 12th general election, but we now discover that all the votes have yet to be counted. In fact, approximately 10,000 absentee ballots remain to be tabulated. The outstanding votes are certainly enough to propel third place finisher, Secretary of State Debra Bowen (D), past Huey and into the final run-off position. California recently changed its election law to allow the top two finishers, regardless of political party affiliation, to qualify for the general election.

Several post-election analyses were suggesting that Huey making the run-off, if it stands, is a major upset but the actual statistics don’t support such a conclusion. In aggregate, the Democrats received 56.7 percent of the vote versus the total Republican 40.9 percent tally. Last November, Gov. Jerry Brown (D) carried the 36th with a 56-41 percent margin over GOP nominee Meg Whitman, and Sen. Barbara Boxer (D) matched the previous Democratic total (56%) in her race against businesswoman Carly Fiorina. Therefore, last night’s results actually reflect a normal partisan division for this Los Angeles Harbor area district.

Regardless of the final outcome, the Democrats are in the driver’s seat to win in July, most likely in the person of Ms. Hahn.

Upset City in California’s 36th CD

The late west coast special congressional election ended surprisingly last night. While it appeared that California’s new election law allowing the top two finishers to advance to the general election, regardless of political party, would favor the local Democrats in Rep. Jane Harman’s (D) vacated seat, it didn’t, as Secretary of State Debra Bowen was nipped for second place by conservative businessman Craig Huey. The Republican will move onto the July 12 special general election against first-place finisher Janice Hahn (D), a Los Angeles City Council member.

In all, 16 candidates were on the ballot. Below is the order of finish for the top vote-getters:

It was assumed that Bowen, the Secretary of State and former state senator and assembly member from the Los Angeles harbor area would battle Hahn in the general election. Though Huey snatched second place, the district did perform as one would expect from a partisan context. The Democratic candidates received a cumulative 56.7 percent, while the Republicans garnered an aggregate 40.9 percent. Total turnout was a very low 53,266, for a TO percentage of 15.3 percent.

Hahn becomes a big favorite for the special general election, and then we’ll see what happens to the region in redistricting.

Elections are Right Around the Corner

By this time next week, we will know the results of a special congressional election and two statewide primaries. And, on May 24, in upstate New York, another congressional vote follows. We will present an update report on the NY-26 race when that particular election approaches.

Saturday, May 14 – West Virginia Governor:
When Joe Manchin was elected to the Senate last year, he left the governor’s office with two years remaining on his final term. Under a rather ambiguous state succession law, it was determined that state Senate President Earl Ray Tomblin (D) would become acting governor, but a special election would still be held to fill the unexpired portion of the gubernatorial term. The special election winner would serve the remaining 14+ months of the term but would be eligible to run for a full four years in the regular 2012 election.

Because every West Virginia office holder has a free ride for the special election, both parties drew very crowded fields. For the Democrats, aside from Tomblin, Secretary of State Natalie Tennant, state Treasurer John Perdue, state Senate President Jeff Kessler, and WV House Speaker Rick Thompson are all in the field of candidates. When the biggest Republican name, Rep. Shelley Moore Capito (R-WV-2) decided not to enter the race, a plethora of eight Republican candidates jumped into the race, led by former Secretary of State Betty Ireland. Westover Mayor Cliff Ellis and Senate Minority Whip Clark Barnes appear to be among the most serious challengers to Ireland.

Heading into Saturday’s election, it appears that Tomblin has a sizable polling lead among Democrats, as does Ireland for the Republicans. The special general election won’t be until Oct. 4, meaning a rather long special cycle. Should Tomblin win the Democratic nomination as expected, he will begin the special general in the favorite’s position.

Tuesday, May 17 – Kentucky Governor:
While the other elections are all of the irregular variety, the Kentucky vote is regular. The Blue Grass State normally elects its governor and statewide constitutional officers in the odd-numbered years. Tuesday should be a yawner in the governors’ race, however. Gov. Steve Beshear (D) is seeking re-election and remains unopposed for his party’s nomination. Republicans feature three sets of candidates, as gubernatorial and lieutenant governor candidates run as a team, even in primary elections. State Senate President David Williams and his running mate, Agriculture Commissioner Richie Farmer, appear to be the decided front-runners for the GOP nomination.

With a clear financial advantage and the voting history trends decidedly favoring the Democratic candidate in Kentucky governor races, Beshear becomes a prohibitive favorite in the major party match-up with Williams for the Nov. 8 general election. Five other offices: attorney general, secretary of state, state treasurer, state auditor, and agriculture commissioner, will also being decided during this regular election cycle.

Tuesday, May 17 – CA-36 Special Election
California Rep. Jane Harman (D), who resigned her seat early in the term to accept a position with a foreign policy think tank, forced the Democrats to risk a congressional seat mid-term. Fortunately for them, CA-36 is safely Democratic and the new election laws now allow candidates of the same party to qualify for the general election, meaning their prospects of retaining the seat are even brighter. Considering the field of candidates and the Democratic nature of this district (Obama ’08: 64; Bush ’04: 40) it is likely that two specific individuals will qualify for the special general.

Los Angeles City Councilwoman Janice Hahn (D), who previously ran unsuccessfully for the congressional seat in 1998, losing to Republican Steve Kuykendall who then turned around and lost to Harman two years later, and then subsequently lost a statewide Democratic primary for lieutenant governor, should qualify for the special general election. By bringing in $423,000+ by April 27, Ms. Hahn was the leading fundraising in the race and has significant name identification in the region.

Secretary of State Debra Bowen (D), who was just re-elected to her second and final four-year term as a statewide official, hopped into the race to preserve her long-term political future. Bowen represented large portions of this Los Angeles harbor district during her tenure in both the state Assembly and Senate. Bowen raised $338,000 by the same April 27 disclosure filing deadline. Based upon the strength of the candidates and the CA-36 voting patterns, it would be shocking if someone other than these two ladies moves onto the general election. (There are a total of 16 candidates on the ballot: five Democrats, six Republicans, and five Independents.)

As in the other states hosting gubernatorial elections, the length of this special general cycle is also long. The second election is scheduled for July 12th. A Hahn-Bowen general election will be interesting because both candidates are strong and credible with solid name identification. The summer election will likely become hotly contested because both women possess political strengths. Councilwoman Hahn should place first in the primary and begin the special general election as a slight favorite. In any event, the district will easily remain in Democratic hands, regardless of which of their candidates finally claims the seat in mid-July.

Presidential Mathematics

In the past few days, developments have occurred that help define the Republican presidential field of candidates. Mississippi Gov. Haley Barbour, after giving every indication he was beginning to build a bona-fide presidential campaign apparatus, now says he won’t run. Rep. Ron Paul (R-TX-14) is forming a presidential exploratory committee, meaning his son, Sen. Rand Paul (R-KY), will not become a candidate. Former New York City Mayor Rudy Giuliani, now traveling to New Hampshire on a regular basis, says he will run if he doesn’t believe that another Republican candidate could actually defeat Pres. Barack Obama in a general election.

We still must hear definitively from former Arkansas Gov. Mike Huckabee, ex-VP nominee Sarah Palin, and Indiana Gov. Mitch Daniels, all of whom may not enter the race, and Massachusetts ex-Gov. Mitt Romney, Rep. Michele Bachmann (R-MN-6), ex-House Speaker Newt Gingrich, and former Minnesota Gov. Tim Pawlenty, all of whom either will, or probably will, run.

Looking at the delegate counts and apportionment systems that each state employs uncovers a road map to victory for one of the eventual candidates. Eleven states are winner-take-all (of Republican delegates) and another nine are winner-take-all by congressional district. These states proved key to Sen. John McCain’s come-from-behind victory in 2008. Remember, the McCain candidacy had been given up for dead until the actual voting began. His close wins in South Carolina, Florida, Missouri, and Arizona (though the margin between McCain and the other candidates wasn’t particularly close in his home state, he still managed to garner only 47 percent of the vote within his own Arizona party base) gave him such a commanding lead in the delegate count that it soon became obvious no one could catch him.

Interestingly, despite his under-the-radar approach to the 2012 campaign, the delegate-rich states stack up pretty well in former Mayor Giuliani’s favor, considering his home base of New York (101 delegates) and New Jersey (53), are in the winner-take-all category. Connecticut (28), the District of Columbia (19), Delaware (17), and Vermont (17) are all other places the ex-NYC chief executive could win. Maryland (37 delegates), another Giuliani potential, is in the winner-take-all by congressional district category. The big states of California (172) and Florida (93) are also there, as are Ohio (72) and Wisconsin (42).

All totaled, the winner-take-all and the winner-take-all by congressional district states contain 1,096 delegates of the grand total of 2,422 that form the Republican National Convention. This means 45.2 percent of all delegates will be chosen in either winner-take-all or winner-take-all by CD states. The remainder are in caucus, proportional systems, or hybrids like Louisiana (48 delegates) where both a primary and caucus are used.

The winner-take-all by congressional district awards a candidate a certain number of delegates for winning the statewide vote (usually their base 10 delegates that all states receive, and whatever extra and bonus votes they earn for electing Republican candidates to office) and another three delegates for every congressional district won. This system is interesting because some congressional districts in places like Los Angeles, where Republicans routinely receive well less than 30 percent of the vote are of equal stature to the strongest of GOP districts in terms of delegate allocation for the Republican presidential primary. While it is unlikely that any one candidate would win all of the delegates in a winner-take-all by CD state, it is possible for an individual to snare the vast majority, which matters greatly in the national vote count.

Whether Rudy Giuliani comes back from political oblivion to stake his comeback on a winner-take-all state strategy is unclear right now. What is evident, however, is that the person carrying the preponderance of these winner-take-all states and districts will almost assuredly win the 2012 Republican nomination and become Obama’s future general election opponent.

Calif. Special Election Called; Ron Klein, Dean Heller In

California Gov. Jerry Brown (D) has called the special election to replace former Rep. Jane Harman (D-CA-36) who resigned at the end of February. The “jungle” primary will be held on May 17 with the general election, if necessary, on July 12. This will be the first test of California’s new election law that allows members of the same party to square-off in a general election. Before, the top vote-getter from each party qualified for the main election. In a special vote, a run-off election is only required if no candidate receives an absolute majority.

In the CA-36 situation, the run-off is a virtual certainty. The two top Democrats, Los Angeles City Councilwoman Janice Hahn and Secretary of State Debra Bowen, are the favorites to qualify for the special general. Republicans are fielding several candidates, but Hahn and Bowen have the name familiarity to punch through a crowded field. The district is overwhelmingly Democratic, so it would be surprising to see anyone but the two most well-known Dems qualify for the run-off election. The nation’s other special congressional election, with nominees chosen by party caucus, is in NY-26, and will be held May 24. Republicans, in the person of Assemblywoman Jane Corwin, are likely to hold this position.

In Florida, it appears that defeated Rep. Ron Klein (D-FL-22) will not seek a re-match with Rep. Allen West (R), as reports are surfacing that Klein will soon announce the acceptance of a lobbying firm position. Klein was first elected in 2006, defeating then-Rep. E. Clay Shaw (R). He was subsequently re-elected in 2008, beating West, but went down 46-54% in the re-match. This south Florida district will be drastically reconfigured in redistricting. The GOP map drawers will need to give West an influx of Republicans since his seat is marginal. It is the only congressional district held by a Republican in both 2004 and 2000, in which President George W. Bush did not perform better. It’s long, craggy north to south design from West Palm Beach into greater Broward County will likely be re-set into a more traditional layout.

In Nevada, Rep. Dean Heller (R-NV-2) made official his plan to run for Sen. John Ensign’s (R) open seat. Heller will be the favorite for the Republican nomination. No Democrat has yet stepped forward to announce his or her candidacy, but Rep. Shelley Berkley (D-NV-1) says she will make her decision about a Senate race by early summer. Attorney General Catherine Cortez Masto and Secretary of State Ross Miller are waiting for the congresswoman to make a decision, but could find themselves entering the race. With Nevada becoming an ever more marginal state and Pres. Obama on the general election ballot in a place he carried 55-43% in 2008, the eventual Democratic nominee will be highly competitive.

Heller vacating the 2nd district, currently a decidedly Republican district that touches all 17 of the state’s counties, will mean a free-for-all occurs in the succeeding primary. Already GOP state chairman Mark Amodei, a former state senator who briefly ran for US Senate in early 2010 before dropping out, says he will run for Congress. Sharron Angle, who became the GOP Senatorial nominee against Majority Leader Harry Reid because of strong Tea Party support, could run here, or against Heller statewide. Angle lost a close congressional primary to Heller back in 2006 before running for Senate in 2010. Depending upon the shape of the re-draw, former Rep. Jon Porter (R-NV-3) is also someone who could jump into such a crowded primary with the ability to do well.

Democrats could find themselves in a similar position if Berkley vacates the safe, Las Vegas-based 1st district. Expect a major Democratic primary there if she decides to run statewide, which could be one reason Masto and Miller are both waiting to see what she does. If districts 1 and 2 are open, and with the state gaining a 4th district, Nevada could see three open seat congressional campaigns next year. Adding the fact that Rep. Joe Heck’s (R) 3rd district already has over 1 million inhabitants, the entire Nevada congressional map could easily be re-crafted.

The Silver State is very important in national redistricting and could become even more if the multiple vacancies actually occur.

California Numbers: Big Shifts Mean Many Questions

The US Census Bureau released the California population numbers, and those predicting that the San Francisco Bay Area and Los Angeles County would reveal significant population downturns were correct. In all, only 20 Golden State districts are over-populated compared with 33 that must gain inhabitants. Of the seats falling behind the population growth rate, 27 are held by Democratic members and six by Republicans. Of the over-populated states, 13 are Republican-controlled while seven Democratic seats must shed inhabitants.

The two most over-populated seats are in the Inland Empire, where Rep. Mary Bono Mack’s 45th district and Ken Calvert’s 44th CD have 211,304 more people than required and 141,851, respectively. Rep. Buck McKeon’s 25th district, also partially in the Inland Empire, is next with an overage of 141,415 individuals.

The overwhelming growth pattern occurred among Hispanics. Despite California gaining almost 3.4 million residents, the state did not add congressional representation for the first time in its history. Though Hispanic growth exploded during the decade, increasing by 27.8%, the non-Hispanic population grew at a paltry 1.5%, for a statewide gain of 10%. This is right at the national average of 9.7% and explaining why the state remains constant with 53 districts. The California Anglo population is now only a slight plurality. Whites account for just 40.1% of the population with Hispanics right behind at 37.8%. Huge growth was also recorded within the California Asian population. They now register a total of 13%, up from 11% in 2000. African-Americans remained constant at 6% of the Golden State population make-up.

It is clear that Californians are moving away from the coastal cities and into the inland regions of the state. Ten Bay Area congressional districts (including the Monterey Peninsula) must gain people while only two are over-populated, and those share territory with communities in the central part of the state. In the Central Valley (Modesto, Fresno, Madera, Merced, Bakersfield), all five seats are over-populated. This means there will be a shift in representation from the Bay Area toward the Central Valley. In what configuration the new California Redistricting Commission decides to draw the seats, however, is anyone’s guess at this point in time. It’s a sure thing that at least one Bay Area representative will have to add substantial new territory from an area far different from his or her current constituency. This could lead to some interesting primary and general elections in 2012.

The same pattern holds true for southern California.

Because of California’s dramatic population shifts and the emergence of the new redistricting commission, the Golden State is truly a redistricting wild card. Much will happen here in the coming months.

Democrats Announce First Frontline Group

The Democratic Congressional Campaign Committee made public their first list of 15 Frontline candidates, those they believe will need the most help to win re-election in 2012. Redistricting, however, will have much to say about the fortune of these members and many others.

The list begins with Rep. Gabrielle Giffords (D-AZ-8), still recovering from the senseless and tragic shooting that put her life in grave danger. Remember, however, that she won by just 1.5 percentage points over Iraq War veteran Jesse Kelly in November, which puts Giffords’ re-election status as unclear. Some even still mention her as a potential Senate candidate. Amidst all the uncertainty, one thing is clear: Giffords’ 8th district will change. The Arizona Redistricting Commission is charged with drawing new seats, and it is quite possible the members will craft a compromise to give Giffords a safe Tucson-based seat, should she be able to run, while the new Arizona congressional district would then become more Republican. Too much uncertainty exists to make an accurate contemporary prediction.

Rep. Jerry McNerney (D-CA-11) is in a similar political situation to that of Giffords. A new statewide redistricting commission will also draw the California districts. Right now, without the state even having its census block numbers yet, it is virtually impossible to gauge how McNerney will fare as population changes in the Bay Area appear significant. Another in an unknown situation is Rep. Leonard Boswell (D-IA-3), where the Hawkeye State is the only one in the country not to allow political considerations, or even the incumbent’s residence, to affect how the map is drawn.

The two New Yorkers listed, Reps. Tim Bishop (D-NY-1) and Bill Owens (D-NY-23) are also both in temporary limbo as is almost everyone in the Empire State. Slated now to lose two seats to apportionment, it remains to be seen what legislative compromise, or court action, will eliminate which seats. It is unlikely that Bishop can be collapsed because he occupies the far eastern end of Long Island, and being in a corner is always a plus when enduring redistricting.

The members currently viewed as vulnerable who are more than likely to benefit from redistricting are Reps. Tim Walz (D-MN-1) and Gerry Connolly (D-VA-11). Since Minnesota did not lose a seat in apportionment and they have split government, expect an incumbent-oriented map. Therefore, Walz’s seat should improve for him. With Republicans having an 8-3 advantage in Virginia, expect the Democratic districts, like Connolly’s 11th, to get stronger.

Though there is a slight unknown factor for Reps. Ben Chandler (D-KY-6) and Kurt Schrader (D-OR-5) because of their state government’s also being under split control, it is probable that both get equivalent or better districts than they respectively represent today.

The remaining six Frontline members all have serious redistricting problems, as Republicans hold the pen in their states:

  • Both Reps. Larry Kissell (D-NC-8) and Mike McIntyre (D-NC-7) are likely to face very adverse constituencies under the new North Carolina map.
  • Rep. Gary Peters (D-MI-9) is expected to be paired with veteran Rep. Sander Levin (D-MI-12) because Michigan loses a seat. Under this scenario the new Peters-Levin district would be heavily Democratic, but the two would be forced to duel each other in a primary battle.
  • A similar situation could occur in Pennsylvania where Reps. Mark Critz (D-PA-12) and Jason Altmire (D-PA-4) could find themselves fighting for one district. Like Michigan, Pennsylvania will lose one seat.
  • Rep. Russ Carnahan (D-MO-3), another razor-thin election survivor, could find himself as the odd-man-out in Missouri’s delegation reduction. His district and that of neighboring Rep. Lacy Clay (D-MO-1) are the two least populated in the state. Clay is likely to survive because the Republican legislature and Democratic Governor are unlikely to collapse an African-American district and will want to protect St. Louis city as the dominant population center in one seat.
  • Finally, with Utah gaining a seat, will the Republican legislature and governor concede a seat to Democratic Rep. Jim Matheson (D-UT-2), or draw a pie-shaped map emanating from Salt Lake City? The latter option would give the GOP good odds to defeat Matheson and win all four districts. But, it’s too early to tell what might happen.

With redistricting having such a major factor upon virtually all states, it is very difficult to accurately determine political vulnerability until the new maps are set. Thus, the Frontline member group composition will likely change drastically between now and Election Day 2012.
