Weekly Redistricting Update

Significant redistricting action occurred in the following eight states during the past week:

ARIZONA (current delegation: 5R-3D; gains one seat) – The Speaker of the Arizona House of Representatives is floating legislation to place a new congressional plan on a special election ballot in order to eliminate the Arizona Independent Redistricting Commission’s map, which now officially defines the state’s congressional boundaries. The bill must be passed into law by Feb. 15 to qualify for a pre-election ballot. Political numbers for the Commission map have been released. It is more than likely that Democrats will gain two seats under this plan and the GOP loses one.

FLORIDA (current delegation: 19R-6D; gains two seats) – The state House of Representatives is scheduled to vote on a new 27-District congressional map that passed the body’s redistricting committee. The House map differs from the Senate version and appears to be a bit more Republican-friendly. On its face, the map appears to yield 16 re-numbered Republican seats, eight Democratic and three marginal districts: Reps. Sandy Adams (new District 7), Bill Young (new District 13) and what will likely be an open 18th District). The Republican faring the worst is freshman Rep. Allen West, whose 22nd District becomes 10 percentage points more Democratic. It may be possible, should Rep. Tom Rooney (R-FL-16) run in the new 17th, that West could slide north into the new 18th District, which is much more favorable to a Republican but would still be highly competitive.

KENTUCKY (current delegation: 4R-2D) – The Kentucky candidate filing deadline is today and, with no congressional map passed into law, changes will have to be made. The legislature is quickly trying to adopt a new filing deadline to allow more time to pass a new map. Failure to do so forces the process to court. With filing inevitably delayed, the May 22 Kentucky primary could also be endangered.

MICHIGAN (current delegation: 9R-6D; loses one seat) – The Department of Justice issued pre-clearance to the Michigan congressional map, the last step in finalizing their new plan. The map is projected to produce a 9R-5D delegation split, meaning the Democrats will absorb the seat lost to reapportionment. Michigan is the only state in the country that actually saw a decline in real population during the last decade. All other states that reduced their congressional representation did not keep pace with the national rate of growth. Though the Wolverine State only has several counties under Voting Rights jurisdiction, the entire statewide map had to be granted pre-clearance.

MISSOURI (current delegation: 6R-3D; loses one seat) – The redistricting trial begins this week. At issue is a question of compactness in the Kansas City area. Interestingly, Rep. Russ Carnahan (D-MO-3) filed the lawsuit in an attempt to overturn the St. Louis portion of the map that collapsed his current district. The judges rejected those arguments, but found an area of concern in the western part of the state. The trial will conclude this week and a ruling should be forthcoming shortly.

NEW YORK (current delegation: 21D-8R; loses two seats) – A New York federal judge has issued an order moving the state’s primary from Sept. 11 to June 26 in order to comply with the federal MOVE Act. The legislation requires overseas ballots to be mailed a minimum of 45 days before any election. The change would be permanent, making the NY primary occur on the fourth Tuesday in June. The MOVE Act only applies to federal races. It is legal for the state to hold state and local primaries in September, but such would likely be considered impractical. The ruling means the redistricting clock is ticking much faster, so the congressional plan should be unveiled shortly.

TENNESSEE (current delegation: 7R-2D) – Gov. Bill Haslam (R) signed the recently passed congressional redistricting legislation into law. It is likely that the state’s 7R-2D ratio will hold for several elections.

VIRGINIA (current delegation: 8R-3D) – Gov. Bob McDonnell (R) also signed Virginia’s new congressional map into law. The map protects the 8R-3D delegation split but several of the seats are marginal, suggesting increased political competition in the southern part of the state.

Florida is Just the Beginning of the Presidential Campaign

Many commentators and analysts have been publicly alluding to a scenario where next Tuesday’s Florida primary perhaps ends the Republican presidential campaign. They believe that enough momentum could come from the Sunshine State vote, the biggest state to claim the electoral spotlight to date, that virtually all of the other candidates fall by the wayside.

Regardless of who wins Florida, it is very unlikely that such will be the case, and it all comes down to simple math. It takes 1,144 adjusted delegate votes to clinch the nomination. After Florida a mere 115 will be, for all intents and purposes, chosen; just 10 percent of the number required to win and only 5 percent of the total delegate universe.

The delegate number is so small during this first part of the election cycle, because many of the early states were penalized delegate slots for moving their nominating event. Florida started the musical chairs by shifting to Jan. 31, in violation of Republican National Committee rules. The action cost them 50% of their delegation. Florida is awarded 99 delegates, but post-penalty, the candidates are vying for only 50.

Because New Hampshire, South Carolina, Michigan and Arizona all moved up, they too, receive 50 percent penalties. Cumulatively, the penalized states lose an aggregate total of 143 delegate slots. Thus, the universe of Republican National Convention delegates is reduced from 2,429 to 2,286.

Through South Carolina, the projected delegate scorecard gives former House Speaker Newt Gingrich the lead with just 27 votes. Former Massachusetts Gov. Mitt Romney is second with 15 delegates, Rep. Ron Paul (R-TX-14) is third at 9, and ex-Pennsylvania Sen. Rick Santorum is next with 6. Technically, Texas Gov. Rick Perry captured three delegates and former Obama Administration official Jon Huntsman won two, so it is likely these five votes will be released.

But even the status of these few votes is no certainty. As Rep. Paul stated in Monday night’s Florida debate, the Iowa Caucuses are not over. The vote on Jan. 3 was merely a straw poll. The main purpose of the precinct caucuses was to elect delegates to the county conventions. At those meetings, delegates are then sent to the June 16 state convention where the 28 Iowa Republican National Convention representatives finally will be chosen.

South Carolina also is not finished. Because the state apportions most of their delegates through the congressional districts, assignment cannot yet move forward because the new seven-seat congressional redistricting plan has not fully cleared all legal hurdles. When the districts are finalized, it appears that Gingrich will win Districts 2 thru 7. Romney carried CD-1. This means the former Speaker is projected to eventually receive 23 of the 25 available Palmetto State delegates.

Even through Super Tuesday (March 6), only 29 percent of the delegates will be chosen, suggesting that the nomination fight could go on for some time. Eighteen states will vote on or before Super Tuesday, holding a total of 664 delegate votes.

Many of the larger states are holding their elections later in the cycle in order to attract more attention and greater political capital. In fact, just seven states (California, Illinois, Missouri, New York, North Carolina, Pennsylvania and Texas) hold more cumulative delegate votes (670) than do all the states voting through the Super Tuesday informal benchmark.

It is not until the April 24 primaries when more than 70 percent of the total delegates are selected that a clear nominee will likely be chosen. Therefore, instead of places like Iowa, New Hampshire, South Carolina and Florida determining the Republican nominee, the states of New York, Pennsylvania, Rhode Island, Delaware and Connecticut now become the key venues, some three months after Floridians cast their ballots.

Based on the current results, prepare for a much longer contest than originally projected … and miles to go before we sleep.

Another House Retirement: NY Rep. Hinchey

Later today, New York Rep. Maurice Hinchey (D-22) will become the 31st US House member to announce that he will not seek re-election next year, and the seventh to do so since Dec. 15. Mr. Hinchey, 73, was treated for colon cancer last year but is now reportedly free of the disease. He is in his 10th congressional term, originally winning election in 1992. The representative is the 19th Democratic incumbent intent on leaving the House at the end of the current Congress as compared to 12 Republicans. With Hinchey added to the list, 17 are opting for retirement, while 14 are running for different elected offices.

But the big change spawning from Hinchey’s move is determining just how the new vacancy will affect New York congressional redistricting. Since the Empire State is losing two congressional seats via reapportionment, his 22nd District (Ithaca, Binghamton, Middletown, Newburgh, Poughkeepsie, and Kingston) will very likely be collapsed. The seat is reliably Democratic (Obama ’08: 59 percent – Bush ’04: 45 percent), yet it is now surrounded by Republican seats. Not having to protect Hinchey will allow the Democrats to claim that they are relinquishing a seat while simultaneously drawing a plan to put the area upstate Republicans at a severe disadvantage. Watch for a play likely involving freshman Reps. Richard Hanna (R-NY-24) or Nan Hayworth (R-NY-19) now that there will be plenty of available Democrats in their region looking for a home.

Weekly Redistricting Roundup

Redistricting action occurred in the following six states during the past week:

MAINE (current delegation: 2D) – Gov. Paul LePage (R) signed the compromise congressional map that makes only minimal changes in the existing plan. The city of Waterville switches to the 1st District from the 2nd, and other cosmetic changes comprise the recorded alterations. Even though Republicans control the entire legislative process, redistricting legislation requires a two-thirds vote of both chambers. Therefore, the “no-change compromise” map was adopted to avoid a protracted court battle. Democrats will retain both seats.

MARYLAND (current delegation: 6D-2R) – As we move closer to seeing a map proposal coming from the Democratically controlled legislature, rumors continue to fly. Last week, it appeared that the Dem leaders were going to carve up Rep. Roscoe Bartlett’s (R) 6th District but allow the GOP 1st District to stand. Now, it seems an effort is being made to draw an 8D-0R map, which means breaking up both Republican seats into multiple parts. Though the Eastern Shore would reportedly remain intact in CD 1, more Democratic Western Shore areas in and around the Annapolis area will be added. The proposed plan will soon be made public. Democrats control the entire process, so it is likely they will try for the 8-0 sweep.

NEW YORK (current delegation: 21D-8R; loses two seats) – Gov. Andrew Cuomo (D) has repeatedly said he would only sign a redistricting plan that was developed by an independent commission that he wanted the legislature to create. Now, he is sending signals that he would be open to a bi-partisan legislative compromise. He made statements to the media this week that he feels a court-drawn map would not be in the common interest of the New York citizenry. Expect the New York map to be one of the last enacted plans.

OHIO (current delegation: 13R-5D; loses two seats) – Gov. John Kasich (R) signed the legislation creating the new congressional redistricting plan. The map is designed to elect 12 Republicans and four Democrats, creating a new Columbus D seat and pairing the remaining minority party members together. Republicans Mike Turner (R-OH-3) and Steve Austria (R-OH-7) are also paired in the new 10th District. Ohio is now the 20th state to enact its congressional redistricting plan.

Fifteen maps are now law, with five more still before the Justice Department awaiting preclearance. Another four states await court action as their legislative process resulted in deadlock. The five remaining independent commissions will likely complete their combined work by early next year at the latest. So will at least two other states. This leaves a dozen late primary states to complete their processes next year. Congressional redistricting must occur in the 43 states that have more than one seat in the House of Representatives.

TEXAS (current delegation: 23R-9D; gains four seats) – As predicted by many, the new Texas congressional and state House maps will not likely pass the legal test. The San Antonio court hearing the consolidated lawsuits just indicated that it will draw an interim map while the legal process continues. This means a different map than enacted will now almost assuredly be inserted for the 2012 elections. The court has asked all parties to make their submissions for a replacement map by October 17th. The 2012 candidate filing period for the March primary begins on Nov. 17, so a new 36-district plan must be in place by at least that time. The Republican-enacted map appears to be a 26R-10D map.

Expect the court to draw a plan more favorable to the Democrats. Texas by-passed the Department of Justice and filed their preclearance submission with the District of Columbia Federal District Court. Since no decision has yet been rendered, the entire map can be re-drawn by the court of jurisdiction and not just the legally affected regions. Lawsuits were originally filed on minority group issues in and around the San Antonio-Austin area.

UTAH (current delegation: 2R-1D; gains one seat) – The appointed redistricting committee passed a plan to be considered in the special legislative beginning this week in Salt Lake City. The committee developed a map that could easily give the GOP a 4-0 sweep of the next delegation, a group that reapportionment increases by one member from its current three-seat configuration. Apparently Gov. Gary Herbert (R) is not particularly receptive to this plan, however, as he has made public statements reiterating his desire for a “fair” plan. Most interpret his statements to mean that he does not consider the legislative starting point to be acceptable.

His motives may not be purely altruistic, however. Without a district in which to run, Rep. Jim Matheson (D-UT-2), a long-time proven vote-getter in an overwhelmingly Republican congressional district during the last decade, would then be free to run statewide. The congressman says he will be on the 2012 ballot, but he has yet to decide for which office. He has not ruled out a run against Herbert or opposing Sen. Orrin Hatch (R). In reacting to the new map, Matheson was quoted as saying he could run in the new 2nd District or even in the new 4th CD, which is designed to occupy part of the Salt Lake City region in the center of the state. The Utah plan, with its many political sub-plots, continues to be one of the more interesting situations to observe. Expect the process to culminate within the next two weeks.

Key House Matchups

Now that the Ohio redistricting plan has passed the legislature and is headed to Gov. John Kasich (R) for his signature, it is a good time to review the 20 House campaigns around the U.S. that will likely feature two incumbents battling for one new congressional district. Here they are:

CA-16: Reps. Dennis Cardoza (D) and Jim Costa (D) – The new Fresno-area seat actually featured three incumbents, but Rep. Jeff Denham (R-CA-19) decided to seek re-election in the new 10th district. Rumors abound that Rep. Cardoza may retire, thus leaving the seat to Costa. Republicans could be competitive here.

CA-25: Reps. Elton Gallegly (R) and Buck McKeon (R) – Rep. Gallegly could easily run in the marginal 26th district, but is apparently leaning toward the intra-party challenge. The new 25th is largely McKeon’s current territory. Mr. Gallegly is also a retirement possibility. Expect Mr. McKeon to return in the next Congress.

CA-30: Reps. Brad Sherman (D) and Howard Berman (D) – This might be the most exciting, and certainly the most expensive, pairing in the country. California’s new election law that allows two members of one party to qualify for the general election means that this could be a year-long campaign. Most of the new 30th’s territory already belongs to Rep. Sherman, but Mr. Berman is much better politically connected and is the superior campaigner.

CA-32: Reps. David Dreier (R) and Grace Napolitano (D) – This pairing won’t likely happen. The new 32nd is heavily Democratic and Mr. Dreier will likely seek re-election elsewhere.

CA-39: Reps. Ed Royce (R) and Gary Miller (R) – A Republican on Republican battle that likely will occur. More of the new 39th comes from Rep. Miller’s current 42nd, but Mr. Royce is the better campaigner and fundraiser.

CA-44: Reps. Janice Hahn (D) and Laura Richardson (D) – Ms. Richardson could seek re-election here, in this heavily minority district, or run in the new marginal 47th district where her home was placed. Either way, she’s in for a battle. Rep. Hahn will have a difficult time defeating an African-American or Hispanic state legislator in the general election, too. It is possible that neither member returns to the next Congress.

IL-14: Reps. Joe Walsh (R) and Randy Hultgren (R) – The Democratic redistricting plan pairs these two freshmen in a district that should elect a Republican in the fall. A child support issue for Walsh could damage him in a battle with fellow freshman Hultgren before the GOP electorate.

IL-16: Reps. Adam Kinzinger (R) and Don Manzullo (R) – Originally, when Rep. Kinzinger’s 11th district was torn to shreds in the new redistricting bill, he said he would challenge veteran GOP Rep. Manzullo. A day later he backed away from his statement. For a while, it looked as if Rep. Manzullo might retire. Now, still maintaining that he won’t run against Manzullo, Mr. Kinzinger says he will seek re-election in the district housing Grundy County – meaning, this new 16th CD. For his part, Manzullo is actively circulating petitions to qualify for the 2012 ballot. Thus, it looks like the two will square off, after all. The plurality of the territory comes from Mr. Manzullo’s current 16th CD. The winner holds the seat in the general election.

IA-3: Reps. Leonard Boswell (D) and Tom Latham (R) – This inter-party pairing will be very interesting in what is a 50/50 partisan district. Mr. Boswell represents more of the current district, but the new seat trends more Republican. A tight race is forecast.

LA-3: Reps. Jeff Landry (R) and Charles Boustany (R) – Louisiana lost a seat in reapportionment, so it became obvious that two Republicans would be thrown together into one district. Freshman Jeff Landry and veteran Charles Boustany will face each other in a seat that is predominantly Boustany’s and includes his Lafayette political base. Landry is a decided underdog in this contest.

Massachusetts – Though the redistricting plan is not yet completed, the state loses a seat and no current member appears voluntarily willing to retire. Therefore, two Democrats will face each other for one seat. The most likely pairing is Rep. Stephen Lynch (D-MA-9) against freshman Rep. Bill Keating (D-MA-10).

MI-14: Reps. Gary Peters (D) and Hansen Clarke (D) – Rep. Peters surprised everyone last week by announcing that he will challenge freshman Rep. Clarke in the new Detroit 14th district rather than face a pairing with Rep. Sander Levin (D-MI-12) in the new 9th district, despite the latter having much more familiar territory. Peters currently represents none of the new 14th district, which is majority African-American. Since another black elected official, Southfield Mayor Brenda Lawrence, is already in the race, Peters is hoping a unified white vote may prevail over the majority African-American constituency that could split between the other two candidates. A risky strategy for Peters that is only a long shot to pay-off.

New Jersey – As in Massachusetts, the redistricting process here is not complete, but the state loses one seat in reapportionment. Expect a pairing to occur in the northern or central portion of the Garden State.

New York – The Empire State loses two seats, so a minimum of four incumbents will be paired in two seats. The election of Republican Bob Turner to a Democratic Brooklyn/Queens seat throws the redistricting process into a mess. Virtually anything can happen here. Democrats control the governor’s office and the state assembly. Republicans hold a small state Senate majority. Gov. Andrew Cuomo (D), interestingly, says he will only sign a map that is approved by a bi-partisan commission. The legislature will not create such an entity, so this map could be headed to court to break an eventual stalemate. New York will be one of the last states to complete the process.

NC-4: Reps. David Price (D) and Brad Miller (D) – The Republican redistricting plan threw together the two veteran Democrats in a seat that now travels from Raleigh all the way to Fayetteville. Rep. Miller originally said he would not oppose Mr. Price, but he has since changed his mind. This will be a tough campaign. The winner will hold the seat for the Democrats.

OH-9: Reps. Marcy Kaptur (D) and Dennis Kucinich (D) – The GOP redistricting plan pairs Reps. Kaptur and Kucinich in a new seat that begins in Cleveland and travels to Toledo along the Lake Erie coastline. Fifty-seven percent of the people live in Kucinich’s current district, but Kaptur’s Toledo base remains in tact. Kucinich’s past primary performances suggests that Kaptur will be the favorite. The winner holds the seat for the Ds.

OH-10: Reps. Mike Turner (R) and Steve Austria (R) – Ohio losing two seats means that two Republicans also get paired despite the GOP being in full control of the map-drawing process. Mr. Turner’s Dayton/Montgomery County political base is in tact, but the city vote is minuscule in a Republican primary. This race will have to develop further before an accurate prediction can be made.

OH-16: Reps. Betty Sutton (D) and Jim Renacci (R) – Like Messrs. Dreier in California and Kinzinger in Illinois, Ms. Sutton’s current 13th district has been broken into many parts. The congresswoman is most likely to seek re-election in the new 16th district where she will be the underdog to freshman Rep. Jim Renacci, but the just-created configuration is slightly more Democratic than the current 16th. Former Rep. John Boccieri (D-OH-16), the man Renacci unseated in 2010, is also a possible candidate.

Pennsylvania – The Keystone State representatives have not completed redistricting either, but a reduction of the congressional delegation’s size by one seat will occur. Watch for two of the group of three western state Democrats: Reps. Jason Altmire (D-PA-4), Mark Critz (D-PA-12), and Mike Doyle (D-PA-14) to be paired into one seat. Since Rep. Doyle represents the city of Pittsburgh, he will be in the best position to control a new district because the city will certainly anchor a seat in any plan.

Turner Win Endangers Upstate NY Democrats

Representative-elect Bob Turner’s (R-NY-9) special election victory in Anthony Weiner’s vacated Queens/Brooklyn congressional district carries greater ramifications for the New York Democratic Party than merely losing a seat that was theirs for the taking. With the Empire State losing two districts in reapportionment, the Turner victory will now likely put at least one upstate Democrat on the political hot seat.

In New York, as in most other states, redistricting is handled through the normal state legislative process. Democrats control two of the three levers of political power here: the Governor’s office and the state Assembly. Republicans have a small majority in the state Senate. This gives both parties a seat at the redistricting table and will send the map to court unless the political leaders can reach a compromise.

Since losing representation is nothing new for this delegation, the traditional method of deciding which seats to collapse is to divide them evenly between the two political parties. Such will likely be the 2012 outcome, too, even though the Democrats have a 21-8 majority in the current NY congressional lineup.

Typically those in power collapse the least senior members’ seats. It is clear that the Democrats will want to collapse Turner’s 9th District, because it is fertile territory that can be used to shore up their other districts. All 29 seats are under-populated, hence the reason the state is dropping two more seats. Thus, if Mr. Turner, the newest freshman, is to see his 9th CD divided among the others in the city, the map drawers will then be looking upstate to collapse a Democratic district. Before, it was assumed that the Democratic loss would come in the city and an upstate Republican would likely be drawn out. Because of Turner’s surprise victory this past Tuesday, it is likely that the tables have turned.

If you look at the population numbers for each of New York’s 29 seats, the district needing the greatest influx of people is that of 82-year-old congressional veteran Louise Slaughter (D). Her 28th District is 105,869 individuals under zero-deviation quota. The district boundaries stretch from Niagara Falls to Rochester and many people believe its configuration resembles a set of headphones. The adjacent district, Rep. Brian Higgins’ (D) 27th District, which encompasses Buffalo and travels southwest along the Lake Erie coastline to the Pennsylvania border, needs an additional 88,436 people and is the state’s second-most under-populated seat. Clearly, the simple mathematics suggests that a pairing of these two sparse seats is a distinct possibility.

Keeping within the practice of “last in; first out,” then freshman Rep. Kathy Hochul (D-NY-26) could also become a target. Ms. Hochul won a special election earlier this year after Rep. Christopher Lee (R) resigned. Her seat stretches between Buffalo and Rochester but contains no portion of either city. It is always easier to collapse a district that lies in the middle of a region rather than one in a corner, and the 26th certainly fits this criteria.

A more intriguing option for the Democrats, however, might be to sacrifice Rep. Bill Owens in the 23rd District. In what should still be a Republican seat, the GOP badly bungled the 2010 special election and the succeeding general vote to elect the novice Democratic politician. Since the 23rd is high on the national GOP’s conversion target list, collapsing this particular seat would almost serve the same purpose as taking another Republican district away. The worst case Democratic scenario would be to sacrifice another member and then lose the Owens seat, too. Giving up the 23rd might mitigate their losses and become the safe play.

Other elimination possibilities are the districts of Reps. Maurice Hinchey (D-NY-22) and Nita Lowey (D-NY-18). Both are down approximately 40,000 in population, and each member is over 70 years of age and has considered retirement possibilities. If either of the two decides not to seek re-election, then the choice of which district to collapse becomes easy.

Expect New York to be one of the last states to finish its redistricting process, meaning it will end well into next year. At that time we will finally learn who wins and loses the game of political “Russian Roulette.”

A Republican Double-Header Sweep

Thirteen proved to be a lucky number for Republicans, as the party’s candidates won two special congressional elections last night, Sept. 13.

The upset of the political season went to GOP contender Bob Turner, who defeated Democratic state Assemblyman David Weprin, thus converting the vacated Anthony Weiner congressional district to the Republicans. Prior to Weiner’s election to Congress, Sen. Chuck Schumer (D) held the 9th district for nine terms before being elected statewide.

Mr. Turner, a retired broadcasting executive, scored a 54-46 percent win in a district where Democrats outnumber Republicans by a 57-18 percent count. Only 22 percent of the registered voters participated in the special election, a key reason why the GOP nominee was able to win despite having such a small political base. He scored 48 percent of the vote in the Queens borough, which is NY-9’s population anchor. He won the race, however, in Brooklyn where he attracted an astonishing 69 percent of the vote.

In the closing days of the campaign four pollsters, McLaughlin Associates, Magellan Strategies, Siena College and Public Policy Polling, all produced surveys projecting Turner to be in strong position and headed to victory. Last night’s results certainly proved the pollsters correct. On a side note, the NY election result is a bad sign for President Obama, as his favorability ratings in this heavily Democratic district are poor. Carrying the seat over John McCain with 55 percent of the vote in 2008, the PPP poll showed the President actually trailing former Massachusetts Gov. Mitt Romney (42-46 percent) and ahead of Texas Gov. Rick Perry by just one percentage point (44-43 percent) in hypothetical presidential match-ups. Obama scores poorly on his handling of the economy and on issues concerning US policy in the Middle East, greatly influenced by the 36 percent of the district’s residents who are members of the Jewish faith.

Turning to the west, former state legislator and Nevada Republican Party chairman Mark Amodei easily won the congressional district seat that was vacated when then-Rep. Dean Heller (R-NV-2) was appointed to the US Senate. Amodei won easily, scoring a 58-37 percent margin of victory over Democratic state Treasurer Kate Marshall. Rep-elect Amodei now becomes an incumbent in a district that touches all 17 of Nevada’s counties, but will likely only occupy the northern half of the state post-redistricting. His toughest electoral challenge may still lie ahead, however. It is likely that 2010 Republican Senatorial nominee Sharron Angle will challenge the new congressman in a Reno-Carson City anchored district during the regular 2011 election cycle. This will be a competitive race despite Mr. Amodei’s short-term incumbency.

Turnout for the Nevada election was much greater than the voter participation level in New York. Approximately 140,000 voters went to the polls to choose a replacement for Mr. Heller, about 35 percent of those registered, slightly higher than the average special congressional election draws.

The Turner victory restores the New York delegation to 21D-8R, the ratio found on election night 2010. Republicans lost the 26th District in a special election earlier in the year, so the two parties have now traded conversion districts.

The current House party division count now stands at 242 Republicans; 192 Democrats; and one vacancy (ex-Rep. David Wu, D-OR-1). The final vacant seat will be filled in a Jan. 31 special election.
