DeSantis on Track to Launch Presidential Campaign in May, June; Calif. Candidate Runs Porn Biz; West Point Grad a Candidate in Illinois; Pollsters Get Rated

Gov. Ron DeSantis: Moves Being Made — Several occurrences suggest that Florida Gov. Ron DeSantis is on track to launch his presidential campaign in late May or early June. The timing corresponds to the Florida legislature adjourning.

First, it is being reported that the governor is telling close advisors and donors that he will run. Second, he visited Davenport, Iowa on Friday and delivered a policy speech, which drew a large audience. Iowa is still first on the Republican nomination schedule even though Democrats have dropped the state from their early voting tier. Third, and most surprisingly, former Virginia attorney general and gubernatorial candidate Ken Cuccinelli (R), who was a senior official in the Trump Administration and is a conservative leader, has formed a political action committee whose purpose is to encourage the Florida governor to run for president.

House

CA-13: Rep. Duarte Opponent’s Alias — Phil Arballo (D) has twice run unsuccessfully for Congress and has announced his 2024 candidacy for the state’s 13th District, the seat that delivered the second-closest election in 2022. In that race, Rep. John Duarte (R-Modesto) defeated now-former state Assemblyman Adam Gray (D) by just 564 votes. Gray is also returning for a re-match.

Arballo’s candidacy, however, may be short-lived. It has just been uncovered that he is running a premium amateur adult porn video business on the side under the name of Felipe Jones. Regardless of what happens in the March 5 all-party jungle primary, expect both Rep. Duarte and Gray to advance into the general election.

IL-13: Rep. Budzinski Challenger Emerges — Educator and West Point graduate Joshua Lloyd (R) announced his congressional candidacy on Friday, hoping to challenge Illinois freshman Rep. Nikki Budzinski (D-Springfield) next year. The 13th District became a created open seat under the gerrymandered Illinois congressional map, and it stretches all the way from the Champaign-Urbana area through Decatur and Springfield until ending in the Illinois side of the St. Louis suburbs.

The seat was drawn to elect a Democrat and force then-Rep. Rodney Davis (R) into another district. The FiveThirtyEight data organization rates IL-13 as D+7, while Dave’s Redistricting App calculates the partisan lean at 53.3D – 41.8R. In November, Budzinski won a 57-43 percent victory over conservative activist Regan Deering (R).

IN-5: First Major Candidate Announces — Hoosier State Rep. Victoria Spartz’s (R-Noblesville) surprise retirement decision in only her second US House term had left an open Republican seat with no early declared candidates until late last week. First to announce is state Rep. Chuck Goodrich (R-Noblesville), who is also the president & CEO of an electric company. We expect to see a crowded Republican field in the R+22 district, but the unexpected open-seat status has featured a slow candidate development. The Indiana primary is scheduled for May 7, 2024.

Polling: 538 Releases New Pollster Ratings — The FiveThirtyEight data organization rates polling accuracy around the country and just released their post-2022 election ratings. Only four of the 506 rated entities were awarded A+ grades. They are, Siena College for the New York Times, Selzer & Company, Research & Polling, Inc., and Survey USA.

Only five more survey research entities that conducted at least 40 polls received an A rating. They are: ABC News/Washington Post, Beacon Research & The Shaw Company for Fox News, Marist College, Monmouth University, and Landmark Communications. Two more received A grades but conducted fewer than 40 surveys. In this category are AtlasIntel and Cygnal.

Rep. Budd Continues to Lead in NC; Winner Finally Declared in IL-13

North Carolina: Rep. Budd Continues to Lead — The Trafalgar Group recently tested the North Carolina Senate race (June 29-July 1; 1,068 likely North Carolina general election voters; multiple sampling techniques) and, like all but one pollster since the May 17 primary, finds US Rep. Ted Budd (R-Advance) leading former state Supreme Court Chief Justice Cheri Beasley (D) by a slim margin, 48-45 percent, in this case. This is the fifth released post-primary survey, and all show both candidates in the 40s. Rep. Budd leads in four of the five published polls, with an average edge of 4.5 percentage points. Beasley’s only advantage, 44-40 percent, came in the June 8-12 Survey USA poll.

House

IL-6: Ex-Rep. Lipinski Considers — Former Chicago area US Rep. Dan Lipinski (D) said yesterday he is considering entering the 6th District race as a “centrist Independent” either in this election or the next. Rep. Lipinski lost the 2020 Democratic primary to progressive left challenger Marie Newman who was then defeated in this year’s 6th District Democratic primary. Lipinksi would ostensibly challenge the victor from that nomination campaign, Rep. Sean Casten (D-Downers Grove). To qualify as an Independent, Lipinski would have to submit valid petition signatures from 5,000 registered district voters by July 25.

His entry this year is unlikely. Running as an Independent wouldn’t give him much of a chance to win, but he could draw enough support to throw the seat to Republican Keith Pekau, the Orland Park mayor who won the 6th District GOP nomination. The latter outcome would be a real possibility since the FiveThirtyEight data organization rates this district as a D+6, meaning it could potentially flip in a wave Republican year.

IL-13: Republican Winner Declared — It is now official that conservative educator Regan Deering has won the close Republican primary campaign in new District 13. She defeated former federal prosecutor Jesse Reising by a tight 35-33 percent margin. She now advances to the general election to face former Obama Administration official Nikki Budzinski (D).

The 13th is a newly created open seat that stretches in the form of a snake from the Champaign/Urbana area through Decatur and Springfield before ending in East St. Louis. FiveThirtyEight rates the seat D+7. The Dave’s Redistricting App calculates the partisan lean as 53.5 – 41.8 percent in favor of the Democrats, so it is obvious that Budzinski begins the general election campaign as the favorite to win in November. The new 13th is the by-product of Reps. Mary Miller (R-Oakland) and Rodney Davis (R-Taylorville) being paired in the new 15th CD.

NY-19: Democrat Still Trails, but Closer — Special election Democratic candidate Pat Ryan, the Ulster County Executive, just countered an earlier Triton Research poll, which posted Dutchess County Executive Marc Molinaro (R) to a substantial 52-38 percent lead. The Ryan internal Public Policy Polling survey (June 29-30; 581 NY-19 general election voters) finds Molinaro holding a 43-40 percent edge.

The PPP poll is confusing in that it tests NY-19’s general election voters. The Ryan-Molinaro election, however, is a special election in the current 19th CD to fill the balance of Lt. Gov. Antonio Delgado’s (D) final months of the US House term to which he was elected in 2020.

For the general election, regardless of whether he wins or loses the special election, Ryan is running in the new 18th CD. There, he will face Republican state Assemblyman Colin Schmitt (R-New Windsor). The NY-19 special election is scheduled for Aug. 23, concurrent with the regular election primary. Thus, Ryan will be running for two different House seats on the same day.

Illinois 2022 Candidate Filings Close

March 17, 2022 — Candidate filing in Illinois closed on Monday, and while the post-filing qualification process (most notably insufficient or invalid petition signatures) could disqualify some of those submitting documents, the candidate field for the delayed June 28 primary election is basically set.

Originally, the Illinois primary was scheduled for its typical calendar slot in March, but the legislature decided to delay the primary before redistricting began, incorrectly anticipating that they would have trouble completing the process. Instead, the Illinois Democratic political leadership produced and passed into law arguably the most gerrymandered map in the country.

Though Illinois is a strongly Democratic state, Gov. J.B. Pritzker (D) will seek a second term opposed by a surprisingly large Republican field. The most notable contenders, though none are likely to topple the governor in November, are state Sen. Darren Bailey (R-Louisville), Aurora Mayor Richard Irvin, former state Sen. Paul Schimpf, and venture capitalist Jesse Sullivan.

Sen. Tammy Duckworth (D) is on the ballot for a second term and has drawn a field of eight Republican candidates, with the likely leader being attorney Kathy Salvi, wife of former US Senate nominee Al Salvi, a favorite of conservatives. Sen. Duckworth will be safe for re-election.

While the US House map is designed to produce 14 Democrat victories in the delegation’s 17 seats, adopting the maximum partisan map could make some of the majority party seats weak, thus creating some unexpected competition in the general election.

The lineup features four open seats and two paired incumbent situations. Rep. Bobby Rush (D-Chicago) is retiring after serving 15 terms in the House. The Democrat primary will determine his successor, and the fight is among 20 candidates, including former Chicago Workforce Partnership CEO Karin Norrington-Reaves, who Rep. Rush has endorsed; Jonathan Jackson, son of Rev. Jesse Jackson and brother of former Chicago US Rep. Jesse Jackson, Jr.; and state Sen. Jacqui Collins (D-Chicago).

The new 3rd District is a created open seat — one drawn through redistricting. This seat is 44 percent Hispanic and is designed as the city’s second Hispanic influenced district. The leading candidates for the seat, again to be decided in the Democrat primary, are state Sen. Delia Ramirez (D-Chicago) and Chicago Alderman Gil Villegas.

The new 13th CD is also a created open seat, and one that stretches from Champaign through Decatur then Springfield and all the way into the Illinois side of the St. Louis suburbs. The district is also designed to elect a Democrat, but the general election could become at least somewhat competitive. Former Obama Administration official Nikki Budzinski appears to have the inside track to the party nomination, thus making her the favorite in the general election.
