A Close Look at Swing State Electoral Votes

Let’s assume, for the sake of argument, that all of the latest publicly released presidential election state polls are accurate. If so, then the nationwide electoral vote count would post Pres. Barack Obama and Mitt Romney to within four votes of each other.

First, from a national popular vote perspective, seven polls have been completed within the past few days (Gallup, Rasmussen Reports, Investors Business Daily TIPP, Gravis Marketing, Ipsos Reuters, Public Policy Polling, and the University of Connecticut) and the president leads in four of them, Romney two, and one is tied. Obama’s largest lead is three points. Romney’s best margin, via Gallup, is six points, 51-45 percent. This tells us that with two weeks remaining, the presidential race is still undecided.

Turning to the all-important swing states, the CNN/ORC Florida poll (Oct. 17-18; 681 likely Florida voters) gives Romney a 49-48 percent lead. Fox News (Oct. 17-18; 1,130 likely Florida voters) posts the Republican to a 48-45 percent advantage. Rasmussen Reports (Oct. 18; 750 likely Florida voters) registers a 51-45 percent spread, also in Romney’s favor.

Turning to Iowa, Public Policy Polling (Oct. 17-19; 869 likely Iowa voters) finds Romney holding a 49-48 percent razor-thin margin over the president.

The Mellman Group, polling for the liberal Americans United for Change organization (Oct. 15-17; 600 likely Nevada voters) finds the president commanding the advantage within the Nevada electorate by a 51-43 percent margin. This is the largest Nevada spread shown for either candidate in quite some time, so the result should be looked at skeptically. For the sake of our model, however, we will place Nevada in the president’s column.

Public Policy Polling, also during the Oct. 17-19 period, surveyed 1,036 likely voters in New Hampshire. There, they found Romney leading Obama 49-48 percent.

In North Carolina, we have split results. Grove Insight, polling for the liberal Project New America (Oct. 17-18; 500 likely North Carolina voters) actually gives Obama a slight lead, 47-44 percent. More in line with all other polls conducted in the Tar Heel State, TelOpinion for the North Carolina Republican Party (Oct. 12-13; 500 likely North Carolina voters) projects Romney with a 49-45 percent advantage. Since the preponderance of recent polling gives Romney the edge here, we will project North Carolina in the Republican column for the purposes of this spot analysis.

Looking at critical Ohio, the Fox News Poll (Oct. 17-18; 1,131 likely Ohio voters) continues to show the president holding a small advantage, 46-43 percent. While other places seem to be leaning toward Romney, Ohio has not fully turned. It is this state that could be the determining factor, as it is one of the few big states that does vote for both parties.

Virginia is another swing state that could be determinative and the new Rasmussen Reports data (Oct. 18; 750 likely Virginia voters) puts Romney ahead of the President 50-47 percent.

And, in Wisconsin, Rasmussen Reports (Oct. 18; 500 likely Wisconsin voters) gives the president the slightest of leads, 50-48 percent.

Understanding that a two- or three-point poll is within the margin of error, the actual vote could go either way; however, we can develop an electoral vote model based upon the above data just presented. Remember, for the sake of our analysis exercise, we are going to presume that all of these polls are exactly accurate, with the one exception of placing North Carolina in the Romney column because more polls favor Romney.

Factoring the aforementioned states as they are currently polling, and using the 2008 results for the ones not recently surveyed, with the exception of adding Indiana and the 2nd Congressional District of Nebraska to the Romney column, the national count would give the president 271 electoral votes and Romney 268. This means that any additional Obama state converting to Romney would give the national victory to the challenger.

It will be an interesting two weeks.

The VP Debate and a Changing Map

The vice presidential candidates took center stage for one night last evening, and at least the in the CNN poll (conducted by Opinion Research Council of 381 debate watchers via post-event telephone interviews), results suggested that Paul Ryan fared better than Vice President Joe Biden.

A 48-44 percent pro-Ryan division relating to winner perception was recorded, though a slight over-sampling of Republicans was present in the CNN respondent universe. Ryan scored more favorably on two critical perception points, being more likable (53-43 percent) and better expressing himself (50-41 percent). Of those sampled, 28 percent said they are now more likely to vote for Mitt Romney because of this debate, versus 21 percent who made similar comments in relation to Pres. Barack Obama.

Thus, the debate ended with neither candidate scoring a knock-out blow or inflicting serious damage upon their own campaign effort. It is likely the after-effects from this forum will be short-lived, which likely helps Romney because he has the current momentum.

Last night, Real Clear Politics also released their version of the new electoral map. According to them, based upon all polling data to which they have access, the president has a safe/likely/lean count of 201 electoral votes from 16 states and the District of Columbia, while Romney’s commensurate total is 181 from 22 states. Curiously, RCP lists Missouri in the Undecided/Uncommitted column. Based upon complete voting history since 2000, inclusive, and the fact that Romney has led in virtually every Show Me State poll, it is more than plausible to add their 10 Electoral Votes to the Romney column. If so, the challenger would pull within 10 votes of the president, leaving 146 votes in 11 states as uncommitted.

Among the states moving into the Undecided/Uncommitted category are two places with a clear Democratic history in presidential elections, Michigan and Pennsylvania. Once the votes are completely counted, it is more than likely that both of these domains will remain in the president’s column but the fact that he is having to fight so hard to keep them is indicative of his weakening national standing.

The remaining nine states: Florida, North Carolina, Virginia, Ohio, New Hampshire, Wisconsin, Iowa, Colorado and Nevada are the ones we have been analyzing for some time. It is clear that some combination of these states will make the final electoral determination in early November.

Assuming the moving of Missouri to Romney and Michigan and Pennsylvania to Obama prove correct, then the Republican would need 79 Electoral Votes to win the Presidency and Obama 33. Of the Undecided/Uncommitted states on the current board, the Republican’s easiest path to victory would include Florida, North Carolina, Virginia, Wisconsin, Iowa, and Nevada. This would give Romney a bare 270-268 victory and send him to the White House.

While originally it was thought that a challenger would have to carry Florida, Ohio, and Virginia to defeat Obama, it is now possible to win with taking Florida and only one of the latter two. With more states firmly in play, the Romney campaign now has several options to possibly cobble together a winning coalition of states in order to reach the magic 270 electoral vote plateau.

Getting through last night’s VP debate with both sides intact, means the stakes for the remaining two debates grows even higher. Pressure will continue to mount upon both candidates and what remains true is that the final defining events for this particular presidential election have yet to occur.

Romney Gaining in Key States

Based upon the media coverage of the first presidential debate, it’s not surprising to witness at least a short-term tightening of the national campaign. Fortunately for Republican nominee Mitt Romney, his standing is also improving in the most important swing states.

In Florida, two polling firms now are projecting Romney to be leading President Obama. The Sunshine State is the Republican’s most important conversion entity because there is simply no way to compensate for losing its 29 Electoral Votes. According to Rasmussen Reports (RR) on the day after the presidential debate (Oct. 4; 500 likely Florida voters), the GOP challenger has taken a two-point, 49-47 percent lead. We Ask America (WAA), which ran approximately 1,200 sample automated polls in the three most important swing states also on Oct. 4, finds Romney now leading in Florida, as well. Their margin is 49-46 percent.

Similar results are found in Virginia, another of the critical four core states. Romney’s easiest path to victory is to convert each of the cores (Florida, North Carolina, Virginia and Ohio), and then take at least one more Obama state that is larger than Vermont or Delaware. The President wins re-election, for all intents and purposes, if he takes Florida or any two of the core states.

Rasmussen Reports, testing 500 Old Dominion state likely voters on Oct. 4, found a 49-48 percent Romney lead in Virginia. We Ask America, also on the same date, detected a 48-45 percent GOP challenger advantage.

In Ohio, RR still forecasts the President to be leading, but by just one point, 50-49 percent. WAA, however, sees Romney forging ahead in this critical state, up by the same one-point spread, 47-46 percent.

Regardless of whether these small margins are completely accurate, they do tell us that Romney did receive, at the very least, a quick momentum surge that penetrated into the states that will have the largest say in determining the final outcome of this presidential election.

It remains to be seen if the Romney debate bump sustains itself for more than a few days. The electorate, throughout the 2012 election cycle, seems all too willing to shift on a dime and the challenger’s improved standing could be yet one more example of this phenomenon. If so, then the vast majority of polling between now and the last week of October won’t tell us too much because we know things can quickly change based upon external events. If Romney’s improved standing holds through the next week, though, then a new, firmer Republican base may well be formulating.

What we can confidently determine is that 39 states and the District of Columbia have made their decision about this presidential contest. Among the decided states, the President enjoys a 201-176 advantage. This means Pres. Obama needs to convert 69 of the remaining 161 Electoral Votes, or 43 percent of them. Romney, on the other hand, needs 57 percent — or 94 of the remainder.

    The 11 undecided states are, from west to east:

  • Nevada (tilting Obama, but approaching toss-up status)
  • Colorado (tilting Obama, but approaching toss-up status)
  • Iowa (pure toss-up)
  • Wisconsin (tilting Obama, but approaching toss-up status)
  • Michigan (leaning Obama)
  • Ohio (leaning Obama)
  • Pennsylvania (leaning Obama)
  • New Hampshire (leaning Obama)
  • Virginia (tilting Obama, but approaching toss-up status)
  • North Carolina (leaning Romney)
  • Florida (tilting Romney, but again approaching toss-up status)

Understanding where the states currently stand, and even giving Iowa to Romney, the president would win re-election with 297 Electoral Votes. But, make no mistake, his political position is precarious. For an incumbent to be this close to losing a month away from Election Day is a bad sign for him because the majority of voters are not yet positively convinced after four years of performance from which to judge. This race remains undecided.

Last Primaries Tomorrow

Tomorrow marks the last regular primary election of this political cycle, as voters go to the polls in Delaware, New Hampshire, and Rhode Island. Louisianans also haven’t chosen their nominees and will do so in their unique version of the jungle primary that occurs on general election day, Nov. 6. In the Bayou State, if no 2012 candidate receives a majority of the votes cast, then the top two finishers will run-off on Dec. 1.

Tomorrow, however, will decide two key races: choosing gubernatorial nominees in the open New Hampshire statewide race, and whether freshman Rep. David Cicilline (D-RI-1) survives his competitive Democratic primary challenge.

The 1st Congressional District of Rhode Island encompasses the eastern part of the state, beginning at the Massachusetts border with the city of Woonsocket, taking part of the city of Providence, and then traveling south all the way through the upscale city of Newport and out to the Atlantic Ocean. Though the seat is heavily Democratic in nature (Obama ’08: 67 percent), Rhode Island voters do tend to send Republicans to Washington from time to time. Therefore, with former state police colonel Brendan Doherty (R) waiting in the wings for tomorrow’s winner, determining the Democratic nominee, especially in the person of a beleaguered Rep. Cicilline, will not end the battle for this seat.

Cicilline has problems tomorrow not so much for what he has done in Congress, but rather as a hangover from his tenure as Providence mayor. The city is teetering on bankruptcy, and Cicilline has been taking major hits in the local media for his expenditure budgets while he was the city’s chief executive. The Providence Journal newspaper has detailed the waste and abuse in city spending over the course of months, and popular local radio talk show host Buddy Cianci, the former Providence mayor who spent time in federal prison for his improprieties in office, uses Cicilline as his regular whipping boy.

The prolonged attention has caused the congressman grief and though he will likely be renominated tomorrow night, the margin between he and Democratic challenger Anthony Gemma could provide a clue as to how the general election will unfold.

Gemma is a marketing executive who ran two years ago when the seat was open, placing second to Cicilline in a four-person Democratic primary field with 23.3 percent to the winner’s 37.7 percent. Despite Cicilline being so well-known and facing three people who were largely unfamiliar to the voting populace, more than 62 percent of 2010 Democratic primary voters chose another candidate. He then won an unimpressive 51-45 percent victory in the general election. With increased negatives since that time, tomorrow’s race should be considered a serious challenge despite Gemma only raising slightly over $300,000 for the campaign.

The most competitive New Hampshire primary race is the Democratic battle for the right to succeed retiring four-term Gov. John Lynch (D). New Hampshire and Vermont are the only two states who still utilize two-year terms for their governors. So, even though Lynch has won four elections, the first New Hampshire chief executive in the modern era to do so, he has only served eight years.

Two former state legislators are squaring off for their party’s nomination, Democratic former state Senate majority leader Maggie Hassan and ex-state senator Jackie Cilley. The winner – and Hassan is only a slight favorite tomorrow – will likely face GOP former gubernatorial nominee and ex-chairman of the state Board of Education, Ovide Lamontagne. The November contest will likely be as close as the presidential election here will be, in what will prove to be a tight and politically pivotal state.

At the congressional level, the general election contests are virtually set as Rep. Frank Guinta (R) defends his 1st District seat against the woman he unseated two years ago, former representative Carol Shea-Porter (D). The 2nd District contest will also feature a re-match of the 2010 campaign, a fierce one-point race between current Rep. Charlie Bass (R) and lobbyist Ann McLane Kuster (D). An equally close contest is forecast for this year. The two Republican incumbents face multiple primary opponents tomorrow, but none are serious. Both Democratic candidates are unopposed.

Presidential Paths to Victory

Today we turn our attention to the national election between President Barack Obama and former governor Mitt Romney in order to determine each candidate’s path to victory as the political map begins to evolve and change.

It is evident that are there are approximately a dozen battleground states upon which the candidates are focusing. The competitive states considered to be in this swing category include, alphabetically: Colorado (9 Electoral Votes), Florida (29), Iowa (6), Michigan (16), Nevada (6), New Hampshire (4), New Mexico (5), North Carolina (15), Ohio (18), Pennsylvania (20), Virginia (13) and Wisconsin (10).

Last year Obama advisers mapped out five different routes that would secure the minimum 270 Electoral College votes the president needs for re-election. Each path included Obama retaining some, but not all, of the swing states that he won in 2008. As we have seen through nationwide polling data, Team Obama’s strategic tenet in spreading the map as wide as possible is having some effect. Conversely, the Romney brain trust indicates that any realistic course to capturing their identified 270 votes requires them to win back historically Republican states that Obama carried four years ago, such as North Carolina, Indiana, and Virginia.

Each candidate understands the importance of winning the quintessential large swing states of Florida (29 Electoral Votes) and Ohio (18). In 2008, Obama claimed these places and is now spending heavily in hopes of retaining both. Romney advisers see Florida as their candidate’s most important swing state because there is no realistic way to score a national victory without its inclusion. Simply put, Florida’s 29 Electoral Votes are too many to replace.

Currently, several polls reveal Obama as having the edge in Ohio but a recent Gravis Marketing poll of 728 likely voters shows Romney opening up a three-point lead in Florida.

In the past few days two Great Lakes states, Michigan and Wisconsin, are showing signs of teetering toward Romney. Recent polls in both places have returned conflicting results and each candidate can point to data showing him to be in the lead. But even a split decision in August is a positive trend for the challenger.

Michigan, a traditionally Democratic state but one that turned hard for Republicans two years ago, is a place where Romney will heavily contest. A fundamental reason for the strategic decision to do so is his Wolverine State family ties. It is here where the Republican nominee grew up and the electorate twice voted for his father as governor. The Obama senior strategists scoff at the idea that Romney can win Michigan, citing his opposition to the auto bailout and recalling that Sen. John McCain, the 2008 Republican nominee, publicly abandoned the state some six weeks before the election.

Wisconsin, home of vice presidential running mate Paul Ryan, has been trending toward the Republicans in similar patterns to Michigan, cemented by Gov. Scott Walker’s recall election victory earlier this year. With former governor Tommy Thompson running strong in the open Senate race, the Badger State is certainly in play for a close Romney victory.

Early in the cycle we, as most other analysts, suggested that after counting Indiana returning to the Republican camp, Romney would have to carry Florida, Ohio, North Carolina and Virginia, and then one more 2008 Obama state to win the presidency. While such a formula remains valid, the president’s continued performance in Ohio and Virginia suggests that Romney will not likely sweep the four core states. But, numbers coming from the aforementioned Michigan and Wisconsin, and Midwestern and western states such as Iowa, Colorado and possibly Nevada, demonstrates other Republican victory paths are now possible.

Here are the scenarios:

• If the president carries Virginia, a Wisconsin-Iowa combination is the easiest way for Romney to neutralize this Obama core state victory. The Republican would still need one more state, such as New Hampshire, where Obama consistently leads, or Nevada or Colorado to claim national victory. New Mexico, normally a swing state, appears to be currently off the table as the President continues to score double-digit polling leads.

• If Obama wins Ohio, then Romney would be forced to win Wisconsin and Colorado. Under this scenario, Michigan comes into play. Unless Romney carries New Hampshire, Nevada, or Iowa, then the Wolverine State becomes his last neutralization option.

• Should the President carry both Ohio and Virginia, then Romney could still win by taking Iowa, Wisconsin, Michigan, and Colorado or Nevada. All scenarios assume that Romney re-unites Nebraska by winning that state’s 2nd Congressional District and thus providing one more vote to his electoral column.

The overall state chart still favors the president, but the campaign’s recent fluidity suggests several new victory options are now attainable for the challenger.

Questioning the Reliability of Univ. of New Hampshire Polls

Over the years, the University of New Hampshire has released some polls that were later proven unreliable, and it appears they are at it again. The college just released the results of their latest study that shows both of the state’s Republican congressmen trailing their Democratic opponents, but the polling methodology is flawed in at least three different ways.

The results show 1st District freshman Rep. Frank Guinta (R) trailing former Rep. Carol Shea-Porter (D), the woman he unseated in 2010. According to the UNH data, Shea-Porter leads the first-term incumbent 44-39 percent. In the more Democratic 2nd District, Rep. Charlie Bass (R) trails 2010 opponent Annie Kuster (D) 39-40 percent.

The first methodological error concerns the length of the sampling period, which stretches from April 9-20. Here, UNH uses a 12-day information gathering period when three is usually considered optimum. The longer sampling time frame has proven to skew results.

Second, the respondent universe of 538 “adults” does not appear to even screen for registered voters. Going beyond the normal voting pool always provides different numbers than one would see from those who are qualified and intend to actually participate in the election.

Third, the number of respondents for each congressional district are low (230 adults in District 1, 251 adults in District 2), thus further deteriorating the reliability factor.

Considering all of the methodology flaws, the current UNH poll should be discounted, though the conclusion that both of the state’s House races will be close and very competitive can certainly be accepted.

Weekly Redistricting Roundup

Little in the way of redistricting action occurred during the past week. We see updates in only three states: Florida, New Hampshire and Ohio.

FLORIDA (current delegation: 19R-6D; gains two seats) – Attorney General Pam Bondi (R) referred, as is her duty, the new state Senate map to the Florida Supreme Court for its approval. The court struck down the original plan, so this new version is designed to address the legal problems as defined in the previous ruling. The eventual high court action regarding the state Senate map could, in some ways, be a precursor to what happens when the congressional map makes its way to the state Supreme Court from the district courts. Under Florida redistricting law, the state legislative maps automatically are referred to the state Supreme Court for legal review prior to being sent to the US Department of Justice for pre-clearance, but the congressional map must follow the normal course of legal complaint. Litigation is underway on the new 27-district Florida congressional map in response to a citizens lawsuit. A Leon County District court is hearing the case. We can undoubtedly expect an appeal to the higher courts irrespective of what is contained in the eventual Leon County ruling. The Florida primary is scheduled for Aug. 14. A final decision relating to the congressional map will likely occur just prior to the state’s June 8 candidate filing deadline.

NEW HAMPSHIRE (current delegation: 2R) – Little occurred this week in reference to passing the state’s two-district congressional map (the measure still awaits a vote before the state House), but New Hampshire officials did announce that the state is again applying for a “bail out” from the Voting Rights Act. In a quirk of the Voting Rights Act formula that requires states to be placed under its jurisdiction if voter turnout falls below certain levels, New Hampshire, despite having only a 6.1 percent minority population, is a Voting Rights-covered state because several of its localities fell under the turnout formula trigger during a particular election. New Hampshire has asked for the “bail out” – the legal process that allows states to escape VRA jurisdiction if they can show no voting rights transgressions for a 10-year period – before, but failed to see it granted.

OHIO (current delegation 13R-5D; loses two seats) – Organizers attempting to qualify a ballot referendum to institute a new 12-member citizens redistricting commission in order to divert the power away from state legislators, have obtained Ohio Ballot Board legal status and now can begin collecting petition signatures. To be placed on the November 2012 ballot, a measure must obtain just over 386,000 valid signatures from Ohio registered voters by July 4. Upon qualifying and receiving majority voter approval, the new Ohio Citizens Independent Redistricting Commission would assume control over the political re-drawing process in 2021.
