Senators’ Approvals vs. Votes

Dec. 13, 2018 — Reviewing documentation from the 2018 US Senate races, it appears there is at least a tangential correlation between an incumbent senator’s pre-campaign approval rating and the vote percentage garnered on Election Day.

The Morning Consult public affairs firm routinely surveys senators and governors to produce approval indexes for every member. Their 3rd Quarter 2018 sampling was publicly released on Oct. 10, one month before the election and just at the beginning of prime time campaigning.

Looking at the 32 incumbent senators who were on the ballot in November, the mean average increase from the individual’s approval score to the final vote percentage is 9.6 points when using the Morning Consult favorability index as our constant and the median is nine points.

The senator dropping the furthest from approval to vote percentage, down five points, was Maine Sen. Angus King (I), but the number is a bit deceiving. King scored a 58 percent positive approval rating in mid-October, but only received 53 percent in the election. Because the senator is an Independent and the Democrats with whom he caucuses did file their own candidate, the next closest opponent scored 35 percent. Therefore, his political standing still proved strong.

On the other end of the spectrum, the senator who improved the most from an upside-down favorability index rating to the vote was New Jersey Sen. Bob Menendez (D). While his October index was a poor 31:46 percent favorable to unfavorable, the worst by far among the 32 senators standing for re-election, he was successfully re-elected, 54-43 percent, over retired pharmaceutical company CEO Bob Hugin (R).

Poliquin’s “Win” in Maine Likely a Loss

Nov. 15, 2018 — Believing that Maine’s relatively new Ranked Choice Voting system will turn his current plurality re-election victory into a loss, Rep. Bruce Poliquin (R-Oakland/Bangor) and three others are filing a federal lawsuit asking a judge to halt the instant run-off process before post-election counting begins.

With just a scant number of absentee votes remaining, Rep. Poliquin leads state Rep. Jared Golden (D-Lewiston) by an unofficial 1,910 votes and it is clear that he will finish the final count with a lead. The congressman’s vote total, however, is well below 50 percent meaning the instant run-off will occur.

With two leftward Independent candidates on the ballot attracting just under 24,000 votes, Golden is more likely to gain a substantial majority in the second- or third-ranked choice round, which would likely allow him to pass Poliquin and exceed the 50 percent mark. Thus, we are likely to see a situation where the candidate who placed first in the final general election count will not be awarded the office.

Pine Tree State voters adopted the controversial practice in what most observers believe was a reaction to Gov. Paul LePage (R) winning two statewide elections with less than majority support. In his first electoral contest (2010), LePage, then the mayor of Waterville, was elected governor in a three-way race with only 38 percent of the vote. Four years later, he was re-elected with 48 percent in another three-way campaign.

Independents are often credible candidates in Maine political campaigns and sometimes win those races as in the case of Sen. Angus King (I), for example.

Election Day Is Here

Nov. 6, 2018 — At long last, the 2018 midterm Election Day has arrived. Democrats appear well positioned to capture the House of Representatives, but the question of how big a majority margin we will see remains. The large number of dead-even campaigns heading into today suggests that a small majority margin is the most likely outcome.

Republicans, largely because Democrats are defending 26 of the 35 Senate races, should hold control but, again, to what degree? Will their 51-49 margin increase? It appears they will successfully unseat North Dakota Sen. Heidi Heitkamp (D), but will Arizona and Nevada both hold for them, allowing more substantial gains? Does Rep. Beto O’Rourke’s (D-El Paso) new-found celebrity status and national fundraising prowess allow him to overcome Texas voting history to unseat first-term senator and former presidential candidate Ted Cruz? These and many other yet-to-be determined answers will be uncovered late tonight.

Several races may not finish tonight. Today is also the first time Louisiana voters will go to the polls during this cycle. Without a formal nomination process, the Bayou State consolidates its primary and general election into one vote. Therefore, if a candidate receives an absolute majority tonight, that individual is elected. If not, the top two finishers will advance to a Dec. 8 run-off. With no governor or Senate election on the ballot and little competition within the state’s six House districts, it appears likely that all congressional incumbents will win tonight. Next up, Gov. John Bel Edwards (D), possibly facing US Sen. John Kennedy (R), will defend his position in the 2019 odd-numbered year election.

The Governors’ Races & Veto Power

2018-elections-open-seats-185Oct. 29, 2018 — The 2018 election cycle features 36 gubernatorial campaigns, 26 of which have federal redistricting ramifications. The ones that don’t are at-large congressional district states (Alaska, South Dakota, Vermont, Wyoming) or will be after the next reapportionment (Rhode Island), those that employ redistricting commissions (Arizona, California, Hawaii, Idaho), or the multi-district state where the governor is only awarded a two-year term (New Hampshire).

Here is a breakdown of where things stand in the upcoming election in the 26 states where the governor will have redistricting veto power:

Forecasting the Results – Part II

2018-democrat-house-majority-breakdown-text-graphicOct. 8, 2018 — The Democrats need to convert a net 24 seats to secure a one-seat majority in the US House on Election Day, Nov. 6. Many reports quote the number 23 as what is necessary to win control, but the new Pennsylvania map will yield one seat coming back to the Republicans — the new open 14th District — thus pushing the total up to 24.

As stated Friday, our forecasts listed below are based upon a series of factors, including current polling numbers, voter history, candidate personal and job approval favorability, fundraising, other races on the state ballot that could drive turnout, and outside issues such as the confirmation vote to for Judge Brett Kavanaugh to become a Supreme Court Justice, which could change the turnout model, etc.

According to our new analysis, the Democrats are on the cusp of converting the requisite number of Republican seats to take a bare majority and seeing their caucus become significantly larger. At this point, the Democratic gain range appears to reach 23 on the low side and 35 at the apex.

Looking at the country by state and region, it appears the Democrats will do well in the Midwest, in particular. The Great Lakes region that delivered President Trump his surprise victory appears to be snapping back to the Democrats in the midterm House races. Michigan looks particularly good for them at both the statewide and district levels.

Still Counting . . .

i-vote-i-countJune 21, 2018 — Even in the age of advanced technology, vote counting can be a surprisingly long process. Despite political primaries being conducted weeks ago in California (June 5) and Maine (June 12), as of this writing, election officials still have not determined a winner, or second general election qualifier, in at least three campaigns.

In California, the 48th Congressional District’s second general election qualifier remains undeclared. There, Democratic businessmen Harley Rouda and Hans Keirstead are fighting to determine which of the two will advance from a pool of 15 candidates challenging veteran Rep. Dana Rohrabacher (R-Costa Mesa).

On election night, Rohrabacher clinched first place with 30.3 percent of the vote over the field of 15, while Rouda placed second. With the California process being notoriously slow because of the large number of mail ballots that must be counted and are allowed to be postmarked the day of the election and received through that following Friday, it appeared evident that the substantial number of outstanding votes could well change the outcome for the second place qualifier. Hence, the abnormally long post-election process began.

Today, the official count, though still not complete, now finds Rouda re-capturing second place, this time by a scant 69 votes of the more than 173,000 votes cast, counted, and recorded district-wide, and the 57,285 ballots divided only between Rouda and Keirstead.

Maine’s Instant Run-Off Examined

MAINEJune 15, 2018 — An interesting situation is developing from the still-in-progress Maine primary that could become a test case for either changing or instituting state run-off electoral systems.

As you know, run-offs ensure that a party nominee obtains a majority or, in the case of North Carolina and South Dakota, a substantial share of the vote. The run-off’s purpose is to prevent a party from nominating a winner in a multi-candidate election who garners only a small plurality.

The South Carolina 4th Congressional District race is a good example of why some states choose a run-off format. On Tuesday, both parties advanced a pair of candidates into respective run-off elections because no one came close to receiving majority support.

For the Republicans, with 13 candidates running to succeed retiring Rep. Trey Gowdy (R-Spartanburg), former state Sen. Lee Bright finished first, but with only 25 percent of the vote. In most other states, he would have been nominated. Since, 75 percent of the Republican voters chose another candidate, the run-off ensues. On June 26, Bright and state Sen. William Timmons (R-Greenville), who finished second with 19.2 percent, will decide the party nomination in one-on-one electoral competition. On the Democratic side, candidates Doris Lee Turner (29.4 percent) and Brandon Brown (28.5 percent) advance, while Eric Graben (25.7 percent), Will Morin (9.1 percent), and J.T. Davis (7.2 percent) are eliminated.

Maine is testing a unique new system that prevents situations such as their own that occurred in the past two gubernatorial elections, but avoids the cost of holding another separate election. Political observers will now see if their new idea will work and potentially withstand a legal challenge.
