Saturday: The Turning Point

Clearly the most important day of the 2012 Republican presidential nomination campaign occurred Saturday. Rep. Michele Bachmann’s (R-MN-6) victory at the Iowa Straw Poll sent former Minnesota Gov. Tim Pawlenty packing, while 1,200 miles away at the Red State Gathering event in Charleston, SC, Texas Gov. Rick Perry formally joined the race.

Rep. Bachmann’s preliminary Hawkeye State victory was no surprise. It had been clear for weeks that she and Rep. Ron Paul (R-TX-14) had the strongest vote-gathering potential within the regular universe of Straw Poll attendees. Ironically, it was Pawlenty who had the best campaign organization and spent more than any other candidate – far above $1 million. The fact that he finished a distant third (2,293 votes to Bachmann’s 4,823 and Paul’s 4,671) caused him to officially end his campaign on Sunday.

The high Straw Poll turnout proved to be the event’s biggest revelation. Many political pundits and outside observers were predicting a lower than average rate of participation in the days approaching the carnival-style political affair held at Iowa State University in Ames, saying that none of the candidates were exciting the rank and file GOP voters.

In 2008, when former Massachusetts Gov. Mitt Romney won the Straw Poll, more than 14,000 people voted, with as many as 20,000 on the grounds. At its historical high point in 1996, more than 30,000 individuals cast ballots but that was when candidates were allowed to bus and fly people in from all over the country. Beginning in 2000, participation was limited to Iowa registered voters. Some predicted that overall turnout for the current event could be as low as 10,000. But on Saturday, 16,829 people cast ballots.

Aside from Pawlenty, the event’s biggest loser could well be Mr. Romney. Making the decision to bypass the Straw Poll and participate only in the pre-event debate held last Thursday evening, Romney scored just 567 votes. Though he and two other candidates, former House Speaker Newt Gingrich and ex-Gov. Jon Huntsman, refused to participate in the Straw Poll, the Iowa Republican Party officials still added their names to the official ballot. Gov. Perry and former V-P nominee Sarah Palin, neither of whom were candidates at the time of the state party ballot deadline vote, were not placed on the ballot.

Though Perry’s name was not on the Straw Poll ballot, an independent expenditure group supporting his running for President, called Americans for Rick Perry (AFRP), did organize for purposes of convincing Perry supporters to attend the event and write-in the governor’s name. Because AFRP is not officially tied to the candidate, obtaining tent space on the event grounds was not allowed. With no ability to work inside the gates and not even having a candidate, AFRP still was able to deliver 718 write-in votes. This total was better than what was recorded by three campaigns whose candidate actually participated in the Thursday debate and were on the official ballot: Romney, Gingrich (385 votes), and Huntsman (69).

Certainly Saturday’s biggest winner was Michele Bachmann. The biggest loser was Tim Pawlenty. But the underlying story is Perry and Romney. Gov. Perry, via a write-in campaign organized solely from the outside by an unconnected group in just three weeks, scored a respectable number of votes by all accounts. Romney, by finishing under Perry, creates a greater image of vulnerability and poses questions about his strategic decision to skip the Iowa Straw Poll. He has made past comments that he would also bypass the significant straw poll events in Florida and Michigan. It will be interesting to see if the Iowa results prompt a change of plans from the Romney camp.

The Iowa Debate and Vote

Last night, the eight announced Republican presidential candidates faced each other in the third nationally televised debate – a largely mundane affair interspersed with a clever line or two – this time on the campus of Iowa State University. The forum is part of the Iowa Straw Poll (ISP) event scheduled to culminate with actual citizen voting on Saturday.

The ISP has become a major media event on the presidential campaign trail because it is the first time that thousands of people actually participate in a voting event. Though straw polls are commonly held at organizational and state political party meetings, the Iowa function is unique because actual GOP voters have the opportunity of attending and casting a ballot for the candidate of their choice. In the past, as many as 30,000 people have come to the state fair-like event, where candidates have large outdoor promotion areas and provide food and entertainment to the masses, to register their vote.

At its high point, when previous campaigns were running on all cylinders in the early phase of the race – unlike this time where as many as three potential top-tier candidates haven’t even yet formally declared – candidates would actually fly voters in from all around the country to participate. Now the party rules prohibit such acts, limiting voting eligibility to Iowa registered voters.

The Straw Poll event is the first real test of the candidates’ organizational ability. Charging the candidates thousands of dollars to participate by buying Iowa Republican Party lists of previous Caucus and Straw Poll attendees and entry fees for every person coming to the event (in virtually all cases, paid for by the campaigns) the fundamental purpose of the Iowa Straw Poll is that of a major fundraiser for the state GOP. The money is then used for general election party building activities that the eventual Republican presidential nominee will need to capture the state in the general election. Iowa, as one of four true swing states for the general election – New Hampshire, New Mexico, and Nevada are the others – could be a deciding state in November 2012 even though it only carries six Electoral Votes.

The result of this particular Iowa Straw Poll event is likely to be inconclusive. With attendance projected to be closer to 10,000 than 30,000, the event is missing the participation of the early front-runner and 2007 Straw Poll winner, former Massachusetts Gov. Mitt Romney. Though Mr. Romney participated in last night’s debate, his campaign decided to bypass actively participating in the actual ISP voting. As mentioned, he won the event in ’07 but fell in the actual Iowa Caucuses to former Arkansas Gov. Mike Huckabee in what proved to be an upset. The Romney campaign never recovered from his Iowa Caucus loss because expectations, largely drawn from his Straw Poll performance, were set too high.

Some question the Romney strategy for the 2011 ISP. Not participating means a sure loss at the event, and possibly a poor performance, though his campaign apparatus is still quietly organizing supporters to attend and vote since the Iowa Republican Party leaders included his name on the ballot anyway; but he will be able to brush off any such result by simply saying he didn’t participate. Texas Gov. Rick Perry, making his first public indication that he will become a candidate at the Red State Gathering event earlier Saturday in Charleston, SC, will also steal some of the luster from whichever candidate wins the Straw Poll later that afternoon.

The emergence of Rep. Michele Bachmann (R-MN-6) as a top-tier candidate and favorite to win the straw poll may damage Romney and prove his strategic decision to skip the event was a mistake. Bachmann is becoming a national presence and a victory at the ISP will codify her standing as a top-tier presidential candidate. The other favorite and potential straw poll winner, Rep. Ron Paul (R-TX-14), is a second-tier candidate who is not positioned to go very far in the national campaign. Minnesota former Gov. Tim Pawlenty, who was once viewed as the early favorite for the ISP and the actual Iowa Caucus vote, is probably a distant third-place finisher at best.

The Iowa Straw Poll event does signify the official beginning of the presidential campaign. With Saturday crowning a straw poll winner and another major candidate making it clear that he is in the race, the 2012 presidential campaign is beginning to take shape. The Perry Announcement Strategy

Reportedly Texas Gov. Rick Perry will publicly say he’s running for President by the end of this week. The governor will speak at the Red State.com Gathering event in Charleston, SC this Saturday afternoon and is expected to reveal his future plans without formally announcing his candidacy. The choice of date and place for his “pre-announcement” accomplishes two key strategic objectives.

First, South Carolina will likely become a make-or-break state for the Perry presidential campaign. Considering that Iowa voters typically choose someone from the Midwest, it’s Rep. Michele Bachmann (R-MN-6) who is the current favorite to win the first-in-the nation caucus event. New Hampshire should belong to neighboring former Massachusetts Gov. Mitt Romney, just as it did in 2008. The Nevada Caucuses, now scheduled for Feb. 18, also should line up strongly for Mr. Romney, since he scored big there during the last nomination contest. Therefore, for Perry to capitalize in the south and become a legitimate first-tier candidate, South Carolina becomes the first state where victory for the Texas governor will be expected.

Second, though not participating in the Iowa Straw Poll event (because he is not yet an official candidate), also occurring Saturday, Gov. Perry’s Charleston statement will go a long way to upstage the event’s winner, presumably Ms. Bachmann. Setting the tone in South Carolina while simultaneously upstaging an opponent in Iowa puts Gov. Perry four-square on the national political board.

Not a bad opening salvo for this newcomer from the Lone Star State.

Second Quarter House Financial Reports Show Interesting Developments

The 2nd quarter Federal Election Commission financial reports are now available for public inspection and, after a thorough analysis of the numbers, we find some interesting points.

A total of 255 House candidates exceeded $250,000 in gross receipts for the 2012 election cycle, through June 30, as reported after July 15. Only 25 of those individuals, however, are non-incumbents. This is a low number of challengers and open seat contestants to have currently reached the quarter-million-dollar mark. This is largely explained by highlighting the fact that 2011 is a redistricting year and most of the states have not yet completed the re-map process for the ensuing decade. Therefore, 2012 races will invariably evolve as late-developing campaigns, since many state legislative leaders — Florida being the most important example — have already publicly stated that they will not even begin their redistricting consideration until early next year.

Of the 96 members of the 2010 freshmen class, 92 of whom had not previously served in the House, 54 broke the $250,000 mark in finances raised. Three individuals included in the spreadsheet linked below report participated in 2011 special elections. Three more of the listed candidates are competing in new districts, created via reapportionment and redistricting (two in Texas; one in Washington state), even though the seat has either not yet been drawn or awaits approval from the Justice Department.

The four largest fundraisers who are not members of party leadership, nor major committee chairmen, nor running for President are representatives Allen West (R-FL-22), collecting $2.076 million ($1.266 cash on hand); Tom Latham (R-IA-3), $1.003 million ($1.471 million CoH); Pat Tiberi (R-OH-12), $1.039 million ($1.481 CoH); and Diane Black (R-TN-6), $1.224 million raised ($325,987 cash on hand).

Mr. West will face a difficult re-election in a marginal district that is not yet drawn. Mr. Latham is paired with fellow Rep. Leonard Boswell (D-IA-3) in what looks to be a very tough contest for both men. Mr. Tiberi has a difficult redistricting process to deal with, as Ohio loses two congressional seats and his current district is expected to radically change. Finally, Ms. Black, who should have clear political sailing ahead for the foreseeable future, raises copious amounts of money through direct mail, thus explaining her high number of gross receipts but low cash-on-hand ratio.

That aforementioned spreadsheet listing of the candidates’ financial summaries is linked after this paragraph (a PDF document). Any incumbent or candidate not reaching $250,000 in receipts is excluded. Those incumbents who have announced they will not be seeking re-election, inclusive of those running for higher office, are also not listed in this accounting of House members and candidates.

Latham will Challenge Boswell in Iowa

The new Iowa congressional lines have yet to be officially approved but Rep. Tom Latham (R-IA-4), whose district is apparently being collapsed in reapportionment, already has made his electoral decision for 2012. In an email announcement to supporters this past Friday, Mr. Latham said he will challenge Rep. Leonard Boswell (D-IA-3) next year. On paper, the vast majority of Latham’s current seat is in the new 4th CD that map drawers combined with fellow GOP Rep. Steve King’s 5th district; signs pointed to an intra-party face-off. That Latham chose to run against Boswell, even though just three counties carry over from his current district, certainly provides the best move for the Republican Party.

Iowa chooses to redistrict by empowering a legislative committee staff to construct new districts via a mathematical formula without regard to incumbency. Their 2011 work product has resulted in the pairing not only of Latham with now Boswell, but also Democratic members Bruce Braley (D-IA-1) and David Loebsack (D-IA-2), whose homes were placed together in the new 1st district. Loebsack, despite his Linn County (Cedar Rapids) power base being added to IA-1, says he will run in the new 2nd, which has the majority of his current territory.

Latham’s move against Boswell makes sense from several perspectives. First, as previously mentioned, it greatly helps the Republican Party, because a divisive primary is avoided. Second, Latham conceding the GOP nomination in the new northwestern 4th district to King also helps the party prepare for the general election there because this new seat is not as solidly Republican as his (King’s) current 5th district. Third, in the person of Rep. Latham, the Iowa Republican Party now has its strongest possible candidate against Boswell who has been weakened in several close elections but never succumbed to defeat.

Another Latham advantage will be his huge campaign war chest. The asset is more important in a general election than for a primary battle opposite King because spending is less for a nomination battle and the latter has a strong Tea Party grassroots network that can independently turn out its own vote.

The new IA-3 is the Des Moines-Council Bluffs seat. Polk (Des Moines) is the largest county in the district and the biggest population center in Iowa, housing 429,439 people. It is the only county that remains from the current 3rd. Boswell’s present district begins in Polk County and stretches to the northeast. The new 3rd also launches from Polk but stretches to the southwest, all the way to the Nebraska border.

Historically, the 3rd has been a politically marginal district. Former President George W. Bush carried the region in 2004 by just a few votes over John Kerry, but Pres. Barack Obama rebounded to score a much higher 54-44 percent win over John McCain four years later. The new 3rd district becomes even tighter, as it skews approximately three more points in the Republicans’ favor. Obama carried the new configuration 52-46 percent, while Bush would have scored an identical percentage and margin of victory back in ’04. The shift should definitely play to Latham’s favor in 2012.

Rep. Boswell, first elected in 1996, is 77 years old and has had previous health issues. Long speculated about as a potential retirement prospect, the congressman confirmed even before the redistricting process began that he would be a candidate for re-election. He’s averaged 54.2 percent of the vote over eight terms, but hit just 50 percent in 2010. Changing the voting pattern and geography of the district to give the GOP a small boost means the race will begin as a pure toss-up.

Though King dodges a bullet by not having to face Latham, he may not yet be out of the woods. Christie Vilsack, wife of US Agriculture Secretary and former Governor Tom Vilsack, has been saying she will run for Congress in 2012. Because of redistricting it was not clear who she might oppose, especially since the family home is in Rep. Loebsack’s 2nd district. Word is now forthcoming that Mrs. Vilsack is seriously considering hopping into the new 4th district, at the opposite end of the state, to challenge King.

While the new 3rd becomes more Republican in redistricting, the new 4th gets slightly more Democratic. King’s current 5th district gave McCain a 54-44 percent victory, and George W. Bush notched a more impressive 60-39 percent win in 2004. The new 4th brings these numbers closer together. McCain’s performance in the just-configured northwest region was 50 percent as compared to Pres. Obama’s 48 percent. Bush would have carried the seat 55-44 percent. King would be favored against Mrs. Vilsack, but the race certainly has the potential of becoming highly competitive.

Now that redistricting is virtually settled, it is clear that 2012 will feature a very active congressional election cycle in the Hawkeye State.

Rand Paul for President?

A new surprise potential presidential candidate is testing the political waters. Newly elected Sen. Rand Paul (R-KY) whose father, Rep. Ron Paul (R-TX-14), is also considering making another run for the nation’s top office, was in Charleston, S.C., earlier this week conducting media interviews. Sen. Paul confirmed that he may form a presidential exploratory committee because he “want(s) the Tea Party to have an influence over who the nominee is in 2012.” Paul said the only decision he has made to date is to defer to his father if the congressman decides he will again enter the national race. Sen. Paul also will soon travel to Iowa and New Hampshire, which, along with South Carolina, are the first states to hold nominating events.

Should Rand Paul run in place of his father and become the Tea Party/Libertarian ideologue in the Republican field, he might be able to quickly crack the top tier of candidates. Ron Paul raised over $35 million in 2008, almost all of it in small contributions. Rand Paul amassed $7.8 million for his victorious Senatorial campaign from many of the same sources. The elder Paul clearly has a base in the party, but was not able to convert his backing and financial support into a significant number of votes. A better campaign, as exemplified by Rand’s winning statewide effort in Kentucky, would likely attract significantly more support than previous Paul presidential campaigns. Kentucky’s junior senator becoming a presidential candidate would certainly change the flow of this slow-starting Republican campaign. Watch for further developments.

Democrats Announce First Frontline Group

The Democratic Congressional Campaign Committee made public their first list of 15 Frontline candidates, those they believe will need the most help to win re-election in 2012. Redistricting, however, will have much to say about the fortune of these members and many others.

The list begins with Rep. Gabrielle Giffords (D-AZ-8), still recovering from the senseless and tragic shooting that put her life in grave danger. Remember, however, that she won by just 1.5 percentage points over Iraq War veteran Jesse Kelly in November, which puts Giffords’ re-election status as unclear. Some even still mention her as a potential Senate candidate. Amidst all the uncertainty, one thing is clear: Giffords’ 8th district will change. The Arizona Redistricting Commission is charged with drawing new seats, and it is quite possible the members will craft a compromise to give Giffords a safe Tucson-based seat, should she be able to run, while the new Arizona congressional district would then become more Republican. Too much uncertainty exists to make an accurate contemporary prediction.

Rep. Jerry McNerney (D-CA-11) is in a similar political situation to that of Giffords. A new statewide redistricting commission will also draw the California districts. Right now, without the state even having its census block numbers yet, it is virtually impossible to gauge how McNerney will fare as population changes in the Bay Area appear significant. Another in an unknown situation is Rep. Leonard Boswell (D-IA-3), where the Hawkeye State is the only one in the country not to allow political considerations, or even the incumbent’s residence, to affect how the map is drawn.

The two New Yorkers listed, Reps. Tim Bishop (D-NY-1) and Bill Owens (D-NY-23) are also both in temporary limbo as is almost everyone in the Empire State. Slated now to lose two seats to apportionment, it remains to be seen what legislative compromise, or court action, will eliminate which seats. It is unlikely that Bishop can be collapsed because he occupies the far eastern end of Long Island, and being in a corner is always a plus when enduring redistricting.

The members currently viewed as vulnerable who are more than likely to benefit from redistricting are Reps. Tim Walz (D-MN-1) and Gerry Connolly (D-VA-11). Since Minnesota did not lose a seat in apportionment and they have split government, expect an incumbent-oriented map. Therefore, Walz’s seat should improve for him. With Republicans having an 8-3 advantage in Virginia, expect the Democratic districts, like Connolly’s 11th, to get stronger.

Though there is a slight unknown factor for Reps. Ben Chandler (D-KY-6) and Kurt Schrader (D-OR-5) because of their state government’s also being under split control, it is probable that both get equivalent or better districts than they respectively represent today.

The remaining six Frontline members all have serious redistricting problems, as Republicans hold the pen in their states:

  • Both Reps. Larry Kissell (D-NC-8) and Mike McIntyre (D-NC-7) are likely to face very adverse constituencies under the new North Carolina map.
  • Rep. Gary Peters (D-MI-9) is expected to be paired with veteran Rep. Sander Levin (D-MI-12) because Michigan loses a seat. Under this scenario the new Peters-Levin district would be heavily Democratic, but the two would be forced to duel each other in a primary battle.
  • A similar situation could occur in Pennsylvania where Reps. Mark Critz (D-PA-12) and Jason Altmire (D-PA-4) could find themselves fighting for one district. Like Michigan, Pennsylvania will lose one seat.
  • Rep. Russ Carnahan (D-MO-3), another razor-thin election survivor, could find himself as the odd-man-out in Missouri’s delegation reduction. His district and that of neighboring Rep. Lacy Clay (D-MO-1) are the two least populated in the state. Clay is likely to survive because the Republican legislature and Democratic Governor are unlikely to collapse an African-American district and will want to protect St. Louis city as the dominant population center in one seat.
  • Finally, with Utah gaining a seat, will the Republican legislature and governor concede a seat to Democratic Rep. Jim Matheson (D-UT-2), or draw a pie-shaped map emanating from Salt Lake City? The latter option would give the GOP good odds to defeat Matheson and win all four districts. But, it’s too early to tell what might happen.

With redistricting having such a major factor upon virtually all states, it is very difficult to accurately determine political vulnerability until the new maps are set. Thus, the Frontline member group composition will likely change drastically between now and Election Day 2012.
